star this property answer text <p>UK officials safeguard and continuously monitor the expenditure of UK aid in the Occupied Palestinian Territories. UK aid is channelled through the EU Palestinian-European Socio-Economic Management Assistance Mechanism (PEGASE). Our money goes into a special, dedicated bank account before being paid to individuals who have been vetted in advance. Independent auditors then check that the money paid out of the UK dedicated bank account only goes to these vetted individuals after every disbursement. We remain confident that these measures enable us to adequately monitor and evaluate our support to the Palestinian Authority.</p><p> </p><p>The UK National Contact Point has published its Initial Assessment of the complaint made by a UK NGO. This concluded that the issues raised in the complaint merit further examination. The Initial Assessment is not an indication of any wrongdoing by the respondent. The UK National Contact Point is now working with both parties to facilitate mediation on the issues raised. In line with its procedures, the NCP will not be expected to publish further information on the case until this stage of the process is complete and a Final Statement has been prepared.</p>

star this property answer text <p>We are deeply concerned that Bangladesh and Burma have announced that they plan to begin repatriation of the Rohingya to Burma on November 15. We have stated publicly that we agree with the UN Refugee Agency (UNHCR) that the conditions for safe and dignified returns do not yet exist. The access required for necessary independent monitoring by UN agencies is also not in place.</p><p> </p><p>Minister Field has raised our concerns with the Bangladesh Foreign Minister and Burmese Minister for International Cooperation Kyaw Tin on 1 November. He stressed the UK's assessment that conditions in Rakhine State were not currently conducive to refugee returns. We will continue to make representations to the governments of both Bangladesh and Burma not to commence returns while conditions in northern Rakhine remain as they are.</p> more like this

star this property answer text <p>The UK remains concerned by the conditions faced by migrants in Libyan detention centres. We have consistently raised this issue with the Government of National Accord, including during a recent visit by the International Development Secretary. The UK continues to provide humanitarian support to vulnerable refugees and migrants in Libya, including through over £5m of funding for UN agencies and non-governmental organisations. UK assistance to the Libyan Coastguard has been delivered through financial contributions and the provision of two military training teams to Operation Sophia’s (the EU Naval Operation set up in response to the Mediterranean Migration Crisis) Coastguard Training Task. This training aims to equip the Libyan Coastguard with the skills required to manage search and rescue and conduct counter smuggling/trafficking activities properly, whilst respecting human rights. The training also includes sessions on seamanship. These efforts are part of a comprehensive approach to migration that includes supporting assisted voluntary returns, tackling people smuggling and encouraging economic development in source countries.</p>

star this property answer text <p>Further to my reply of 2 November, I can confirm that the Civil Society Support Programme through which the UK supported marginalised communities in Ethiopia, including the Manjo, was a multi-donor programme. Contributors alongside DFID for the first phase of the programme were Ireland, Sweden, Norway, Canada and Denmark. The current phase of the programme which will continue to have a focus on marginalised communities including the Manjo will be supported by Ireland, Sweden and Norway.</p><p> </p><p>At this time we believe the Ethiopian government is taking steps to address the challenges which the Manjo and other marginalised groups face, and that continued engagement in-country alongside our international partners is the best course of action. We do not plan to raise the issue in the United Nations at present.</p> more like this

star this property answer text <p>Since 2011, DFID has benefited 10 million primary and nearly 6 million secondary students in Pakistan. Gender inclusion forms an integral part of provincial and national education programmes. Our programmes have supported 4.7 million girls to complete primary school in Pakistan and 2.7 million girls to complete secondary school in Punjab. Since 2000, DFID has spent £914 million on education in Pakistan, including £122.7m in 2017/18. We are not able to disaggregate this spend by gender. This support is mainly focussed on schools in the Punjab, Khyber Pakhtunkhwa (KP) and Sindh with our two largest sector reform programmes operating in Khyber Pakhtunkhwa and Punjab. We have supported a range of actors to deliver girl’s education including: the Governments of KP and Punjab; private sector providers; and not for profit and non-state actors.</p> more like this

Inclusion and respect for minority communities forms an integral part of our provincial and national education programmes in Pakistan. For example, the KESP programme in KP, which aims to improve learning outcomes for all children, has an increasing focus on girls and marginalised groups. Our work to promote inclusion includes: training nearly 100,000 teachers in Khyber Pakhtunkhwa (KP) and Punjab in equity and inclusion; funding the Alif Ailaan education campaign which focusses on religious minorities; and engaging with education civil society organisations to champion issues of inclusion and raise these with government. star this property answer text <p>The UK responded quickly to support the international response, led by Government of the Democratic Republic of Congo (DRC) and the World Health Organisation (WHO), as the second largest donor to the Strategic Response Plan. UK support has helped to improve leadership and co-ordination, surveillance, infection prevention control and preparedness measures.</p><p> </p><p>The UK is also supporting international response mechanisms tackling this latest outbreak, including the UN Central Emergency Response Fund (CERF) and the WHO's Contingency Fund for Emergencies. The UK is the largest donor to CERF and the second largest donor to the WHO Contingency Fund.</p><p> </p><p>In 2014 DFID worked with the Wellcome Trust to develop an Ebola vaccine. This was subsequently developed by others into the experimental vaccine now being administered by the Ministry of Health and WHO teams.</p><p> </p><p>Furthermore, the UK is supporting neighbouring countries like Uganda, Rwanda and South Sudan to ensure they are as prepared as possible for any regional transmission of Ebola, including funding for key UN posts in these countries.</p>

We also build strong and resilient health systems that meet essential needs, and ensure countries are better able to prevent, detect, and treat all causes of ill health, including mosquito-borne diseases. But uncontrolled migration erodes public confidence, damages economies, and places those on the move in situations of intense vulnerability. The UK is taking significant steps to tackle uncontrolled migration by:</p><ul><li>Addressing the root causes of migration, through our targeted assistance for livelihoods, healthcare, education and economic development</li><li>Tackling modern slavery and organised immigration crime</li><li>Supporting enhanced border management</li><li>Providing critical humanitarian support and protection for vulnerable migrants, as well as offering voluntary return and vital reintegration support to those wishing to return home</li><li>Supporting refugees to stay in a first safe country through our humanitarian and development work in Africa, the Middle East and Asia</li></ul><p>The Global Compact for Migration is one way in which we are working to ensure that UK migration priorities are embedded throughout the international system. It is a step forward in international co-operation to tackle irregular migration and helpful framework to help us deliver our commitments under the Sustainable Development Goals.</p><p>The Compact is not legally binding. Instead, it creates a framework that will allow countries to work together to make migration more beneficial for everyone. It protects every State’s right to determine its own immigration policies, including in areas such as asylum, border controls and returns of illegal migrants.</p><p>We have worked closely with our EU colleagues throughout the process and will continue to do so as we approach the intergovernmental launch event in Marrakesh. My colleague the Rt Hon. Alistair Burt MP recently spoke to the APPGs on Migration and Refugees about the Migration Compact.</p>

star this property answer text <p>The UK supports the peace process in Burma through the Joint Peace Fund and the Joint Monitoring Committee.</p><p> </p><p>The UK has provided GBP £5.4 million to the Joint Peace Fund (JPF) since 2015. The JPF is funded by 11 international donors and supports all parties to the peace process on peacebuilding measures such as dialogue and negotiation. Of the £5.4m provided by the UK, £283,000 has been provided to the government of Burma. The UK has also provided £136,000 to the Joint Monitoring Committee (JMC) through the United Nations Development Programme (UNDP). The JMC was set up by the Burmese authorities and the signatory groups to the Nationwide Ceasefire Agreement to oversee dialogue between parties.</p><p> </p><p>DFID’s peacebuilding programme is reviewed annually, as is all support to the peace process.</p> more like this

star this property answer text <p>The British Embassy in Antananarivo has raised this important issue with the Government of Madagascar and will continue to do so. The UK is already a major supporter of family planning in Madagascar, including contraceptives. So far in 2018, we have provided approximately £4.6m through the United Nations Population Fund Supplies programme. Additionally, through the £200m pan-Africa Women’s Integrated Sexual Health (WISH) programme announced by the Prime Minister in August, the UK will invest a further £9.3 million between 2018 and 2021. We call on other donors and the Government of Madagascar to step up their efforts to ensure access to modern methods of family planning to all women and men who need it.</p> more like this

star this property answer text <p>The AAWAZ Voice and Accountability Programme was a successful six-year, £39.1m programme which ended in May 2018. It reached over 8m people to increase the voice, choice and control of poor and excluded people in Pakistan. It included a focus on women and minorities to promote tolerance and inclusion. Beneficiary feedback from people who participated in interventions suggested a shift in attitudes towards minorities. Programme reports with results and assessments are available on DFID’s development tracker website.</p> more like this
