star this property answer text <p>The UK is fully committed to upholding the Joint Declaration of 1984 and has consistently highlighted the importance we attach to China abiding by its obligations. Though we have no plans to raise the Joint Declaration in the Security Council, the UK did raise the Sino-British treaty in our national ‘item 2’ statement at the 42nd session of the UN Human Rights Council in September. In the statement, we re-iterated our support for and call for all to respect the ‘One Country, Two Systems’ framework, including the rights and freedoms in the Joint Declaration. We also underlined the importance of upholding the right to peaceful assembly in the UK’s statement at the Third Committee of the UN General Assembly on 15th October.</p> more like this

star this property answer text <p>The recent incident at HMP Bronzefield is tragic. As there are a number of ongoing investigations, including an investigation by the police, it is not appropriate to comment further on the specific details of the incident.</p><p> </p><p>We are currently undertaking a fundamental review of the Mother and Baby Unit policy and the policy on managing pregnant women in custody. This will conclude in 2020.</p><p> </p><p>In the meantime, all pregnant women are seen by a professional midwife at least fortnightly, or more frequently if required. Healthcare in prisons is provided by specially trained medics and nurses. Medical emergencies are dealt with by 999 calls and prisoners have access to an emergency bell to alert staff at night. Women in prison have access to the same range of services as they would in the community.</p><p> </p><p>Following the events at HMP Bronzefield, we have introduced hourly checks throughout the night for all heavily pregnant women, and fortnightly pregnancy review boards are being held for them, involving a multidisciplinary team, in addition to existing support provisions.</p>

star this property answer text <p>Accounting for the interests of future generations is a core consideration for the government. For example, in June 2019 the UK became the first major economy to legislate to end our net contribution to climate change by 2050. The government also has planned spending on childcare support of £6bn in 2019-20 and a further £4.6bn above inflation planned for schools by 2022-23.</p><p> </p><p>The government currently uses the “Green Book” as a frameworks to potential interventions. In line with the Green Book, decisions on all government programmes, projects or policies must be informed by the costs, benefits and risks over the whole lifetime of the intervention, including where its impact will affect future generations.</p> more like this

star this property answer text <p>There are 29 command appointments at one-star level and above within the Royal Navy, 42 within the Army, 18 within the Royal Air Force and 26 within Strategic Command. star this property answer text <p>The Government is committed to tackling health harms from alcohol and to support the most vulnerable at risk from alcohol misuse. The Prevention Green Paper <em>Advancing our health: prevention in the 2020s</em> outlines how we will help people moderate their drinking by working with industry to deliver a significant increase in the availability of alcohol-free and low-alcohol products by 2025. The Government will engage with industry and other stakeholders around delivering this objective.</p><p>Lower socioeconomic status is associated with higher mortality for alcohol-attributable causes, despite lower socioeconomic groups often reporting lower levels of consumption. As part of the NHS Long Term Plan, we are establishing specialist Alcohol Care Teams in hospitals with the highest rates of alcohol harm. It is estimated that this will prevent 50,000 admissions over five years. Local authorities will also receive over £3 billion in 2019/20 to be used exclusively on public health including alcohol treatment services. Public Health England is supporting NHS England’s tobacco and alcohol commissioning for quality and innovation scheme, which encourages hospitals to screen all inpatients about their alcohol use and offer appropriate interventions.</p><p>The UK Chief Medical Officers issued Low Risk Drinking Guidelines in 2016 so that people could make informed choices about their own drinking and the Government has worked with industry to ensure information on the health harms of alcohol are printed clearly on the labelling of alcoholic drinks.</p><p>The Government has also made funding of £6 million available to support children who live with an alcohol dependent parent which will address the inequalities facing this vulnerable group.</p>

star this property answer text <p>There are 29 command appointments at one-star level and above within the Royal Navy, 42 within the Army, 18 within the Royal Air Force and 26 within Strategic Command. The table below shows a breakdown by role although for security reasons two Strategic Command posts are not included.</p><p> </p><p>While broadly similar, the three services and Strategic Command use slightly different criteria for 'command appointments' because of their structural differences. Senior service officers also hold command appointments in roles outside of their service, for example in NATO. All return tickets will be removed on trial routes from London to Leeds, Newcastle and Edinburgh, and in their place passengers will be able to purchase anytime, advance and cheaper super off-peak single fares. star this property answer text <p>Since 2010, the government has funded thousands of good new school places across the country through the free schools programme. The programme aims to kick-start wider improvement, inject fresh approaches and draw in talent from a variety of backgrounds.</p><p> </p><p>As at 1 October 2019 there are 507 open free schools, 48 university technical colleges and 24 studio schools, which will provide over 320,000 places when at capacity.</p><p> </p><p>The attached table contains the information requested.</p><p> </p><p>The length of time it takes to identify, acquire and adapt the right site can sometimes mean that it is necessary for a school to open in temporary accommodation to meet the need for school places in the local area. As such, a free school can open whilst works are taking place on the permanent site.</p><p> </p><p>Where we have had concerns over the long-term success and viability of a proposed school, we have taken swift and decisive action to cancel the project. On occasion, a trust will decide to withdraw a project before the proposed school opens. The primary objective of the department in all cases is to ensure the best possible educational outcomes for local pupils and to secure value for money for the taxpayer.</p>
