	answer	answer is ministerial correction date of answer 15/11/2018 answer text <p>As set out in the White Paper the UK proposes a UK-EU free trade area for goods, to ensure continued frictionless access at the border to each other’s markets, with no tariffs, underpinned by an upfront commitment to a common rulebook on goods, including agri-food and a Facilitated Customs Arrangement to avoid customs checks and controls at our borders.</p><p>However, in the unlikely event of a no deal scenario, trade with the EU will be on non-preferential, WTO terms. This means that most favoured nation (MFN) tariffs would apply to consignments between the UK and EU.</p><p>The EU MFN rates are set out in the EU's Common Customs Tariff (CCT). The EU may change these rates between now and March 2019, but this provides an indication.</p><p>The UK will apply its MFN rates to goods imported into the UK from the EU. The government will determine and publish these new UK duty rates before we leave the EU. 	answer	answer is ministerial correction date of answer 16/11/2018 answer text <p>The Government is committed to preventing drug use in our communities and supporting people through treatment and recovery and we expect to make an announcement about the Recovery Champion in due course.</p><p>We have established a Drug Strategy Board which includes representation from Government departments and wider partners who are critical to the successful delivery of the Strategy, including those in education, health, criminal justice, housing and employment. The Board is chaired by the Home Secretary and its purpose is to oversee and drive implementation of the commitments in the 2017 Drug Strategy. 	answer	answer is ministerial correction date of answer 16/11/2018 answer text <p>Nationally, the Government is already delivering a range of actions through the 2017 Drug Strategy to prevent drug misuse in our communities, support people to recover from dependence on drugs, and support enforcement partners to tackle the illicit drug trade.</p><p>We have established a Home Secretary-chaired Board which includes representation from Government departments and wider partners that are critical to drive implementation of the commitments in the 2017 Drug Strategy.</p><p>However, we recognise there is still further to go to tackle the problems caused by drugs, which is why the Home Secretary recently announced an independent review of drugs. We also work with a variety of food and drink trade associations to ensure that the Government is providing the right kind of support. 	answer	answer is ministerial correction date of answer 14/11/2018 answer text <p>We are aware of reports that allege that a process of involuntary organ removal may be taking place in China, including suggestions that minority and religious groups are being specifically targeted. The British government fully supports the Declaration of Istanbul (May 2008), which encourages all countries to draw up legal and professional frameworks to govern organ donation and transplantation activities.</p><p>Reports by authors such as Kilgour, Gutmann and Matas are important sources of information about China’s organ transplant system. They rightly question the lack of transparency in China’s organ transplant system, whilst acknowledging that it is very difficult to identify the source of those organs and verify the number of organ transplants conducted in China. However we do not agree with the claims of systematic organ harvesting of prisoners of conscience, assessing that the evidence they present does not substantiate such a claim.</p><p>The World Health Organisation (WHO) collates global data on organ donations and works with China. The advice included the following five principles; to make clear the distinction between vaping and smoking; to ensure policies are informed by the evidence on health risks to bystanders; to identify and manage risks of uptake by children and young people; to support smokers to stop smoking and stay smoke free; and, to support compliance with smokefree law and policy. E-cigarettes are not risk free. However, the evidence is increasingly clear that vaping is significantly less harmful to health than smoking tobacco and can be particularly useful in supporting smokers to quit, especially when combined with stop smoking services.</p><p> </p><p>In the Tobacco Control Plan for England, published in July 2017, the Government committed Public Health England (PHE) to annually updating their evidence report on e-cigarettes and other novel nicotine delivery systems until the end of Parliament in 2022. PHE’s latest report was published on the 6 February 2018 and is available at the following link:</p><p> </p><p><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/684963/Evidence_review_of_e-cigarettes_and_heated_tobacco_products_2018.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/684963/Evidence_review_of_e-cigarettes_and_heated_tobacco_products_2018.pdf</a></p><p> </p><p>PHE’s most recent evidence review argues that e-cigarette use, alone or in combination with licensed medication and behavioural support from a stop smoking service, appears to be helpful in the short term, and that e-cigarettes have contributed to tens of thousands of additional quitters in England.</p><p> </p><p>The PHE evidence review concluded that “to date there have been no identified health risks of passive vaping to by-standers”. PHE have produced guidance for organisations on developing appropriate vaping policies for public places and workplaces, which should be evidence based and support smokers to quit whilst managing any identified risks.</p><p> </p><p>The Government is committed to reducing public health harms caused by smoking. PHE retain responsibility for the provision of information regarding vaping, e-cigarettes and other nicotine delivery systems to protect public health; and have committed to include messages about the relative safety of e-cigarettes within quit smoking campaigns such as the annual Stoptober campaign.</p><p> </p><p>PHE continue to provide advice on quitting smoking, highlighting the potential role of e-cigarettes in doing so. PHE’s latest Health Matters blog, Stop Smoking: What works? Provides advice to smokers on different quitting options, including e-cigarettes as well as nicotine replacement therapy and prescription medicines.
