In the White Paper on our Future Relationship with the European Union (Cm 9593), the Government set out its vision for a relationship with Euratom that is broader and more comprehensive than any existing precedent. The Government proposed that this close association should be based on a comprehensive Nuclear Cooperation Agreement between the UK and Euratom. 	answer	answer is ministerial correction date of answer 18/09/2018 answer text <p>We are putting in place appropriate measures to ensure uninterrupted cooperation and trade in the civil nuclear sector when Euratom arrangements no longer apply to the UK, whether at the end of March 2019 or at the end of an implementation period. These arrangements include new safeguards agreements with the International Atomic Energy Agency, nuclear cooperation agreements with key trading partners and a domestic nuclear safeguards regime. We will present the new international agreements relating to Euratom exit to Parliament for ratification in the Autumn.</p><p> </p><p>The Government has published quarterly updates to Parliament on progress towards the UK’s exit from the Euratom Treaty in March 2018 and June 2018. These reports contain further information on the arrangements being put in place. 	answer	answer is ministerial correction date of answer 18/11/2020 answer text <p>Based on data from The Property Energy Professionals Association (PEPA), there are currently approximately 10-12,000 trained, and practicing, Domestic Energy Assessors (DEAs); this includes DEAs who have lodged assessments in the last 2 years.</p><p> </p><p>PEPA is a trade body which represents companies that are engaged in the provision of Energy Performance Certificates (EPCs) in the domestic sector and members of the Association are primarily composed of the accreditation companies that oversee energy assessors in the production of EPCs. They also cover energy assessors in the non-domestic sector for the provision of Display Energy Certificates (DECs).</p><p> </p><p>The average time to secure an energy assessment is 5 working days unless there are property complexities where further evidence is required; the maximum time permitted then is 28 days. For sales and rentals, an energy assessment must be ordered within the first 7 days of a property going onto the market, however the vast majority are completed within 5 working days. As of 2nd November, there were 1,141 businesses that are TrustMark registered and hold the necessary certifications to install measures under the voucher scheme.</p><p> </p><p>BEIS officials are working closely with the industry to increase the number of installers available and with TrustMark scheme providers and certification bodies to support installers to get certified as quickly as possible, including streamlining certification processes where possible. 	answer	answer is ministerial correction date of answer 17/11/2020 answer text <p>Building Regulations set minimum energy performance standards for heating systems in new homes and when they are replaced or fitted into existing homes.</p><p> </p><p>Under these regulations, when a gas combination boiler is installed in an existing dwelling, an additional energy efficiency measure must also be installed, with passive flue gas heat recovery systems being one of four options. The English housing stock is diverse, so the requirement is flexible to allow a suitable choice to be made that reflects the nature of the building, and the needs of the individual household.</p><p> </p><p>When these regulations were introduced, many system and most regular boilers on the market were considered incompatible with passive flue gas heat recovery systems and compensation controls, or required an additional component, and therefore were exempt from the additional energy efficiency measures.</p><p> </p><p>For new builds, buildings regulations around energy efficiency and space and water heating are deliberately couched in performance terms and do not prescribe the technologies, or fuels to be used, allowing manufacturers and builders the flexibility to innovate and select the most practical and cost-effective solutions in particular circumstances.</p><p> </p><p>The extent to which a passive flue gas heat recovery system can increase the efficiency of a dwelling and reduce natural gas consumption is dependent on many factors.
