unstar this property answer text <p>The inquiry into bullying and harassment, launched on 19 December 2018, is being led independently by Naomi Ellenbogen QC. The inquiry relates to and has sought contributions from a number of key stakeholder groups, including current and, where possible, former:</p><p> </p><ul><li>House of Lords Administration staff (including agency and interim staff), and employee representative groups;</li><li>Members of the House of Lords;</li><li>Staff of Members of the House of Lords; and</li><li>Staff of the House of Commons, MPs’ staff, and staff of shared or bicameral services in Parliament.</li></ul><p> </p><p>Naomi Ellenbogen QC is being remunerated on the basis of a daily fee of £2000 plus VAT for each full day worked exclusively on the inquiry, and an hourly fee of £225 plus VAT where only part of the day is spent working on the inquiry. The contract through which Ms Ellenbogen has been engaged defines a full day as constituting 8 hours, and provides that time engaged in report writing will be payable at the agreed hourly rate.</p><p> </p><p>While the costs of the inquiry are being paid by the House of Lords, the overall cost will depend on a number of variable factors outside the Administration’s control, in particular the volume of evidence received.</p>

unstar this property answer text <p>As the Prime Minister has said before, everyone working in Parliament deserves to be treated with dignity and respect. This inquiry has brought to light behaviour which is unacceptable, and it is incumbent on the House of Lords to take swift action. It is important that the House now carefully considers the concerns raised in this important report, and responds to its recommendations.</p><p>It is primarily for Parliament, rather than Government, to consider how best to respond to Naomi Ellenbogen QC’s recommendations. The House of Lords Commission met on Wednesday 17 July in order to plan its response to the recommendations. Every member of the Commission committed to complete the Valuing Everyone training course, and the leaders of the political groupings committed their front bench to do the same. The Commission agreed the establishment of a Steering Group of staff, members and others to embark on the process of moving forward with Naomi Ellenbogen QC’s recommendations, and the new Conduct Committee will examine those which relate to the Code of Conduct.</p>

unstar this property answer text <p>The new clocks in the House of Lords Chamber were procured together with new clocks for Grand Committee. Together the new clocks for the Chamber and Grand Committee cost £23,709.60. This includes the cost of the bespoke design, software, hardware and installation. It is inclusive of VAT.</p><p>The clocks are maintained by the same company that maintains the clocks in the House of Commons. Together the two Houses pay an annual maintenance fee of £3,596 per annum. The House of Lords pays 40% of this cost.</p> more like this
