answer	answer is ministerial correction date of answer 08/04/2019 answer text <p>The UK is currently the largest donor to the Cyclone Idai response, providing £22 million of UK aid, £4 million of which is to match the UK public’s generous contributions to the Disasters Emergency Committee’s appeal. This is being used to deliver life-saving relief: tents and thousands of shelter kits are being distributed to those who have lost everything. UK aid is supporting the World Food Programme to feed 400,000 people in Mozambique, and cash transfers for food purchases in Malawi. In Zimbabwe, we are providing essential health, hygiene and child protection support. answer	answer is ministerial correction date of answer 12/12/2018 answer text <p>The UK government is deeply concerned about the findings of the IMPACT-se report into the Palestinian Authority’s (PA) new curriculum and it remains a priority for the Development for International Development (DFID) to commission an independent review of the PA’s textbooks. We are also continuing to raise our concerns about incitement, which the Minister did himself at a meeting with the Palestinian Education Minister earlier this year. Last week, on 4<sup>th</sup> December, DFID officials met the PA Minister for Education and raised UK concerns over specific examples in the IMPACT-SE report.</p><p> </p><p>Our timeline for the textbook review remains unchanged. We will complete the review by September 2019. The UK has been convening discussions with potential international partners on commissioning the review together, in order to increase the impact of the study. We will commission the review in the new year once we have concluded these discussions. Our £25million What Works to Prevent Violence programme is the largest global investment in research into prevention of violence against women and girls. The Department for International Development is committed to maintaining the UK’s global leadership in this area. Work to prevent violence against women and girls in DFID consists of standalone prevention programming, integrated violence prevention and response programmes, and a wide range of interventions incorporated into wider education, women’s economic empowerment and social protection programmes. We are providing up to £38 million over five years (2018-2023) to help tackle the problems of low growth and high unemployment in the Occupied Palestinian Territories (OPTs).</p><p> </p><p>Our support will focus on efforts to increase trade and job creation by working with the Palestinian and Israeli authorities to enable greater movement and access for people and goods, and improve water and energy supply, particularly in Gaza. We will also continue to support the implementation of Paris Protocol measures in relation to the transfer of taxes and fees Israel collects on behalf of the Palestinian Authority (PA), and any measures agreed by the parties to transfer the responsibility of revenue collection. The UK is committed to alleviating the dire humanitarian situation in Gaza. Last month, DFID announced new funding to the International Committee for the Red Cross (ICRC) to deliver urgently needed surgical equipment, medicines, wound dressing kits, prosthetic limbs and post-surgery physiotherapy. It will also help to provide physical rehabilitation services for up to 3,000 disabled people. The UK continues to urge the parties to prioritise progress towards reaching a durable solution for Gaza and to take the necessary steps to ensure Gaza’s reconstruction and economic recovery. This is firmly in the UK’s national interest. As such, the UK focuses most of its aid spending on countries with the highest need; in low-income, fragile, and conflict-affected regions. However, in some middle-income countries there are still enduring high levels of poverty. These countries may no longer need grant aid in the form that we have previously provided, but may require assistance in other ways, such as technical expertise or help raising their own revenue to reduce poverty. This assistance may continue after a country has reached middle-income status and its economy modernises. The 2016 bilateral and multilateral development reviews set out our approach to allocations in more detail. answer	answer is ministerial correction date of answer 06/02/2019 answer text <p>Direct UK financial aid to the Palestinian Authority is channelled through the EU Palestinian-European Socio-Economic Management Assistance Mechanism (PEGASE). Our money goes into a special, dedicated bank account before being paid to vetted health and education public servants in the West Bank. The bank account is only used for UK aid. Independent auditors check that the money paid out from the special bank account only went to the vetted individuals after every disbursement. Audits also include spot checks and field visits.</p><p> </p><p> </p><p> </p><p>DFID will also help the Palestinian water and electricity authorities to increase sustainable supplies, particularly in Gaza. Through The World Bank Partnership for Infrastructure Development in the West Bank and Gaza Multi Donor Trust Fund, UK aid will flow from the trust fund to dedicated accounts that will be managed in accordance with robust rules established by the World Bank. DFID will monitor this support through independent financial audits of project spending and through regular programme updates provided by the World Bank.</p><p> </p><p> </p><p> </p><p>DFID funding to the Occupied Palestinian Territories (OPTs) is subject to the rigorous controls that are applied to all UK aid, including annual reviews, evaluation reports, and independent financial audits of programme spending.
