The freedom to express views openly, challenge ideas and engage in robust debate is crucial to the student experience and to democracy. Lawful freedom of speech and the right to discuss all kinds of issues is an integral part of our higher education system.</p><p> </p><p>Under the Education (No 2) Act (1986), higher education providers have a specific duty to take reasonably practicable steps to secure freedom of speech within the law for staff, students and visiting speakers. Higher education providers also have clear responsibilities under the Equality Act (2010).</p><p> </p><p>Higher education providers should discharge their responsibilities fully and have robust policies and procedures in place to comply with the law and to investigate and address incidents reported to them. Universities, as autonomous bodies regulated by the Office for Students, should ensure that they are balancing their legal duties carefully and proportionately.</p><p> </p><p>The government worked with the Equality and Human Rights Commission, who published clear guidance in February 2019 on freedom of speech in higher education to support higher education providers and students’ unions in delivering their duties.</p><p> </p><p>The government will be looking closely at how well higher education providers are meeting their obligations and will consider whether further action is needed, working with a range of partners.</p> answering member constituency Kingswood answering member printed Chris Skidmore question first answered 29/01/2020 17:37:56 answering member 4021 label Biography information for Chris Skidmore

	answer	answer is ministerial correction date of answer 30/01/2020 answer text <p>Ministers and officials do not attend trilogues as these are held between the Presidency, the Commission and the representatives from the European Parliament’s CULT committee.</p><p>As stated in my answer of 21 January 2020 to Questions 4479, 4480 and 4481, the proposed regulations for the next 2021-27 Erasmus+ programme are still being discussed in the EU and have yet to be finalised.</p><p>The government highly values international exchange and cooperation in education and training and, as noted in the Political Declaration, the UK is open to participation in certain EU programmes, such as the next Erasmus+ programme (2021-27), if it is in our interest to do so. Friend, the Secretary of State for Education to all 138 higher education institutions has had a 100% response rate.</p><p>The safety of pupils, students and staff remains ministers’ highest priority. Since the Grenfell fire, the department has worked closely with the Ministry of Housing, Communities and Local Government, as part of the cross government programme to remediate buildings with potentially dangerous cladding, including student accommodation. That approach will continue, and we welcome the package of measures to improve building safety standards announced on 20 January by my right hon. Friend, the Secretary of State for Housing, Communities and Local Government. Future participation in EU programmes will be a subject of our negotiations on the future UK-EU relationship. Any economic and social effects on Erasmus+ membership for UK students given the UK’s exit from the EU will be considered as part of wider discussions about the UK’s relationship with the EU.</p><p>The Government supports initiatives for our young people to gain international experience, both through study and work placements abroad, to increase their language skills and cultural awareness, and improve their life chances and employability. We want to ensure that UK and European students can continue to benefit from each other’s world-leading education systems.
