star this property answer text <p>As the Prime Minister has said before, everyone working in Parliament deserves to be treated with dignity and respect. This inquiry has brought to light behaviour which is unacceptable, and it is incumbent on the House of Lords to take swift action. It is important that the House now carefully considers the concerns raised in this important report, and responds to its recommendations.</p><p>It is primarily for Parliament, rather than Government, to consider how best to respond to Naomi Ellenbogen QC’s recommendations. The House of Lords Commission met on Wednesday 17 July in order to plan its response to the recommendations. Every member of the Commission committed to complete the Valuing Everyone training course, and the leaders of the political groupings committed their front bench to do the same. The Commission agreed the establishment of a Steering Group of staff, members and others to embark on the process of moving forward with Naomi Ellenbogen QC’s recommendations, and the new Conduct Committee will examine those which relate to the Code of Conduct.</p>

The right of parliamentarians to take up issues directly with the Government is an important part of the democratic process and underlines the accountability of Ministers to Parliament. Each government department has their own protocol on the timelines for correspondence responses to be sent out, and parliamentarians should contact departments if they feel that responses they receive are not timely or effective. star this property answer text <p>The House has agreed to a number of temporary changes to its usual working practices and procedures in light of the Covid-19 pandemic. One of these changes was to delay any by-elections under Standing Order 10 until at least Tuesday 8 September. Without this delay a by-election would have had to be held before 26 June owing to a retirement.</p><p>In practical terms it is possible to put the arrangements in place for by-elections to be held in a way that reflects our current circumstances and ways of working. Before Easter of this year there had not been one since 2016.</p><p><strong> </strong></p><p>An inevitable consequence of lockdown has been that members have had more time to take part in debates. There has not been a corresponding increase in the amount of parliamentary time available. In fact, because of the public health, administrative and broadcasting constraints the House is working under there has been a reduction in the amount of time available.</p><p><strong> </strong></p><p>Members can see how many others are signed up to speak so are able to make an informed decision as to whether they wish to contribute.</p><p> </p> more like this

star this property answer text <p>My Noble Friend the Government Chief Whip has no such plans. In line with the Guidance on Hybrid House and Hybrid Grand Committee set down by the Procedure and Privileges Committee, legislation is currently taking precedence on sitting Fridays.</p><p>Despite the constraints on the way in which the House is working we have managed to debate 11 Select Committee reports in the session to date. I expect it to be possible to debate further reports as the session progresses.</p><p>Last week the Government Chief Whip wrote to the Procedure and Privileges Committee with a suggestion as to how we can adapt our current working practices to allow a limited number of Questions for Short Debate to be asked in Grand Committee.</p><p>Background/points we could make:</p><p>- The short answer to the question is ‘no’.</p><p>- We normally sit on only one Friday per calendar month. We have had to sit on more than that since returning from the summer recess to accommodate the various Coronavirus regulations.</p><p>- The Procedure and Privileges Committee guidance clearly states, at paragraph 39, that:</p><p>- “Until further notice, Thursday and Friday sittings of the hybrid House may be used for legislation which shall have precedence over other business.”</p><p>- Despite the broadcasting and administrative restrictions we have been working under we have still managed to debate 11 select committee reports in the session to date. And will take more where we can.</p><p> </p>

star this property answer text <p>As Leader of the House, I shall take my responsibility to ensure all Ministers provide full, timely and accurate responses to Questions for Written Answers (QWAs) very seriously.</p><p>On 7 September 2022 there were four overdue QWAs directed to the Home Office (HO), and one directed to the Foreign, Commonwealth and Development Office (FCDO). As of 28 September 2022, the number of outstanding QWAs from June and July had reduced: the Home Office had two late answers and the FCDO had none.</p><p>My office contacted the FCDO who explained that a technical error prevented their response from being uploaded to the website by the deadline. They have confirmed that a response was issued on 20 July 2022 and a copy was sent via email to the Peer.</p><p>Similarly, the HO has confirmed their two outstanding QWAs were cleared on 11 July but due to a separate technical error, were not uploaded to the website. This issue is being investigated by the HO to prevent it reoccurring. The tabling Peer has been contacted.</p><p>As Leader, I will undertake to remind colleagues of the importance of answering QWAs within the 10 day target, as well as their obligation to the House and Parliament’s important role in scrutinising the Government. My office will continue to work closely with all Departments across Government, and, upon the House’s return, I will write to colleagues to ensure all Ministers in the House of Lords are aware of their duties and what is expected of them in fulfilling their duty to be accountable to your Lordships’ House.</p><p> </p>

star this property answer text <p>Further to my answer to Lord Jopling on 11 October (HL2274), the FCDO experienced technical difficulties in uploading their answer to this question to the Parliamentary website, but a response was issued by email, at the time. My office has since been in touch with the Foreign, Commonwealth and Development Office and received assurances that a response has now been uploaded to the website. The Department has also written directly to apologise for the delay in responding with an explanation for the delay.</p><p>I regret the error and will be reminding all Departments of their duty to offer prompt responses to questions in the House.</p><p> </p> more like this

star this property answer text <p>I agree with the noble Lord that members should aim to keep their contributions concise and, in accordance with the Companion, confined to no more than two points. This enables as many peers from across the House as possible the opportunity to scrutinise the Government.</p><p>It is the responsibility of the whole House to work collectively on this issue and I am sure the usual channels will make every effort to ensure their members keep to this standard of practice. In June 2022 the usual channels wrote collectively to all members to remind them of these rules and the courtesies of the House more generally.</p><p>I will also remind colleagues of the importance of ministers providing succinct answers to questions, in accordance with the practice of the House, to enable the House to operate in the most effective manner including the recommendation that initial answers should be no more than 75 words.</p><p> </p> more like this

star this property answer text <p>The Foreign, Commonwealth and Development Office has confirmed a response to your written question was initially issued on time, but a technical error prevented it from being published by the 1 December deadline.</p><p>The FCDO has assured my office that a new response will be issued in the week commencing 9 January 2023 and the Department will write to you directly with an explanation for the delayed response.</p><p>My office will continue to work closely with all departments, including the FCDO, to ensure they conduct regular reviews of their systems and processes to prevent future incidents.</p><p>I regret the error and I will be reminding all colleagues at Front Bench of their duty to provide prompt responses to written questions in the House within the 10 day target, as stipulated in the Companion.</p><p> </p> more like this
