We remain absolutely committed to maintaining high standards of radiation protection for workers, the public and the environment.</p><p> </p><p>As of February 2018, the UK has transposed the majority of Euratom’s 2013 Basic Safety Standards Directive (2013/59/Euratom) into UK legislation, which sets updated standards for radiation protection. 	answer	answer is ministerial correction date of answer 18/09/2018 answer text <p>Nuclear safety and security in the UK are currently regulated by the Office for Nuclear Regulation (ONR) and these arrangements will continue.</p><p> </p><p>When Euratom safeguards arrangements no longer apply to the UK, the ONR will regulate safeguards in the UK. The ONR is confident that they will have in place the IT system and safeguards inspectors needed to ensure the UK continues to meet its international obligations when Euratom arrangements no longer apply.</p><p> </p><p>The Government has made significant progress in our preparations to leave Euratom, to ensure a domestic nuclear safeguards regime can be in place from day one of exit, including passing the Nuclear Safeguards Act 2018 and proposing draft Nuclear Safeguards Regulations.</p><p> </p><p>As outlined in the White Paper published on 12 July, the UK has proposed that we will be seeking a close association with Euratom, including regulatory cooperation on nuclear safeguards and technical cooperation on nuclear safety. In the White Paper on our Future Relationship with the European Union (Cm 9593), the Government set out its vision for a relationship with Euratom that is broader and more comprehensive than any existing precedent. The Government proposed that this close association should be based on a comprehensive Nuclear Cooperation Agreement between the UK and Euratom. 	answer	answer is ministerial correction date of answer 18/09/2018 answer text <p>We are putting in place appropriate measures to ensure uninterrupted cooperation and trade in the civil nuclear sector when Euratom arrangements no longer apply to the UK, whether at the end of March 2019 or at the end of an implementation period. These arrangements include new safeguards agreements with the International Atomic Energy Agency, nuclear cooperation agreements with key trading partners and a domestic nuclear safeguards regime. We will present the new international agreements relating to Euratom exit to Parliament for ratification in the Autumn.</p><p> </p><p>The Government has published quarterly updates to Parliament on progress towards the UK’s exit from the Euratom Treaty in March 2018 and June 2018. These reports contain further information on the arrangements being put in place. As of 2nd November, there were 1,141 businesses that are TrustMark registered and hold the necessary certifications to install measures under the voucher scheme.</p><p> </p><p>BEIS officials are working closely with the industry to increase the number of installers available and with TrustMark scheme providers and certification bodies to support installers to get certified as quickly as possible, including streamlining certification processes where possible. 	answer	answer is ministerial correction date of answer 17/11/2020 answer text <p>Building Regulations set minimum energy performance standards for heating systems in new homes and when they are replaced or fitted into existing homes.</p><p> </p><p>Under these regulations, when a gas combination boiler is installed in an existing dwelling, an additional energy efficiency measure must also be installed, with passive flue gas heat recovery systems being one of four options. The English housing stock is diverse, so the requirement is flexible to allow a suitable choice to be made that reflects the nature of the building, and the needs of the individual household.</p><p> </p><p>When these regulations were introduced, many system and most regular boilers on the market were considered incompatible with passive flue gas heat recovery systems and compensation controls, or required an additional component, and therefore were exempt from the additional energy efficiency measures.</p><p> </p><p>For new builds, buildings regulations around energy efficiency and space and water heating are deliberately couched in performance terms and do not prescribe the technologies, or fuels to be used, allowing manufacturers and builders the flexibility to innovate and select the most practical and cost-effective solutions in particular circumstances.</p><p> </p><p>The extent to which a passive flue gas heat recovery system can increase the efficiency of a dwelling and reduce natural gas consumption is dependent on many factors. This could deliver up to 5,000 training opportunities in support of the scheme, dependent on how the funding is allocated. The competition recently closed, and the bids are being assessed. The Department received bids from all regions in England (Midlands, North East, Yorkshire &amp; Humber, North West, South East, South West) and for all work packages. Training will commence once successful applicants have been informed.</p><p> </p><p>Funding will be provided to support training individuals with existing skills and those new to the sector, along with support for installation companies to gain PAS 2030 or MCS accreditation as required by the Green Homes Grant scheme. Training courses will be carried out against the following specific technology standards – National Occupational Standards (NOS), PAS 2030: 2017, 2019 or MCS standards or higher.
