star this property answer text <p>The Civil Service is committed to delivering the Prime Minister’s priorities, and recognises the need to build a strong internal STEM capability. To help build this capability, we are targeting an increase in the proportion of Fast Stream hires with a STEM subject degree qualification to 50%. To meet this target we have:</p><ul><li><p>Developed a STEM-specific attraction strategy, in partnership with the Science and Engineering Profession, leveraging the Fast Stream brand to target a STEM audience.</p></li><li><p>Introduced a new Generalist-STEM recruitment option for the 2023 Fast Stream Campaign; which will enable us to attract and fairly select more graduates with STEM degree backgrounds to join the Fast Stream across a diverse range of roles in different government professions including Corporate Services, Operational Delivery, and Policy.</p></li><li><p>Used the Fast Stream target university list, to identify institutions that have a high representation of students with a STEM background.</p></li></ul><ul><li><p>Introduced a summer internship offer, with a specific focus on STEM graduates to act as a feeder for Fast Stream recruitment.</p></li></ul><ul><li><p>Re-introduced numerical reasoning tests within the Fast Stream selection process.</p></li></ul><p> </p>

star this property answer text <p>I announced at a speech in June at Policy Exchange a series of measures to make the Civil Service more attractive to external candidates. This included when recruiting for senior roles in the Civil Service the default position is that all recruitment must operate externally by default. This means vacancies at this level must be advertised both to applicants internal and external to the Civil Service on openly available websites to allow for all those interested in the role, including in the private sector, to apply. I announced that roles will be advertised on a broader range of openly available job boards with simplified job advertisements.</p><p> </p> more like this

star this property answer text <p>The code of practice is in place to ensure that those who do not already hold National Security Vetting are not at a disadvantage when applying for a role in the Civil Service.</p><p>Whilst the Cabinet Office does not currently collect data on the number or proportion of vacancies advertised that do not comply with the code of practice, the government aims to reduce non-compliance.</p><p>Candidates unable to apply for an advertised vacancy which does not comply with the National Security Vetting Code of Practice may raise a complaint with the recruiting department in the first instance. If they remain dissatisfied and the vacancy was advertised publicly, they may bring their complaint to the Civil Service Commission on the basis they feel the selection for appointment has not met the requirements of the Civil Service Recruitment Principles. In open competitions anyone who wishes must be allowed to apply.</p><p> </p> more like this

star this property answer text <p>Civil Service recruitment must follow the rules set out in legislation within the Constitutional Reform and Governance Act (CRaGA) 2010 which outlines the requirements to ensure that Civil Servants are recruited on merit, via fair and open competition. The Civil Service must also ensure that detailed pre-employment checks (such as appropriate levels of security clearance) are carried out before employment can begin.</p><p> </p><p>Information on the average time to hire across departments can be found in the recent National Audit Office report published on ‘Civil service workforce: Recruitment, pay and performance management', found here: https://www.nao.org.uk/reports/civil-service-workforce/</p><p> </p><p>As set out in the Civil Service People Plan published on 10 January 2024, we are committed to ensuring we attract, develop and retain talented people from a diverse range of backgrounds, to create a brilliant Civil Service now, and for the future.</p><p> </p><p>We must modernise the ways we recruit, speed up and simplify the process and improve the candidate experience without compromising on quality or fairness. We must also continue to expand the use of secondments and other direct entry routes (including the Fast Stream and apprenticeships), ensuring they are properly embedded in the skills and resourcing strategies of all departments and professions.</p><p> </p><p>The Cabinet Office is introducing a set of consistent and comparable Civil Service recruitment measures and benchmarks which will be implemented across the Whitehall 17 departments. This will give greater transparency of metrics across the recruitment cycle.</p>

star this property answer text <p>As set out in the Declaration on Government Reform and the recent Civil Service Diversity Strategy, the civil service is committed to setting a new standard for inclusive workplaces. The Cabinet Office values the importance of ensuring our workplaces are inclusive for colleagues with dyslexia and we engage with relevant Networks where appropriate.</p><p>We engage with Civil Service Dyslexia and Dyspraxia Network, via the Civil Service Disability Network and with other cross-Government Diversity Networks to update on key initiatives and share best practice. The network also features on the Diversity Networks webpage on GOV.UK and the Chairs are able to collaborate with other networks using our Diversity and Inclusion hub.</p><p>Across the civil service we provide support via a range of individualised workplace adjustments to remove workplace barriers to enable dyslexic colleagues to thrive at work. Our Civil Service Dyslexia and Dyspraxia Network is a great support to improving the working environment for Civil Servants impacted by dyslexia, dyspraxia and dyscalculia across civil service departments. The development of the Toolkit has been widely shared with colleagues in Diversity and Inclusion.</p><p>Our recruitment processes are reviewed regularly to ensure they remain as inclusive as they can be, with involvement from occupational psychologists to ensure they meet the requirements of as many people with disabilities as we reasonably can.</p><p>An equality analysis was carried out in 2016 to demonstrate due and proper regard to our equality obligations. We used the analysis to assess the impact the introduction of online tests in recruitment was likely to have. This included reviews of the literature and involved a range of stakeholder and user consultations. External neurodiversity experts are also providing ongoing independent advice to GRS about how to improve the inclusive experience of neurodiverse test takers.The Civil Service publishes <a href="https://www.gov.uk/guidance/reasonable-adjustments-for-online-tests-a-candidate-guide" target="_blank">written</a> and <a href="https://www.youtube.com/watch?v=olval3YPF9U" target="_blank">video</a> guidance on the alternatives that exist for disabled test takers through the reasonable adjustment process.</p><p> </p>

star this property answer text <p>The Cabinet Office operates a policy requiring all employment opportunities to be made readily available to all.</p><p>The current selection process is designed to be fair and objectively identify the best candidates.</p><p>There are a number of safeguards built in to the process:</p><ul><li><p>Applications are anonymised until after the sift stage.</p></li><li><p>All sifters are expected to act in accordance with the Civil Service Code.</p></li><li><p>We would also expect an independent presence during any sift exercise. Each panel should include at least one member from outside of the line of business to provide an independent view.</p></li></ul><p>We are committed to providing services and developing policies which promote equality of opportunity and eliminate unlawful discrimination.
