Any passholder who has an external lobbying role separate to their parliamentary role is not permitted to use their pass for lobbying purposes. The rules governing the sponsorship of passes by members of the House of Lords, which were recently amended, say: &quot;Such passholders must use their Parliamentary pass only to provide Parliamentary support to the sponsor and other members of the House, and not in furtherance of any other interests of their own or of other organisations for which they work. The Liaison Committee runs regular exercises to invite proposals from members for special inquiry committee topics, and I would encourage anyone with particular suggestions for new committee activity to make them in this context.</p><p>The Lord Speaker’s committee on the Size of the House published its first report in October 2017, and has since published updates in 2018 and 2019. 	answer	answer is ministerial correction date of answer 24/02/2021 answer text <p>The Code of Conduct requires members to treat those with whom they come into contact in the course of their parliamentary duties and activities (including parliamentary proceedings) with respect and courtesy. Behaviour that amounts to bullying, harassment or sexual misconduct is a breach of the Code. Under the definitions appended to the Code, harassment is unwanted physical, verbal or non-verbal conduct that has the purpose or effect of either violating a person’s dignity or creating an intimidating, hostile, degrading, humiliating or offensive environment for them and is related to the protected characteristics set out in the Equality Act 2010, including religion or belief. Anti-Semitic behaviour that amounts to harassment would thus be liable to sanction under the Code.</p><br /><p /><p /> <p> </p><p /><p /><p /><p>In relation to parliamentary proceedings, however, the Code of Conduct recognises the constitutional principle of freedom of speech and excludes members’ views and opinions from the Commissioner for Standards’ remit. The House has a small stock of robes which members can borrow for occasions such as introduction and prorogation ceremonies. These robes have been gifted to the House over many years by former members and there is a choice of real or artificial fur. It was planned to take place in two stages. The first stage was completed in 2017 and resulted in a number of changes to the Private Business Standing Orders in both Houses. On the 22 March, I wrote to the Leader of the House of Lords and Lord Privy Seal informing her that a consultation in relation to the second stage would begin soon. It will last for two to three months. It will be a public consultation and evidence will be invited.
