star this property answer text <p>Energy suppliers are obligated under licence conditions to ensure their customers’ smart meters continue to function. Ofgem is responsible for regulating energy suppliers against their obligations. The Department is actively working with suppliers to increase the number operating in smart mode.</p><p> </p><p>Around 92% of smart meters are operating as they should. Smart meters not operating in smart mode will continue to record consumption accurately like a traditional meter, with meter readings taken manually to ensure billing on the basis of actual energy use.</p><p> </p><p>Government encourages any consumer experiencing a loss of smart services to speak to their supplier for further advice and remedy.</p> more like this

star this property answer text <p>Ofgem has asked all domestic energy suppliers to take immediate action and not install prepayment meters under warrant until they have provided assurances that they are in compliance with all relevant regulations and obligations.</p><p> </p><p>Ministers and officials have regular discussion with Ofgem on matters related to the energy retail market, including prepayment meters. My Rt. Hon. Friend the Secretary of State for Energy Security and Net Zero has written twice to Ofgem in the last 2 weeks, welcoming Ofgem’s focus on this issue and setting out expectations on the action to be taken where suppliers have not met the rules.</p> more like this

A restriction on installation of prepayment meters as a last resort would leave court enforcement as the only recourse in cases of non-payment and large debt. One of the benefits of smart prepayment over traditional prepayment meters is the ability for energy suppliers to know when customers have gone off supply, and so offer timely support.</p><p> </p><p>Ofgem hold data for Q1 – Q3 2022. star this property answer text <p>The Government expects energy suppliers to treat their customers fairly and reasonably, while doing all they can to support consumers struggling to pay their bills.</p><p> </p><p>As part of Government’s efforts to increase transparency around prepayment meter installations, it has announced a five-point plan. My Rt. Hon. Friend the Secretary of State has written to energy suppliers calling on them voluntarily to stop the practice of forcibly installing prepayment meters. He has also called on suppliers to make greater effort to help the most vulnerable, such as offers of additional credit, debt forgiveness or tools such as debt advice.</p> more like this

star this property answer text <p>The Government is delivering the Energy Bills Support Scheme, a £400 non-repayable grant to support all families with their energy bills. Additionally, the Energy Price Guarantee (EPG) will save a typical household in Great Britain £900 this Winter.</p><p> </p><p>The Government is currently reviewing the EPG. This consultation will ensure that vulnerable high energy users, such as those with medical requirements, are not put at risk of having to pay more.</p><p> </p><p>Customers with smart prepayment meters have the credit applied to their meter automatically, and those with traditional prepayment meters should have received discount vouchers sent via SMS text, email, post or a Special Action Message. star this property answer text <p>The Government wants as many homes and small businesses as possible to benefit from smart metering and has taken steps to make it the default meter offer in Great Britain.</p><p> </p><p>The smart metering Targets Framework introduced this year sets energy suppliers minimum annual installation targets to ensure the rollout continues to deliver at scale. The Department also works closely with industry to drive best practice.</p><p> </p><p>There is a strict Data Access and Privacy Framework for smart metering, that protects consumers’ privacy. The Government announced a further £15 billion package of support to help with the cost of living on 26 May, on top of the £22 billion already announced this year. This means almost eight million most vulnerable households will get £1,200 of one-off support in total this year, with all domestic electricity customers receiving at least £400.</p><p> </p><p>The Ability to Pay principal set by Ofgem in the supply licence requires suppliers to provide appropriate support to households which are struggling to pay their energy bills by setting up repayment plans based on a customer’s ability to pay, and by directing them to further support services.</p> more like this

Energy consumers’ rights under the GDPR are not affected by switching energy supplier.</p><p> </p><p>In order to ensure that energy consumers have control over their energy consumption data, the Government established the smart metering Data Access and Privacy Framework, which is implemented through energy licences and codes and complements wider data protection legislation. Energy suppliers are required to make available to domestic consumers with meters in smart mode, upon request, up to 24 months of data relating to consumption in each day, week, month and year. The data must be made available free of charge and in a readily understandable format.</p><p> </p><p>The Information Commissioner's Office is responsible for upholding information rights, while the Office of Gas and Electricity Markets is responsible for regulating energy suppliers’ compliance with licence obligations.</p>

The builder can appoint a supplier of their choice but it is the supplier who has responsibility for the installation of meters in a property.</p><p>A number of energy suppliers are already installing smart gas and electricity meters in new build properties. The Government recently consulted on a proposal to activate the New and Replacement Obligation (NRO) in energy suppliers’ licences. The NRO would require suppliers to take all reasonable steps to install a compliant smart meter where a meter is fitted for the first time including in new build properties.
