The Department does not routinely collect data on the services provided by children’s centres. answer text <p><del class="ministerial">The UK is committed to championing LGBT+ rights internationally and supporting those who defend them. Ministers and our overseas missions work closely with partners to advance LGBT+ equality, and promote the implementation of new laws and policies that better protect LGBT+ people from violence and discrimination.</del></p><p><del class="ministerial">Since 2018, the UK committed over £11 million in programmes to support the promotion and protection of LGBT+ rights. On 24 June, the Prime Minister announced a further £2.7 million of UK funding to support LGBT+ grassroots human rights defenders, and advance equality and freedom across the Commonwealth.</del></p><p><ins class="ministerial">As Commonwealth Chair-in-Office, the UK committed over £11 million in programmes to support the promotion and protection of LGBT+ rights across the Commonwealth, including through partners such as The Commonwealth Equality Network, Human Dignity Trust and Kaleidoscope Trust.</ins></p><p><ins class="ministerial">Since CHOGM 2018, UK funding has facilitated the provision of technical assistance and capacity building to eight Commonwealth countries seeking to repeal or reform legislation that discriminates on the grounds of sex, sexual orientation or gender identity. This is extremely sensitive work, often conducted discreetly due to political, social and cultural sensitivities.</ins></p><p><ins class="ministerial">On 24 June, the Prime Minister announced £2.7 million of new UK funding to support the vital work of LGBT+ grassroots human rights defenders. We will continue to work closely with like-minded countries and civil society organisations to defend the human rights of LGBT+ people, and advance equality and freedom across the Commonwealth.</ins></p>

answer text <p><del class="ministerial">My thoughts are with the family of Mr Phillips during this difficult time. I [Minister Ford] am engaged and closely following this case. I [Minister Ford] discussed the search and rescue effort with Brazil's Justice and Public Security Minister on 9 June, who provided reassurances that that the Brazilian authorities are doing all they can via land, air and river support to find Mr Phillips. We have confirmed to the Brazilian authorities that the UK stands ready to provide support if it is requested. My officials at the British Embassy in Brazil remain in regular and close contact with the Brazilian authorities for updates on the Brazilian search operation to locate Mr Phillips. I [Minister Ford] am extremely thankful and appreciative of their search and rescue effort.</del></p><p><del class="ministerial">Consular officials in Sao Paulo and London are providing support to Mr Phillips' family in Brazil and the UK.</del></p><p> </p><p><ins class="ministerial">I was sorry to hear that Dom Phillips's body has now been identified. My thoughts are with his family. I [Minister Ford] discussed the search and rescue effort with Brazil's Justice and Public Security Minister on 9 June. I [Minister Ford] am grateful to everyone who was involved in the searches. Consular officials in Sao Paulo and London continue to provide support to Mr Phillips' family in Brazil and the UK. answer text <p>We are extremely concerned by the ongoing conflict in northern Ethiopia and the implications it has for the country as a whole. The UK is working to bring an end to the violence. I have called on all parties to urgently agree a ceasefire and allow humanitarian aid through. I spoke to Ethiopian Minister of Justice Gedion on 6 December and pressed for an end to the fighting and for peace talks. I have continued to emphasise the need for a ceasefire through recent calls with my African counterparts, including from Kenya and the African Union (AU). We have spoken with a variety of international partners about the situation in Ethiopia, and have urged them to support a ceasefire and support the efforts of AU High Representative Obasanjo to bring an end to the violence.</p><p><del class="ministerial">Where items require an export licence, HM Government takes its strategic export responsibilities seriously and will assess all export licences in accordance with the Strategic Export Licensing Criteria. We will not grant a licence authorising the supply of controlled items anywhere in the world, if to do so would be inconsistent with the Criteria. We continue to monitor the situation in Ethiopia closely, and we will take action to suspend, refuse or revoke licences - in line with the Criteria - if circumstances require.</del></p>

answer text <p>We are extremely concerned by reports of widespread human rights violations and abuses in Ethiopia committed by all sides to the conflict and I raised our concerns with Ethiopian State Minister Redwan on 18 November and the Ethiopian Minister of Justice, Gedion, on 6 December. All those responsible for human rights violations and abuses should be held to account. I encourage all parties to implement the joint investigation's recommendations and ensure that victims have access to support. Our Ambassador in Addis Ababa and I continue to raise human rights issues in our discussions with all parties to the conflict, and more broadly we have reminded all warring parties of their obligations under international humanitarian law and international human rights law. Given the numbers of children attending these schools, disclosing the breakdown of school places could potentially lead to the identification of individual children, and therefore the FCDO consider that this is not appropriate for safeguarding reasons.</ins></p> more like this

answer text <p>We are concerned that the Ugandan novelist, Kakwenza Rukirabashija, following a series of tweets, was detained at his home on 28 December 2021 and then held without charge for 14 days at an unknown facility. Using legislation, such as the Computer Misuse Act, to stifle freedom of expression is very worrying. We welcome the decisions of the Chief Magistrate's Court and the High Court in relation to Rukirabashija's release and habeas corpus. We note, however, that Rukirabashija was subsequently charged and placed on remand.</p><p>We urge the Government of Uganda to ensure that the rule of law is upheld as a vital component of democracy. Rukirabashija must be afforded all of his rights under the Constitution of Uganda, including access to legal representation. <ins class="ministerial">I (Minister for Africa) expressed the importance of upholding human rights with the President of Uganda during my visit to Uganda on 19 January 2022.</ins> Our High Commission in Kampala issued a tweet on 7 January publicly stating our concern over Rukirabashija's continued detention. The High Commission has also set out our concerns over his detention with the Government of Uganda, Uganda's human rights institutions and the security services. We have urged all to ensure that Uganda honours its constitutional commitments and international human rights law.</p>

answer text <p>We welcome the news that <del class="ministerial">Rwandan,</del> <ins class="ministerial">Mozambican,</ins> Southern African Development Community and<del class="ministerial"> Mozambican</del><ins class="ministerial"> Rwandan</ins> Forces have recovered areas of Cabo Delgado, north-east Mozambique, that were previously under insurgent control. There is still work to be done and we look forward to the Government <ins class="ministerial">of Mozambique </ins>working with international partners to ensure humanitarian assistance reaches affected areas, and reconstruction can take place. We are working with the Government of Mozambique to address the root drivers of conflict and instability, including by providing targeted assistance under the framework of a Defence Memorandum of Understanding. The UK is also working to strengthen international cooperation, and co-chairs with Ireland a high-level international taskforce on Cabo Delgado.</p><p>The UK has provided over £22 million in aid to Cabo Delgado through UN agencies, ensuring access to food, shelter, water, sanitation and basic health.<del class="ministerial"> (Approximately £12 million 2019/20, £8.05 million in 2020/21 and £2.7 million 2021/22).</del> None of this Official Development Assistance has been spent on the security sector.</p>
