star this property answer text <p>While the Department does not hold comprehensive historic data on the population level of honey bees, the National Bee Unit does hold some county data, including for Staffordshire as a whole, on its BeeBase website. This data relates to honey bees managed by beekeepers and indicates a rise in the honey bee population in Staffordshire, from around 2,300 colonies in 2012 to around 3,200 colonies in 2022.</p><p> </p><p>It is important to note that the overall number of beekeepers registering on BeeBase has risen dramatically over the last 10 years, and this may account for the apparent rise in the honey bee population suggested by the colony numbers.</p><p> </p><p>We do not hold information specific to the population level of wild bees in North Staffordshire over the last 10 years. More generally, Defra’s indicator recording the distribution of pollinating insects in England between 1980 and 2017 shows long term decline for the majority of the 377 species of hoverflies and bees. In the short term, however, around 40% of these species have become less well distributed, and around 40% have become more well distributed. In the short term, more recorded bee species are becoming more widespread in England than are becoming less widespread. We cannot provide information on which species are declining and which are increasing. We are keeping these trends under review.</p>

star this property answer text <p>Litter policy is a devolved matter. Defra is the lead department for litter policy in England.</p><p>In 2017 Defra published the Litter Strategy for England which sets out our aim to deliver a substantial reduction in litter and littering within a generation. Since publishing the Litter Strategy, we have bolstered councils' enforcement powers, such as by almost doubling the maximum fixed penalty for littering, published guidance on the provision of litter bins and provided nearly £1 million across 44 councils to help councils purchase new bins.</p><p>We have also brought together chewing gum producers as part of a voluntary producer responsibility scheme that has recently announced funding of £1.25 million to help more than 40 councils across the United Kingdom clean gum off pavements. It is the first project of the five-year programme through which gum producers will invest up to £10 million to help tackle chewing gum littering.</p><p>We are also actively exploring options for tackling cigarette butt littering. Our current proposals for extended producer responsibility for packaging will place the financial costs of managing street bin litter on producers and we have consulted on introducing a deposit return scheme for drinks containers which we estimate can reduce drinks containers being littered by 85%. Further details for when a deposit return scheme will be introduced will be set out in HM Government response to last year's consultation. We are working towards publication in late 2022.</p>

star this property answer text <p>The law on the breeding and sale of dogs, and the breeding and sale of rabbits and cats as pets, who can suffer from brachycephaly was updated and improved in 2018. Under The Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018 (the 2018 Regulations) anyone in the business of breeding and selling dogs and/or who breeds three or more litters of dogs in a twelve-month period, as well as anyone in the business of breeding and selling rabbits or cats as pets, needs to hold a valid licence issued by their local authority.</p><p> </p><p>Licencees must achieve and maintain statutory minimum animal welfare standards, which are enforced by local authorities who have powers to issue, refuse or revoke licences, and are prohibited from breeding from dogs if it can be reasonably expected that this would lead to health or welfare problems for the mother or her puppies.</p><p> </p><p>Defra is currently undertaking a post-implementation review of the 2018 Regulations which will consider whether the regulations have met their objectives, and where there could be scope for further improvements. The review will be published soon.</p>

star this property answer text <p>The UK Government is committed to protecting 30% of land and sea in the UK by 2030 (30by30). On land, 28% of the UK and 26% of England is currently designated as a protected area. We recognise, however, that many of these areas are not delivering for nature as they could. We consulted on our approach to 30by30 in the Nature Recovery Green Paper, which closed in May 2022. We are now in the process of analysing responses and will publish a Government response on conclusion of this exercise.</p><p><br> Nearly 8.3% of the global ocean is now protected. We have established a comprehensive network of Marine Protected Areas covering 40% of English waters, and we are now focusing on making sure they are properly protected.</p> more like this

star this property answer text <p>Since 2019, the UK has been leading the Global Ocean Alliance of countries championing ambitious ocean action under the Convention on Biological Diversity (CBD), including the target to protect at least 30% of the global ocean by 2030 which was agreed at the CBD COP15 in Montreal, December 2022.</p><p>The 30by30 target is a global target. Nearly 8.3% of the global ocean is now protected. Achieving a global 30by30 target will require an international effort, from all countries and sectors. The UK is leading the way. We have established a comprehensive network of 374 Marine Protected Areas (MPAs) covering 40% of English waters, and we are now focusing on making sure they are properly protected.</p><p>The Government is committed to protecting 30% of land and sea in the UK by 2030 (30by30). star this property answer text <p>Marine Protected Areas (MPAs) are a devolved competency and the information provided therefore relates to England only.</p><p> </p><p>Our aim is that all our MPAs will meet their conservation goals. On 16<sup>th</sup> December, we announced a set of legally binding targets for the environment. This includes one for MPAs, which is for 70% of protected features in MPAs to be in favourable condition by 2042, with the remainder in a recovering condition. To help achieve this, the Marine Management Organisation has an ambitious programme to introduce bylaws to restrict the most damaging fishing activity, like bottom trawling.</p><p> </p><p>We know that if we stop damaging activities and manage our sites properly then protected features will begin to recover.</p> more like this

star this property answer text <p>UK diplomatic leadership was critical to agreeing the Kunming-Montreal Global Biodiversity Framework, and we will continue to champion the framework’s implementation. Target 7 is a global target for Parties to achieve by 2030, and includes the aim to reduce the overall risk of from pesticides by at least half globally and encourages the uptake of integrated pest management (IPM).</p><p> </p><p>IPM lies at the heart of the UK's approach to minimise the environmental impact of pesticides, both domestically and internationally. At home, we recently announced new paid IPM actions to be introduced to the SFI scheme this year. Farmers will be paid to complete an IPM assessment and produce an IPM plan; establish and maintain flower-rich grass margins, blocks, or in-field strips; establish a companion crop and to move towards insecticide-free farming. Globally, we are working with international partners to phase out use of the most harmful pesticides. For example, we are working with partners in Vietnam on the safe and sustainable use of agricultural pesticides to minimise environmental contamination and health impacts.</p><p> </p><p>The pesticide specific indicator for Target 7 will be developed further over the coming year, informed by a group of independent global specialists. This is a global target, and we expect the steps needed to achieve it will vary by country, according to their current usage levels, and the agricultural and regulatory context.</p>

star this property answer text <p>We welcome the joint statement made in 2020 by the British Association for Shooting and Conservation and other rural organisations requesting a transition away from lead and confirming their commitment to ensuring a sustainable, mutually beneficial relationship between shooting and conservation.</p><p> </p><p>In Spring 2021, Defra asked the Health &amp; Safety Executive (HSE) and the Environment Agency (EA) to prepare a UK REACH restriction dossier for lead in ammunition. In producing the dossier, both organisations considered the evidence of risk posed by lead in ammunition on human health and the environment, and therefore, the case for phasing out most uses of lead in ammunition, including potential derogations for use in strictly controlled environments such as target shooting, where control measures are in place. HSE published the dossier on 6 May 2022 and a consultation is currently open until 6 November 2022.</p><p> </p><p>Following this, HSE will finalise its opinion and the final decision for any restriction will be made by the Secretary of State, with the consent of Welsh and Scottish Ministers. It is expected that the full process will take approximately two years (from Spring 2021).</p>
