	answer	answer is ministerial correction date of answer 23/10/2023 answer text <p>Under our Delivery plan to recover urgent and emergency care services, we are taking a range of measures to improve patient flow through hospital and reduce waiting times in accident and emergency.</p><p> </p><p>These include the delivery of 5,000 more staffed, permanent beds this year compared to 2022/23 plans, supported by £1 billion of dedicated funding. This is alongside a further £1.6 billion of funding for social care to reduce the numbers of beds occupied by patients ready to be discharged. We are also improving hospital discharge processes by establishing ‘Care transfer hubs’ in every hospital ahead of next winter, alongside new approaches to step-down care to free up bed capacity for those who need it. Ethnic and religious minorities have long faced attacks and discrimination in Afghanistan and we are monitoring the situation closely. We have made human rights a central feature of all of our contact with the Taliban to date, including the visit to Kabul on 5 October by the Prime Minister's High Representative for Afghanistan Transition, Sir Simon Gass. We will continue to work closely with international partners to call for freedom of religion to be respected in Afghanistan. These include Pension Credit which can top up a pensioner’s income to a minimum of £201.05 a week for single pensioners and £306.85 for couples and provides a gateway to other benefits that help with rent, council tax reduction schemes, heating costs and, for the over 75s, a free television license. Households with people aged 80 and over receive a Winter Fuel Payment of £300 instead of the standard £200 for households with pensioners below that age. This is complemented by international trade to provide our high level of food security.</p><p>Our farming reforms aim to support a highly productive food producing sector, meeting our commitment to broadly maintain current levels of food production, alongside environmental improvements that benefit us all. Our schemes will ensure our long-term food security by investing in the foundations of food production: healthy soil, water, and biodiverse ecosystems.</p><p>UK food supply comprises domestic production excluding exports, plus imported food, and the production to supply ratio has remained stable over the last two decades. Production to supply ratios are regularly kept under review as part of our wider ongoing work on food security. The UK Food Security Review is a review of the evidence landscape for all aspects of food security, and the 2024 edition will take account of any new data sources produced since 2021.</p><p>We are currently undertaking research to examine future land use and agricultural strategies to balance environmental and food production outcomes. 	answer	answer is ministerial correction date of answer 19/07/2022 answer text <p>The Government recognises that light pollution may have an impact on the environment and biodiversity as well as affecting the health and wellbeing of people.</p><p> </p><p>Through the 25 Year Environment Plan, we have committed to reducing all forms of pollution, including light pollution. My department works with colleagues across government whose policy areas affect the use of artificial light, including the Department for Levelling Up, Housing and Communities (DLUHC) to ensure that the National Planning Policy Framework policies include consideration of the impact of light pollution on local amenity, intrinsically dark landscapes and nature conservation. Defra has also contributed to the development of the DLUHC Planning Policy Guidance on light pollution published in November 2019.</p><p> </p><p>The Government has put in place a range of measures to ensure that light pollution is effectively managed through the statutory nuisance regime. 	answer	answer is ministerial correction date of answer 04/07/2023 answer text <p>The Agricultural Wages Board for England and Wales ended in 2013. The National Minimum Wage and National Living Wages rates for all eligible workers, including those in agriculture, are set by the Government, based on the advice of an independent advisory group, the Low Pay Commission.</p><p> </p><p>On 1 April 2023, the Government increased the National Living Wage for workers aged 23 years and over by 9.7% to £10.42. The National Minimum Wage was also increased to £10.42 for workers aged 23 and over, with lower rates for younger workers.</p><p> </p><p>A large portion of the agricultural workforce is seasonal. When the continuation of the Seasonal Worker visa route was announced on 24 December 2021, Defra and the Home Office were clear this would require those using the route to pay a minimum salary to discourage poor working conditions. Seasonal agricultural workers are among the most vulnerable workers in the UK and improving pay and conditions for these workers, along with increasing efforts to protect workers and prevent them from being exploited, are laudable goals.</p><p> </p><p>From 12 April 2023 seasonal workers on the visa route must be paid a minimum rate of £10.42 (equivalent to the national living wage) for each hour worked. There is also a requirement to provide a minimum of 32 hours of work every week. The usual rules prohibiting zero hours contracts, alongside the operators of the Seasonal Worker visa route ensuring workers are supported in the event work is not available, continue to apply.</p><p> </p><p>Recruitment and retention of agricultural workers, of which wages are one element, were considered in the independent review of labour shortages in the food supply chain which the Government commissioned in 2022. The review focused on farming, processing, and food and drink manufacturing as sectors that are critical for food production and food security.
