star this property answer text <p>The penalties for fly-tipping are on summary conviction: imprisonment for a term not exceeding 12 months or a fine or both; and on conviction on Indictment: imprisonment for a term not exceeding five years or a fine or both. The removal in 2015 of the £5,000 cap for maximum fines that magistrate’s courts can impose, means that magistrates can hand down a potentially unlimited fine for a fly-tipping summary offence. In May 2016 we introduced fixed penalty notices of up to £400 for small-scale fly-tipping. This provides local authorities with an alternative to prosecutions and take a more proportionate enforcement response.</p><p> </p><p>In 2014 the Sentencing Council introduced new sentencing guidelines for environmental crimes, including fly-tipping. The guidelines were published to ensure a consistent approach to these offences is taken by courts in England and Wales. Requests for further guidance were received by the Sentencing Council from the National Fly Tipping Prevention Group, chaired by Defra, and the Environment Agency. This was due to concerns that the fines were not high enough to reflect the seriousness of the offences committed or to have a deterrent effect, and that there was an inconsistency in fine levels across the country. The guidelines encourage magistrates to make more use of the highest levels of fines for some of the more serious offences that come before the courts. It also helps sentencers more easily pitch a fine that is proportionate to the means of the offender.</p><p> </p><p>The Sentencing Council reviewed the effectiveness of the guidelines in 2016. The assessment showed that the level of fines for organisations has risen, but fines for individuals have not seen the same increase. We are looking into this and intend to work with the appropriate people in the court system for a consistent application of the guidelines.</p><p> </p>

We recently consulted on proposals to ban UK sales of ivory, are bringing into force rules to reduce water pollution from agriculture and are legislating to set limits on air pollutants emitted from medium sized combustion plants. Since the plan’s publication, several supermarkets and restaurants have pledged to tackle plastic packaging and single-use plastics.</p> more like this

star this property answer text <p>I refer the hon. Member to the replies previously given on 6 March 2018, PQs 129872, 129873, 129874 and 129875. Whilst it is not possible to prevent all oil spills into the river, in this incident, the Environment Agency have traced the waste oil to a potential polluter, details of which cannot currently be released due to the ongoing investigation. In previous incidents where oil pollution was not traced to a particular source, the Environment Agency carried out pollution prevention visits at industrial premises which drain to the Pymmes Brook.</p><p> </p> more like this

star this property answer text <p>The Government is investing £2.6 billion (including the additional £76m announced in the last Budgert) between 2015 and 2021, delivering at least 1,500 new flood defence schemes and better protecting 300,000 homes. Natural England has a number of measures in place to do this. These include participation in Civil Service talent programmes which have recently become available to Non-Departmental Public Bodies: for example - Positive Action Pathways (talent programmes for under-represented groups) and Crossing Thresholds (a career development programme for Women). Natural England also runs its own annual Future Leadership Programme and, when appropriate, a Senior Leadership Programme. Natural England also runs a mutual mentoring scheme and has a gender champion and network in place, their role being to further and promote women’s interests in Natural England. They are critical to building a better understanding of and finding ways to meet the support women say they want to progress their careers. Natural England is continuously looking at and drawing on best practice across the Defra group and wider Civil Service to support women.</p>
