The British High Commission recently met the Vice Chairman of the National Commission for Minorities in July to discuss minority rights.</p><p><del class="ministerial">We also support local NGOs to deliver projects to promote minority rights. In 2015, we funded a project that trained 500 tribal men and women on women’s rights and access to justice. During 2016-2018, we provided legal training for 2,000 Dalit women to combat violence against them, and helped create a network of Dalit Women Human Rights Defenders in four states. Friend, the Chancellor of the Exchequer, announced that the government would work with employers and providers on the use of the apprenticeship levy after 2020.</p><p>We have been looking at how organisations have responded to the introduction of the levy and associated reforms as well as how we can help develop future demand for, and provision of, apprenticeships. We have also been exploring the impact of the levy across different sectors and regions and for different types of apprentices as well as the contribution of apprenticeships to the wider skills landscape.</p><p>Over the past few months, we have used a number of channels, including a survey and regional roundtables across England, to work with a range of different employers, providers and representative organisations. This will prioritise the skills and contributions people can make to the UK, rather than where they come from.</p><p>In a no deal scenario, there will be a transitional period before the new immigration system commences in 2021. The Government announced the details of these temporary immigration arrangements on 4 September 2019 and they are available at: <a href="https://www.gov.uk/government/publications/no-deal-immigration-arrangements-for-eu-citizens-moving-to-the-uk-after-brexit" target="_blank">https://www.gov.uk/government/publications/no-deal-immigration-arrangements-for-eu-citizens-moving-to-the-uk-after-brexit</a>.</p><p>Law-abiding EEA and Swiss citizens moving to the UK after a no deal Brexit will still be able to live and work in the UK for a temporary period, but we will make it harder for serious criminals to enter the UK. Those new arrivals who wish to stay beyond the end of 2020 will need to apply for a UK immigration status. The Home Office will open a new immigration scheme – the European Temporary Leave to Remain Scheme – to provide a route to apply for this status. The online application process will be simple and free of charge. Subject to identity, security and criminality checks, successful applicants will be granted 36 months’ leave to remain in the UK. This will provide them with a bridge into the new immigration system.</p><p>EEA and Swiss citizens who are resident in the UK by exit on 31 October 2019 will remain eligible to apply for UK immigration status under the EU Settlement Scheme. 	answer	answer is ministerial correction date of answer 08/04/2019 answer text <p>We are pleased that employers are choosing to move to our new, higher quality apprenticeship offer to make a sustainable investment in the skills that they need to grow. Employers are designing higher level apprenticeships that take longer and require more off-the-job training and, while this is something to be welcomed, we are conscious of the challenges it presents.</p><p> </p><p>In 2019-20, funding available for investment in apprenticeships in England will be over £2.5 billion, this is double what was spent in 2010-11. The apprenticeship budget is set in advance by Her Majesty’s Treasury for the current spending review period. Currently, we expect to be within budget in the 2018-19 and 2019-20 financial years. We continue to monitor the trend of increasing spending on apprenticeships and to make use of our engagement with employers in addition to all available data from the programme to inform forecasts of demand and future costs.</p><p> </p><p>The level of funding for the programme beyond 2020 will be determined by the forthcoming Spending Review announced by my right hon. This figure shows a broadly stable trend with a small increase of 9 (0.3%) since 30 September 2018 and a small decrease of 17 (0.5%) compared to 31 December 2017. In the last year, 707 Probation Service Officers (PSO) were appointed, some of whom will be training to become qualified Probation Officers (PO).</p><p> </p><p>As at December 2018, there were 544 FTE probation Officers in post in the North West Probation Service Division.</p><p> </p><p>We are recruiting more staff into the National Probation Service to reduce the reliance on agency staff. Changes to the recruitment process and eligibility criteria for probation officers have been made resulting in increases in both the volume and diversity of probation officer applicants.
