We do not comprehensively record asset values as a matter of course and therefore are unable to provide the total book value. Rates payable information is only collected against individual properties for the benchmarked office estate. For the 149 benchmarked offices over 500m<sup>2</sup> in the central civil estate in the London region, net rates totalling £121.3 million were payable in 2017/18.</p> more like this

star this property answer text <p>Where a Government asset no longer serves a public purpose, or that purpose can be<br>more efficiently realised through its transfer to private or non-government hands, a<br>Government Department or Arm’s Length Body may choose to sell that asset</p><p>The disposal of individual sites is a matter for each Department or Body. It is the role of the<br>Accounting Officer to ensure this represents value for money and is achieved in line with the Green Book, Managing Public Money and the Guide for Disposal of Surplus Land.</p><p>Departments are expected to identify land as surplus where it is no longer required for operational<br>purposes. Managing Public Money states that Departments should dispose of surplus sites within 3<br>years. In 2017 the Office of Government Property published the Guide for the Disposal of Surplus<br>Land, providing detailed guidance on how to plan for and execute land disposals</p><p>As part of the Government Estate Strategy 2018, the Office of Government is leading on a<br>Government commitment to release £5 billion land and property in 2015 - 2020.</p>

star this property answer text <p>We launched the Outsourcing Playbook in February 2019 and introduced a package of<br>reforms to our approach to outsourcing designed to improve public service outcomes, value<br>for money and how we work in partnership with our suppliers</p><p>Measures include:<br>Guidance for departments to help assess whether services should be delivered, in-house by<br>the public sector or outsourced. This should support more informed decisions on when it is<br>best to deliver public services ourselves and when there is benefit to drawing on the capacity<br>and expertise of the private sector;<br>Introduction of a new presumption in favour of running a pilot where government is<br>outsourcing a service so we learn lessons before contracting for the long term; and<br>A new requirement for government to produce an assessment of how much a service<br>‘should cost’ to deliver when deciding whether to utilise the private sector. This helps to<br>provide a better understanding of the costs associated with the different service delivery<br>models so that we are in a better position to challenge unsustainable bids</p><p>We have put in place an implementation programme to ensure that our departments are<br>aware of these new requirements. Compliance with these reforms will be ensured through<br>the usual Cabinet Office controls process.</p>
