unstar this property answer text <p>Local authorities have a wide range of enforcement powers to tackle fly-tipping and we have recently strengthened these. In 2016 we gave local authorities the power to issue fixed penalty notices for small scale fly-tipping and enhanced local authorities’ ability to search and seize the vehicles of suspected fly-tippers. In January this year, we introduced further financial penalties to crack down on fly-tipping giving local authorities the power to issue penalties of up to £400 to householders who fail to pass their waste to a licensed carrier and whose waste is then found fly-tipped. We will also support local authorities in increasing householders’ awareness of their duty of care to ensure their waste is disposed of appropriately.</p><p> </p><p>In our Resources and Waste Strategy for England, we have <del class="ministerial">included</del> <ins class="ministerial">committed to develop a</ins> fly-tipping toolkit which will cover how local authorities can set up and run an effective fly-tipping partnership and how to present robust cases to court to ensure tougher penalties. The Strategy also sets out how we will work with the court system to further strengthen the sentences of fly-tippers to ensure they act as a suitable deterrent.</p>

unstar this property answer text <p>We are aware of the rise in young people self-harming, which is why we included a new key area for action to address self-harming in the cross-government National Suicide Prevention Strategy in 2017.</p><p>Our close work with the Department for Digital, Culture, Media and Sport on its Online Harms White Paper will also help to tackle online harms associated with harmful suicide and self-harm content across the internet, including social media.</p><p>We continue to fund research into self-harming through the multi-centre study for self-harm in England, which will look at self-harming in children and young people in more detail over the next two years.</p><p>Through the NHS Long Term Plan we have also invested £249 million to ensure every emergency department has a mental health liaison team in place by 2020/21, which are well placed to treat people who present at hospital for self-harm. The Plan also commits to developing integrated models of primary and community care to support people with complex needs, including self-harming.</p><p>Investment in the Mental Health Five Year Forward View and NHS Long Term Plan will deliver timely, high-quality mental health support, including by 2023/24. By expanding services and working with schools and colleges an additional 345,000 children and young people aged 0-25 will be able to access comprehensive support.</p>

unstar this property answer text <p>The Government recognises the impact that debt and financial difficulty can have on men’s mental health and wellbeing and that men are at a higher risk of suicide.</p><p> </p><p>The National Suicide Prevention Strategy highlights groups that need tailored approaches to address their mental health needs to reduce their suicide risk, including men. Every local authority has a suicide prevention plan in place and we are investing £25 million over the next three years to support these local plans. We have worked with NHS England and Public Health England to ensure that this funding is used to test different approaches to reaching men in local communities.</p><p> </p><p>We are working with the local government sector to assess the effectiveness of those plans, and a report will be published shortly that will highlight areas of best practice and areas for improvement. This report will include an analysis of the extent to which local authority plans are addressing high risk groups.</p> more like this

unstar this property answer text <p>The government is committed to helping young people succeed and is setting out a vision for young people over the next generation and beyond. At the heart of this is ensuring that young people have the security and opportunities they need from the stability of a safe and secure home.</p><p>That is why we have taken a range of actions to ensure that houses are of good quality for future generations by strengthening the wording of the revised National Planning Policy Framework (NPPF), published in July 2018. Local planning authorities are expected to have planning policies which identify the size, type and tenure of homes needed by different groups in the community, including students, those who are in need of affordable housing and families with children. The guidance also encourages plan-making authorities to consider how people’s housing needs will change over-time. Furthermore, the revised NPPF has a dedicated chapter to promote healthy and safe communities through the provision of safe and accessible green infrastructure.</p><p> </p><p> </p>

That is why we are considering all levers at our disposal, including reforms to the planning system, to increase the supply of discounted homes for local people to buy, as well as increasing the supply of homes overall.</p><p>We have also taken steps to reduce the numbers of long-term empty homes in England by bolstering local authorities powers and incentives to tackle empty homes. Local authorities have the discretion to increase the maximum level of premium charged on properties that have been empty for more than two years from 50 per cent to 100 per cent extra council tax. There are now 83,813 fewer empty homes than in 2010.</p><p> </p><p> </p> more like this

From 1915 to the late 1980s, successive governments implemented policies to control or restrict private rents, which coincided with the decline in the private rented sector from nine-tenths of the housing stock in 1915 to one tenth in 1991. <br> <br> Rent caps have lead to worse property conditions for tenants by discouraging investment in existing accommodation.</p> more like this

unstar this property answer text <p>On 16 April this year, the Government announced it will fully fund a scheme to provide access to free period products in schools and colleges in England. We are developing this scheme in conjunction with schools and 16-19 education providers to ensure it best meets the needs of all learners. We are committed to encouraging the use of sustainable products where possible and will work with stakeholders to explore whether this can be integrated into the scheme. In addition, in light of the period poverty initiative, NHS Supply Chain plans to widen the scope of the sanitary products available to the NHS. This will include focusing on providing more sustainable, non-plastic products such as menstrual cups and washable sanitary towels.</p><p> </p><p>The Resources and Waste Strategy sets out the Government’s plans to reduce plastic pollution and to move towards a more circular economy. The strategy outlines the actions we will take to encourage producers to take more responsibility for the lifespan of their products and make sure these are more carefully designed with resource efficiency and waste prevention in mind. Our ambition is to eliminate all avoidable plastic waste throughout the lifetime of the 25 Year Environment Plan, and for the most problematic plastics we are going faster. We have already made good progress and will continue to review the latest evidence on problematic products and materials to take a systematic approach to reducing the use of unnecessary single-use plastic products.</p>

unstar this property answer text <p>Sustainable biomass is currently eligible for support under the Contract for Difference (CFD), the Smart Export Guarantee (SEG) and the Renewable Heat Incentive (RHI).</p><p> </p><p>We have announced that all support for coal to biomass conversions will end in 2027.</p><p> </p><p>The consultation on ‘Renewable Heat Incentive: biomass combustion in urban areas’ included the question of excluding new biomass installations in urban areas on the gas grid. A government response will be published in due course. The RHI has funding committed until March 2021 and any further funding will be a matter for future budget-related decisions.</p><p> </p><p>Sustainable biomass remains an important part of a balanced energy mix, along with other renewables such as wind or solar.</p> more like this
