answer	answer is ministerial correction date of answer 13/02/2019 answer text <p><del class="ministerial">While we have seen some success with voluntary measures to improve online safety, Government has been clear that tech companies need to take more consistent and effective action to tackle online harms.</del></p><p> </p><p><del class="ministerial">A joint DCMS-Home Office White Paper will be published shortly, setting out clear responsibilities for tech companies to keep their users safe online</del>.</p><p> </p><p><ins class="ministerial">The Government recently set up the Centre for Data Ethics and Innovation to provide independent, expert advice on the measures needed to enable and ensure safe, ethical and innovative uses of AI and data-driven technologies.</ins></p><p><ins class="ministerial">The first two projects the Centre will study include: the use of data in shaping people's online experiences; and the potential for bias in decisions made using algorithms. This work will play an important role in promoting and ensuring fairness and the ethical use of data to deliver maximum benefits for society. An interim update on these projects is expected in summer 2019.</ins></p><p> </p><p><ins class="ministerial">Further, it is essential that AI developed in the UK reflects the needs and make-up of society as a whole and that industry and the public sector are able to access the greatest supply of talent in terms of numbers. Increasing diversity in the AI workforce is vital to ensure that everyone with the potential to participate has the opportunity to do so. Similarly, 96.8% of premises in the city of Birmingham has access to Superfast broadband.</p><p> </p><p>The West Midlands area is slightly higher with 97% of premises having this access. This is up from 60% in 2010. This is up from 93.1% in 2012.</p><p> </p><p>Broadband Delivery UK (BDUK) have rolled out several schemes to help improve access to broadband services across the UK. Two voucher schemes, the Gigabit Broadband Voucher Scheme (https://gigabitvoucher.culture.gov.uk/) and the Better Broadband Scheme (https://basicbroadband.culture.gov.uk/) are accessible to residents in Bristol West Constituency. answer	answer is ministerial correction date of answer 07/05/2019 answer text <p>According to Thinkbroadband; 99.7% of premises in Liverpool West constituency currently have access to Superfast broadband. 96.8% of premises in the North West, have access to Superfast broadband. Thinkbroadband does not hold specific information for Merseyside.</p><p> </p><p>Despite high levels of access to superfast speeds in these areas, many premises are choosing not to take it up. Current take up rates for broadband stands at 46.6% of premises in the Merseyside area, and 45.2% in the North West.</p><p> </p><p>DCMS run several voucher schemes which are available to the public to help increase broadband services across the UK.</p><p> </p><p>The Better Broadband Voucher Scheme is available to those who are unable to obtain a connection speed above 2Mbps. The Scheme can support access to satellite broadband, or fixed 4G or wireless connections in some locations. The Better Broadband Voucher Scheme will be open for applications until 31st December 2019, ensuring that an affordable basic broadband installation remains available to eligible applicants. Further information is available at:https://basicbroadband.culture.gov.uk/.</p><p> </p><p>In March 2018 the Local Full Fibre Networks programme launched its £67m Gigabit Broadband Voucher Scheme. Small to medium sized businesses can claim a voucher worth up to £2,500, and residents can claim a voucher worth up to £500 as part of a group project.
