As the Foreign Secretary made clear in his statement of 1 July 2020, this legislation constitutes a clear and serious breach of the Sino-British Joint Declaration, undermining Hong Kong's high degree of autonomy and its rights and freedoms. Separately, in his Foreword to the UK Government's Six Monthly Report on Hong Kong covering the period 1 <del class="ministerial">July</del> <strong><ins class="ministerial">January</ins> </strong>to 31 <ins class="ministerial">July</ins> <del class="ministerial">December</del> 2020, the Foreign Secretary noted that the chilling effects of the National Security Law were already being seen in Hong Kong, including damaging freedom of expression in academia and schools.</p><p>As a co-signatory to the Joint Declaration, we have a duty to speak out when we have concerns. The Crown Prosecution Service (CPS) does not maintain a central record of defendants charged with, or prosecuted for these offences. This information could only be obtained by examining CPS case files, which would incur disproportionate cost.</p><p> </p><p>While the CPS does not hold a central record of defendants prosecuted by specific offences, records are held reporting the number of defendants, identified as being persons serving with the police, who are assigned the Principal Offence Category ‘Offences against the Person’ at finalisation. Persons serving with the police are defined as, and include, police staff, community support officers and contracted escort and detention officers in addition to serving police officers. 	answer	answer is ministerial correction date of answer 11/01/2024 answer text <p>While the Post Office has the commercial freedom to deliver the branch network within the parameters Government sets, the Government fully appreciates the impact a Post Office branch closure can have on a community.</p><p>With the largest retail network in the country, there will inevitably be variations in the number of branches open at any one time and any closures are usually outside the control of Post Office. However, the network is not in decline and in fact, more post offices opened last year than closed, and the network is as large today as it has been for five years, with around 11,700 branches open – above the 11,500 target that we set the Post Office.</p><p>The Government protects the branch network by setting minimum access criteria to ensure that 99% of the UK population lives within three miles of a post office. The latest estimates going back to 1990 and including a provisional 2019 estimate can be found here: <a href="https://www.gov.uk/government/statistics/provisional-uk-greenhouse-gas-emissions-national-statistics-2019" target="_blank">https://www.gov.uk/government/statistics/provisional-uk-greenhouse-gas-emissions-national-statistics-2019</a>. They show that an estimated 435 million tonnes of carbon dioxide equivalent (MtCO<sub>2</sub>e) were emitted in 2019 in the UK, down from 794 MtCO<sub>2</sub>e in 1990.</p><p> </p><p>In addition, estimates of carbon dioxide emissions in the UK since 1970 are available in table 4 in the data tables accompanying the final 2018 greenhouse gas estimates: <a href="https://www.gov.uk/government/statistics/final-uk-greenhouse-gas-emissions-national-statistics-1990-to-2018" target="_blank">https://www.gov.uk/government/statistics/final-uk-greenhouse-gas-emissions-national-statistics-1990-to-2018</a>.
