	answer	answer is ministerial correction date of answer 11/02/2019 answer text <p>Since 2010 there have been changes to the financing and functions of local government, and therefore spending power, the measure of funding available to local authorities, is not directly comparable over this period.</p><p>Prior to 2013-14, Formula Grant was non-ring fenced money for local government services. It was funded by central government grant and redistributed business rates. From 2013-14, Settlement Funding Assessment became the way central government provided local authorities with non-ring fenced funding for local government services.</p><p>Councils will have had access to over £200 billion over the five-year period 2015-16 to 2019-20, and funding for local government will increase in real-terms next year.</p><p>As democratically elected organisations, local authorities are independent of central government and are responsible for managing their budgets in line with local priorities. However, the Government expects local authorities to meet the challenge of making savings, while continuing to provide excellent services to local communities. 	answer	answer is ministerial correction date of answer 05/03/2019 answer text <p>The annual single night snapshot of Rough Sleeping in Autumn 2018 was published on January 31 2019 at the link (attached) below:</p><p><a href="https://www.gov.uk/government/statistics/rough-sleeping-in-england-autumn-2018" target="_blank">https://www.gov.uk/government/statistics/rough-sleeping-in-england-autumn-2018</a>.</p><p>This includes figures from all English local authority annual rough sleeping snapshots since 2010. Where appropriate, local authorities do capture some demographic information on those they identify sleeping rough including on gender, age and high level nationality (UK, Non-UK EU and Non-EU). This does not include refugee or asylum seeker status.</p><p>However, this does not mean that we are not focused on these cohorts, and all those who are vulnerable and sleeping rough. London’s CHAIN data, which provides information on the individuals seen sleeping rough by outreach teams in London throughout the year does contain this information in order to better understand each individuals unique circumstances. Their latest data can be found at the link below.</p><p><a href="https://data.london.gov.uk/dataset/chain-reports" target="_blank">https://data.london.gov.uk/dataset/chain-reports</a>.</p><p>This Government is committed to reducing homelessness and rough sleeping. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy which sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. Already, this has provided over 1,750 new bed spaces and 500 staff. The number of authorities with detailed planning guidance on the provision of specialist housing for older people is not recorded. We will publish further planning guidance, to assist councils to put these policies in place, in accordance with the Neighbourhood Planning Act commitment. We have undertaken extensive engagement in relation to the guidance, including discussions with a range of local authorities, charities and house builder representatives to identify and discuss the key issues. 	answer	answer is ministerial correction date of answer 21/02/2019 answer text <p>The Controlling Migration Fund opened in November 2016 with the aim of easing pressures on local services linked to recent migration and providing targeted immigration enforcement activity.</p><p>Until 2020 the Ministry of Housing, Communities and Local Government (MHCLG) has contributed £100 million of funding, with the Home Office contributing £40 million worth of enforcement activity.</p><p>To date the MHCLG element of the fund has approved £73.6 million for projects covering tackling rogue landlords; building cohesion and integration within communities; supporting learning of English language; building capacity to support unaccompanied asylum seeking children; establishing Local Authority Asylum Support Liaison Officers to help new refugees transition from government-funded support into mainstream society and a Modern Day Slavery pilot in 6 local authorities to support the transition process of victims leaving safe houses.</p><p>The deadline for applications to the final round of the MHCLG element of the programme was 1 October last year. We received 149 bids from local authorities for the remaining £26.4 million of available funding.
