unstar this property answer text <p>Nobody is entitled to a parliamentary pass by virtue of being a lobbyist. Any passholder who has an external lobbying role separate to their parliamentary role is not permitted to use their pass for lobbying purposes. The rules governing the sponsorship of passes by members of the House of Lords, which were recently amended, say: &quot;Such passholders must use their Parliamentary pass only to provide Parliamentary support to the sponsor and other members of the House, and not in furtherance of any other interests of their own or of other organisations for which they work. Members may not sponsor a pass for anybody whose primary role is to support an All-Party Parliamentary Group.&quot;</p><p>The Code of Conduct for House of Lords Members’ Staff requires them to register their outside interests, including &quot;any … financial interest in businesses or organisations involved in parliamentary lobbying&quot;.</p><p>Anybody who has evidence that an individual is breaching any of these rules may complain to the independent Commissioner for Standards at <a target="_blank">lordsstandards@parliament.uk</a>.</p><p> </p><p> </p>

unstar this property answer text <p>There are no current plans for the appointment of a new committee to consider these matters. The Liaison Committee runs regular exercises to invite proposals from members for special inquiry committee topics, and I would encourage anyone with particular suggestions for new committee activity to make them in this context.</p><p>The Lord Speaker’s committee on the Size of the House published its first report in October 2017, and has since published updates in 2018 and 2019. It is anticipated that this committee will reconvene soon to consider further the size of the membership of the House.</p><p> </p><p> </p> more like this

unstar this property answer text <p>The Code of Conduct requires members to treat those with whom they come into contact in the course of their parliamentary duties and activities (including parliamentary proceedings) with respect and courtesy. Behaviour that amounts to bullying, harassment or sexual misconduct is a breach of the Code. Under the definitions appended to the Code, harassment is unwanted physical, verbal or non-verbal conduct that has the purpose or effect of either violating a person’s dignity or creating an intimidating, hostile, degrading, humiliating or offensive environment for them and is related to the protected characteristics set out in the Equality Act 2010, including religion or belief. Anti-Semitic behaviour that amounts to harassment would thus be liable to sanction under the Code.</p><br /><p /><p /> <p> </p><p /><p /><p /><p>In relation to parliamentary proceedings, however, the Code of Conduct recognises the constitutional principle of freedom of speech and excludes members’ views and opinions from the Commissioner for Standards’ remit. It is open to all members to address offensive behaviour or language used in the course of proceedings.</p>

unstar this property answer text <p>Members may use their own robes for ceremonial occasions or hire them from outside suppliers who offer a choice of real or artificial fur. The House has a small stock of robes which members can borrow for occasions such as introduction and prorogation ceremonies. These robes have been gifted to the House over many years by former members and there is a choice of real or artificial fur. The House has no plans to purchase new robes, nor to replace any real fur in this existing stock.</p> more like this

Correspondence such as letters and e-mails falls within the definition of information. Correspondence sent by members of the House of Lords to the Lord Speaker in his capacity as Lord Speaker would be held by the House of Lords for the purposes of the Act.</p><p>Requests for information are considered by the House Administration on a case-by-case basis. Whether correspondence will be disclosed in whole, in part or exempted from disclosure under one or more of the exemptions set out in the Act will depend upon the specific circumstances including the subject matter.</p><p> </p><p> </p> more like this

unstar this property answer text <p>I have consulted the Chair of the Conduct Committee, Lord Mance, who reports that the Committee had an initial discussion on 23 July about the ISC recommendation aimed at the House of Lords. The Committee requested a detailed paper on the rules around members working with foreign governments and the wider question of whether members should be required to disclose the amounts of money that they earn. The Committee will consider the paper in September.</p> more like this

unstar this property answer text <p>In 2016, a review of hybrid bill procedure was commissioned by the Senior Deputy Speaker and the Chairman of Ways and Means in the House of Commons. It was planned to take place in two stages. The first stage was completed in 2017 and resulted in a number of changes to the Private Business Standing Orders in both Houses. On the 22 March, I wrote to the Leader of the House of Lords and Lord Privy Seal informing her that a consultation in relation to the second stage would begin soon. It will last for two to three months. It will be a public consultation and evidence will be invited. This is a joint review, and the Chairman of Ways and Means has written to the Lord President of the Council and Leader of the House of Commons in similar terms.</p> more like this
