They are therefore not required to create accounts and book their own travel which can be monitored through our management reports. Instead, their travel is booked by Private Office employees and logged as guest users.</del></p><p><del class="ministerial">Furthermore, any flights for prisoners would not show on the MI that they are for a prisoner. We are therefore unable to break down prisoner travel for the same reason as Ministers due to not being employees of the department and not requiring accounts.</del></p><p><ins class="ministerial">The answer given to the question on 4 November 2022 provided the spend on commercial flights by the MOJ, rather than the cost specifically of private charter flights.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The MOJ does not monitor spend on private charter flights, because a very low volume of private charter flights are used. To provide an answer to the cost of private charter flights since 2010 would incur a disproportionate cost. Information for charter flights used by ministers during 2022 has been provided below. Private charter flights are occasionally used for prisoner repatriations and for travel by ministers and senior civil servants when suitable commercial flights are not available.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">In respect of the use of charter flights for ministers, during 2022, one private charter flight was used by the Deputy Prime Minister and nine officials for return travel to the Hague at a cost of £22,895. 	answer	answer is ministerial correction date of answer 03/02/2020 answer text <p>​The Cruise Berthing Facility Project was raised during Lord Ahmad's visit to the Cayman Islands last year and the Governor maintains a regular dialogue with those on both sides of this debate. Environmental protection is an area of devolved responsibility in Overseas Territories. Cayman law requires that an environmental impact assessment be conducted before a development of this nature proceeds. An updated environmental impact <del class="ministerial">assessment</del> <ins class="ministerial">scoping document </ins>has been submitted to the Environmental Assessment Board for review; once this review is complete a period of public consultation will commence before a final report is issued. Under the Blue Belt programme, United Kingdom funding has been provided to support the Overseas Territories protect and manage their marine environments. The programme is currently on course to protect 4 million square kilometres of ocean around the UKOTs. As of June 2023, 148 young people aged 18 <del class="ministerial">and over</del> were being accommodated in young offender institutions.</p><p>Custody should always be a last resort for children. We have made great strides to reduce the numbers of children in the youth justice system. 	answer	answer is ministerial correction date of answer 14/11/2023 answer text <p>Winter fuel payments are an age-related payment payable this winter to all people who have reached State Pension age on or before 24 September <del class="ministerial">1957</del> <ins class="ministerial">2023</ins> and who are ordinarily resident in the UK, including Ukrainian refugees. There is no need to be in receipt of a social security benefit in order to qualify.</p><p> </p><p>Winter fuel payments are made on a household basis. If there is more than one eligible person in a household, the payment will be divided between them. 	answer	answer is ministerial correction date of answer 16/06/2020 answer text <p>While we are rightly focusing on taking action to tackle the immediate Covid-19 crisis, we continue to prioritise efforts to deal with the serious challenges of climate change.</p><p> </p><p>The Government remains committed to achieving net zero emissions by 2050. We will continue backing this objective by funding programmes that accelerate the shift to electrification. For example, the Faraday Challenge is providing £274 million to ensure the UK leads the world in the design, development, and manufacture of batteries for the electrification of vehicles.</p><p> </p><p>The 2017 Made Smarter Review highlighted the economic <del class="ministerial">(£455bn GVA + 175,000 jobs)</del><ins class="ministerial">and</ins> environmental opportunities <del class="ministerial">(4.5% reduction in CO2 emissions)</del> for the UK’s manufacturing sector until 2027. This includes £455 billion Gross Value Added, the creation of 175,000 jobs, and a 4.5% reduction in CO2 emissions. The development of low carbon technologies will benefit the UK economy, as well as reduce carbon emissions, including through the creation of new jobs.</p><p> </p><p>We will establish the world’s first net zero carbon industrial cluster by 2040 and at least one low carbon cluster by 2030. This is the second mission under the Clean Growth Grand Challenge, launched in December 2018, and is the most relevant to those manufacturing industries that often co-locate in clusters. 	answer	answer is ministerial correction date of answer 21/11/2022 answer text <p>When a principal applicant submits a Leave Outside the Immigration Rules (LOTR) application for additional family members, it is initially received by the Ministry of Defence. A decision on whether this application meets the eligibility requirements of the EGS/ARAP additional family member policy is made by the Ministry of Defence or referred to the relevant sponsoring Government department (dependent upon the role performed by the principal applicant with EGS/ARAP eligibility) to make that decision.</p><p>Those found to meet the eligibility requirements are then referred to the Home Office by the Ministry of Defence, who will perform additional checks (such as biometric enrolment and security) in order to make the final decision on the grant of LOTR.</p><p>Since August 2021, a total of 1,103 applications for additional family members have been received by the Ministry of Defence.</p><p>Of the above, decisions have been made in 401 cases across HM Government.</p><p>i) <del class="ministerial">107</del><ins class="ministerial">167</ins> applications have ben found to be eligible, in whole or in part, and referred to the Home Office for grant of LOTR.</p><p>ii) 234 applications have been found to be ineligible by Defence and the Foreign Office.</p><p>iii) <del class="ministerial">70</del><ins class="ministerial"><strong>702</strong></ins> applications are awaiting an eligibility decision with Defence and other Government departments. These are at various stages of the decision-making process and are being worked through on a case by case basis, by the relevant Government department, as quickly as practicable.</p><p>All casework decisions are taken against a clear framework of eligibility criteria.
