	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>The Government is committed to helping people make good financial decisions, establishing the Money and Pensions Service to provide free support and guidance on all aspects of people’s financial lives. It has increased funding for the provision of debt advice in each of the past two years rising to almost £56million this year in England, which will deliver 560,000 debt advice sessions.</p><p> </p><p>Where individuals do get into problem debt the government has announced it will deliver its manifesto commitment for a Breathing Space scheme, which will protect debtors from creditor action, help them get professional advice on their debt problems, and enable them to find an appropriate and sustainable debt solution.</p><p> </p><p>The regional personal insolvency rate increased in 2018, driven mainly by individual voluntary arrangements (IVAs), with all regions following the national trend.</p><p> </p><p>Historically, males had a higher rate of insolvencies per 10,000 adults than females, but the gender gap noticeably narrowed from 2009 onwards and, by 2014, females began to have higher insolvency rates than males. 	answer	answer is ministerial correction date of answer 07/05/2019 answer text <p>Enforcement of the National Minimum and National Living Wage (NMW) is a priority for the Government. We are taking tough action against the minority of employers who underpay; in 2018/19 HM Revenue &amp; Customs NMW identified a record £24.4 million in arrears for over 220,000 workers and issued over £17 million in penalties to non-compliant employers. Since 2015 we have doubled our budget to enforce the NMW.</p><p>To date, we have named almost 2,000 employers who underpaid through the NMW Naming Scheme. As a result of recommendations made by the Director of Labour Market Enforcement, we have now begun a review of the Scheme to ensure it continues to effectively deliver our policy objective of ensuring workers are paid fairly for the work they do. 	answer	answer is ministerial correction date of answer 13/06/2019 answer text <p>We are committed to taking robust enforcement action to ensure that everyone who is entitled to the National Minimum or Living Wage receives it.</p><p> </p><p>We have more than doubled the budget for minimum wage compliance and enforcement since 2015; it is now at a record high of £27.4 million.</p><p> </p><p>To clarify, since 1999, minimum wage arrears worth over £118 million have been paid to 835,000 workers. April 2019’s increase to the NLW will see nearly 1.8 million workers in the UK receive a 4.9% pay rise. A full-time worker on the NLW will now be more than £2,750 better off over the year compared to when it was first announced in 2015.</p><p> </p><p>The table below provides estimates for the number and proportion of jobs in the UK and Yorkshire and the Humber on the NLW and NMW in 2019. 	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>HMRC may open an investigation into an employer’s compliance with National Minimum Wage law either following a worker complaint or via proactive risk-based enforcement activity. Where HMRC find no minimum wage arrears are due, they will not take enforcement action such as issuing a Notice of Underpayment and financial penalty.</p><p> </p><p>Where HMRC find that arrears are due to workers they will generally issue a Notice of Underpayment and financial penalty. In some cases, employers may be allowed to carry out self-correction action which ensures that workers are paid the money due to them without the issue of a Notice of Underpayment. We are pursuing a range of actions to promote awareness and understanding of what businesses, including SMEs, need to do.</p><p>We have published an SME Brexit guidance leaflet and launched a series of Get Ready Roadshows. These specifically target SMEs with information and advice and ensure intermediaries, such as banks and accountants, have the information needed to support businesses. We also recently unveiled a £10 million Business Readiness Fund for business organisations and trade associations to support businesses across the UK in understanding the steps they should take to prepare for 31 October.</p><p>Along with key local partners, the Humber LEP and Growth Hub are playing an important role in helping to deliver events and provide information to support local businesses. In order to improve fairness for workers, we have committed to introduce legislation to ensure that tips left to workers will go to them in full.</p><p>We expect over a million workers to benefit from new rules on tips, many of whom are in low-paid jobs.
