unstar this property answer text <p>The Ministry of Defence’s (MOD) Civilian Sickness Absence data has been published on the GOV.UK website since January 2016 and the latest available edition can be found at the following link:</p><p> </p><p>https://www.gov.uk/government/statistics/mod-civilian-sickness-absence-financial-year-201718.</p><p> </p><p>Data relating to the 12 month period to 31 March 2019 is due to be published on 13 June 2019.</p><p> </p><p>The MOD takes the health and wellbeing of its personnel very seriously. The Department’s Health and Wellbeing Strategy for all MOD employees, military and civilian, is designed to provide guidance to the chain of command and civilian line managers on how to manage the health needs, both mental and physical, of their people. The aim is to maximise the number of people fit to work, managing people back to work after a period of sickness, so that they are fit and able to meet the requirements of Defence outputs, including operational effectiveness. In 2017, the Department also launched its Defence People Mental Health and Wellbeing Strategy 2017–2022 with a four-step plan of implementation; promotion, prevention, detection and treatment.</p><p> </p><p>All civilian staff can access the Department’s Employee Wellbeing Service which offers emotional support and advice on life events as well as counselling services. In addition, the Speak Safe helpline provides a safe space to discuss issues relating to bullying, harassment and discrimination. The Department also has over 2,000 civilian and military Mental Health First Aiders, each of whom has completed a two-day course delivered in accordance with the requirements of Mental Health First Aid England (or equivalent).</p><p> </p><p>The MOD offers a range of flexibilities to enable a better work-life balance for civilian employees. unstar this property answer text <p>At the present time, 426 Service Family Accommodation (SFA) properties have reported damp and mould issues. This is less than 1% of the overall SFA portfolio, and the continued reduction is being actively managed through robust arrangements.</p><p>Given the number of SFA properties built prior to 1970, around 34,300 homes (70%) still contain low risk asbestos containing materials (ACM). These are suspended in artex ceiling coatings, adhesive to floor tiles and external roof facias etc. Under our duty of care, the Ministry of Defence maintains an asbestos register and monitors closely the condition of ACM to ensure dangers are minimised. Of note, the English housing survey of 2014-2015 reported that 76% of all houses in England which were built before 1980 and approximately 18 million homes potentially contain ACM.</p> more like this

unstar this property answer text <p>Suspension in the Armed Forces is not a form of punishment. It tends to be related to a role or employment – for example, if an incident occurred as a result of a breach of codes of practice, then an individual may be suspended from that role while the incident is investigated.</p><p> </p><p>Domestic abuse is a very important issue and we treat allegations of domestic abuse very seriously. In July 2018, the Ministry of Defence (MOD) launched its first strategy to tackle domestic abuse within the Armed Forces and defence civilian communities. The strategy builds on existing work by the Armed Forces in this area, such as providing specialist training to welfare staff, and included the launch of a campaign to raise awareness of the issue. unstar this property answer text <p>The Ministry of Defence (MOD) strongly believes that no-one should be homeless, least of all someone who has served their country. However, there is no substantive evidence to suggest that veterans are over-represented in the homeless population. As part of the recently launched Veterans Strategy the Government has made clear its commitment to tackling rough sleeping and homelessness and ensuring that all veterans have a secure place to live.</p><p>We recognise that there are limited statistics on homelessness; that is the why the MOD and the Ministry of Housing, Communities and Local Government are working together to gather more comprehensive data on this issue. The Combined Homelessness and Information Network statistics suggest that 3% of the rough sleeping population in London have served in the Armed Forces and other independent research shows that the rough sleeping figures for veterans are around 3-4% across the UK. The same research shows that that an individual is less likely to be homeless if they have served in the Armed Forces.</p>

unstar this property answer text <p>The runway was closed as planned on 15 April 2019 to fixed wing aircraft. Rotary wing operations have continued, while fixed wing aircraft are now operating from RAF Benson.</p><p>Construction works have commenced to remove the existing runway surface and arrestor beds. This will be followed by preparatory works for resurfacing the runway, installation of new arrestor beds and new approach lighting. Works will continue through summer to be completed in late October 2019.</p><p>The estimated capital cost of the project is £23 million inclusive of VAT. The works will assure military flying operations in support of UK Defence and the wider Government at RAF Northolt for the next 10 - 15 years.</p> more like this

unstar this property answer text <p>The implementation of the agreed management strategy at Dalgety Bay involves the removal of radium sources; the reinforcement, replacement and extension of coastal armour stone and the construction of a replacement slipway at Dalgety Bay Sailing Club.</p><p>It is not possible at this time to determine the amount of disruption that may be caused by the work at Dalgety Bay as this has only recently gone to tender. Once a contractor has been appointed, a construction plan will be developed by them in consultation with the local council to minimise disruption.</p><p>Works on site will only be permitted between 1 April and 30 September each year. At the end of the first season any incomplete works will be protected and made safe, and will be completed in the following season.</p> more like this

unstar this property answer text <p>Our policy and processes for dealing with Domestic Abuse are kept under regular review, and have featured in the current review into the Service Justice System.</p><p>We already have an exceptionally robust Domestic Abuse policy. However, we are not complacent and will be considering recommendations about who should deal with cases, how they should be recorded, provision of training and adoption of best practice. The recommendations from the Gateshead Community Safety Board Domestic Homicide Review into the death of Miss Alice Ruggles have a bearing on this, and will, of course, be considered very carefully.</p><p>On the specific questions relating to the current monitoring, reporting and recording of domestic abuse incidents across the three Services, we are still collecting that data, and I will write to the hon. unstar this property answer text <p>It is recognised that better identification of the veteran community within and through data can lead to a greater understanding of their needs, trends and geographical distribution - which in turn will provide a more robust evidence base to inform policy making, enable planning and support service delivery.</p><p>The UK-wide Strategy for our Veterans champions the changing needs of the ex-Service community. Since Veterans draw on services from across Governments and Departments, implementation of the strategy will be across the three-sitting governments and across Whitehall Departments.</p><p>'Data on the Veteran Community' is one of the cross cutting factors of the Strategy and whilst it recognises that there is some reliable data collected across Government Departments, it can be fragmented, making analysis and prediction of needs difficult. The outcome we want by 2028 is for an enhanced collection across Government to better build an evidence base to identify and address the needs of veterans.</p>

The findings of this investigation will inform next steps and appropriate action will be taken.</p><p> </p><p>The Defence Operational Shooting Policy specifies which types of targets are to be used during live fire training. At no time on any live firing activities are Service personnel encouraged to use images of public figures as targets.</p> more like this

unstar this property answer text <p>Housing for veterans is the responsibility of the Ministry of Housing, Communities and Local Government (MHCLG), and the number of former military personnel who have experienced difficulties in finding accommodation after discharge is not known.</p><p>The Ministry of Defence (MOD) is developing a new tri-Service policy to provide more comprehensive support to Service personnel and their families as they transition out of the Armed Forces, and this will include advice and support on housing matters.</p><p>As set out in the Annual Population Survey: UK Armed Forces Veterans Residing in Great Britain 2017 report, published on 31 January 2019, MHCLG has introduced a package of measures to ensure the Armed Forces community have the same access to social housing and are not disadvantaged by the requirement for mobility whilst in Service. In 2016/17 a greater proportion of the UK Armed Forces veterans were estimated to spend less than six months waiting for social housing compared to the non-veteran population.</p>

unstar this property answer text <p>The number of bullying and harassment cases recorded against managers is not recorded centrally and could be provided only at disproportionate cost.</p><p> </p><p>The Ministry of Defence (MOD) takes bullying and harassment very seriously and will not tolerate inappropriate behaviour of any nature. The Department is continually assessing and identifying ways to improve the culture of the workplace, reduce tolerance of inappropriate behaviour further, including bullying and harassment, and making it easier for staff to report possible misconduct as well as providing more support to staff who have experienced it, and providing more effective and quicker routes to resolution.</p><p> </p><p>The MOD has introduced a ‘SpeakSafe Helpline’ offering MOD employees a safe space to discuss issues relating to bullying, harassment and discrimination in the workplace with experienced practitioners, outside of their immediate workplace, who will offer advice and support. The SpeakSafe service is impartial and confidential, allowing callers to remain anonymous, if they wish.</p><p> </p><p> </p>

It is a detailed, long-term plan which provides a framework for the geographical laydown of our forces in the UK for at least a generation.</p><p><br>The programme also aims to reduce the built estate by 30 per cent, making it more efficient and cost effective.</p> more like this

unstar this property answer text <p>Our policy and processes for dealing with Domestic Abuse are kept under regular review, and have featured in the current review into the Service Justice System.</p><p>We already have an exceptionally robust Domestic Abuse policy. However, we are not complacent and will be considering recommendations about who should deal with cases, how they should be recorded, provision of training and adoption of best practice. The recommendations from the Gateshead Community Safety Board Domestic Homicide Review into the death of Miss Alice Ruggles have a bearing on this, and will, of course, be considered very carefully.</p><p>On the specific questions relating to the current monitoring, reporting and recording of domestic abuse incidents across the three Services, we are still collecting that data, and I will write to the hon. Member with a full response in due course.</p> more like this

unstar this property answer text <p>The Defence Medical Rehabilitation Centre (DMRC) mission is to provide sick and injured Service personnel the rehabilitation they require to be able to return to duty or transition back into civilian life, at which point the NHS becomes responsible for their care.</p><p>The access policy at the new DMRC Stanford Hall remains unchanged from that previously in place at DMRC Headley Court, in that there is no provision generally for veterans to access the facility. We have, however, in collaboration with the NHS, established a specialist clinic whereby NHS Limb Fitting Centres can refer selected veterans (who are ex-DMRC patients) back to the DMRC for assistance with the management of amputation-related complications.</p><p>This Complex Prosthetics Assessment Clinic (CPAC) has also been used to identify suitable candidates (serving and veterans) for the LIBOR-funded MOD/NHS osseointegration surgical pilot. After surgery all these patients (including veterans) are rehabilitated at the DMRC. We are also currently exploring options for a limited expansion of the CPAC eligibility criteria to include those non-amputee patients that have been fitted with medical devices such as offload braces.</p>
