In the overturned convictions scheme, 95 convictions have been overturned, with 31 claimants agreeing full and final settlements. Over £33 million has been paid out to those with overturned convictions, which includes interim payments and partial settlements.</p><p> </p><p>Of the original trailblazing postmasters in the “GLO” group who took the Post Office to court and exposed the Horizon Scandal, £27 million has been paid out to 477 claimants. The original 2,417 postmasters who claimed through the original Horizon Shortfall Scheme have now all had offers of compensation. Offers have totalled over £107m and over £93 million has been paid out in this scheme, with Post Office now dealing with late applications and with those cases where the initial offer was not accepted.</p><p> </p><p>In the coming weeks, we will introduce new primary legislation to quash all convictions that were reliant on erroneous Horizon evidence. answer	answer is ministerial correction date of answer 22/01/2024 answer text <p>My officials and I regularly meet with businesses across Wales, including those in the hospitality sector, to discuss a variety of issues.</p><p>The Government provided an unprecedented package of support of £7.4 billion through the Energy Bill Relief Scheme (EBRS) which ended on 31 March 2023, shielding businesses and saving some around half of their wholesale energy cost.</p><p>The EBRS was replaced by the Energy Bills Discount Scheme (EBDS), which provides support to all eligible non-domestic energy users paying the highest energy prices starting from 1 April 2023 to 31 March 2024. Since the scheme was introduced, wholesale energy prices have now fallen significantly, and inflation has fallen from its peak of 11.1% to 4%.</p><p>In addition, at Autumn Statement 2023, the government announced that it is freezing Climate Change Levy rates for 2025-26 to continue achieving CCL’s environmental objectives without increasing the impact to businesses’ energy bills.</p><p>The UK Government is providing further support to the hospitality sector by freezing alcohol duty until August 2024, and increasing the new Draught Relief duty from the initially proposed 5% to 9.2%. In addition, in England, we have extended the 75% relief on business rates available to hospitality, retail and leisure businesses. In the last two weeks this has included a COBR meeting, the Winter Summit and a virtual meeting with the First Minister.</p><p> </p><p>We will continue to work closely with all the devolved administrations to ensure the most effective measures are in place in all parts of the UK. Where there are differences in the approach between Wales and England, it is vital that the rationale is founded on robust evidence and is clearly explained to people on both sides of the border.</p><p> </p><p>This is particularly important in the context of restrictions being imposed by the Welsh Government on travel into Wales by people living in areas of England with a high prevalence of Covid transmission. In August in Newport West, 11,500 employments were furloughed with a take up rate of 27 per cent.</p><p> </p><p>I have been having discussions across and at all levels of Government to support businesses in Wales and mitigate the impact of the covid-19 pandemic. answer	answer is ministerial correction date of answer 18/01/2022 answer text <p>I regularly meet with my ministerial colleagues to discuss a range of topics, including our future trade agreements. This includes the quarterly Inter-Ministerial Trade Advisory Groups, in addition to regular bi-lateral meetings.</p><p>Leaving the EU has given us the ability to strike our own trade deals, creating new opportunities for our excellent businesses in Wales to trade internationally. The Australia Free Trade Agreement (FTA) is the first we have negotiated from scratch since leaving the EU and shows what we are capable of as a sovereign trading nation. This trade deal can boost Wales’ economy by around £60 million. We have further achieved an agreement in Principle with New Zealand, and through this Welsh automotive companies will benefit from the removal of tariffs of up to 10% and build on their £3.4m of exports to New Zealand in 2020.</p><p>Further trade agreements in the pipeline include agreements with India, the US, Gulf Co-Operation Council, along with the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). Joining CPTPP puts us into the dynamic economies of the Pacific region, with UK exports to current CPTPP countries already set to increase by 65% by 2030, equating to £37 billion for the UK as whole.</p><p>In addition to this, we are also renegotiating FTAs with Canada and Mexico later in the year to build on our existing bilateral trade relationship with these countries. These exciting trade deals will open up new markets to Welsh businesses and create exciting new export opportunities.</p><p>Businesses across Wales and the UK have the ability to seize the opportunities provided by these trade agreements, and the UK Government will continue to support businesses to achieve their trading potential. To support this vision, the UK Government has announced its new Export Strategy called ‘Made in the UK, Sold to the World’, with the aim of helping UK businesses hit £1 trillion in exports. It also facilitates the enjoyment of associated rights and privileges including the right to work, to study and to access social security benefits and health services. This included the evidence on which the restrictions are based and how the measures will be enforced.</p><p> </p><p>I have not yet received a detailed response from the First Minister to the questions I have asked. There is a lack of clarity on many aspects of the new restrictions. This includes Cost of Living payments for around 13,100 eligible households totalling up to £900 per household. Furthermore, around 240,000 payments have been delivered in Newport West through the Energy Bills Support Scheme.</p><p> </p><p>The UK Government recognises the challenges posed by cost of living pressures and consequently has provided unprecedented levels of support to families across the UK. Measures announced at the Autumn Statement mean the UK Government will spend £104 billion between 2022 and 2025 to help families with the cost of living, which is an average of £3,700 per UK household. Owing to the cut in National Insurance tax from January 2024, 1.2 million workers in Wales will benefit from an annual gain of £324.</p><p> </p><p>Moreover, the National Living wage will increase by 9.8% to £11.44 per hour for workers over 21 and the National Minimum wage will increase by 14.8% to £8.60 per hour for people aged 18-20. This will benefit 140,000 people in Wales and is further evidence of the support the UK Government is providing to help people with the cost of living.</p><p> </p><p>Although housing is a devolved matter, the UK Government is supporting low-income households, by increasing the Local Housing Allowance (LHA). From April 2024, the UK Government will be investing £1.2 billion increasing LHA rates to cover the lower 30% of local rents. Around 1.6 million private renters in receipt of Housing Benefit or Universal Credit will gain nearly £800 per year on average in additional help towards their rental costs in 2024/25.
