star this property answer text <p>We are standing up for England’s churches. National planning policy already sets out that businesses should not have unreasonable restrictions put on them because of changes in nearby land uses since they were established.</p><p>We are minded to amend the National Planning Policy Framework (NPPF) to give greater emphasis to this matter, by setting out that planning policies and decisions should take account of existing businesses and other organisations, such as churches, community pubs and music venues, when locating new development nearby.</p><p>We consulted on proposals for this as part of the Housing White Paper published on 7 February 2017 and we intend to publish a revised draft NPPF for consultation as early as possible in 2018. At that stage we will host a round-table with representatives from the sector to invite their input into this important matter.</p><p>We continue to work with other departments, to ensure local authorities support existing businesses, organisations or activities that are an integral part of local communities, at the same time as supporting new housing and local growth.</p>

star this property answer text <p>The Government remains of the view that decisions on the use of pesticides should be based on a careful scientific assessment of the risks. Pesticides that carry unacceptable risks to pollinators should not be authorised.</p><p> </p><p>Three neonicotinoids are currently subject to restrictions which normally prohibit their use on a number of crops. The UK has fully implemented these restrictions. We have also said that we support further restrictions on neonicotinoid pesticides based on an assessment of the evidence, including that they may have an impact on soils.</p><p> </p><p>Currently, ornamental plants can be treated with neonicotinoids if the plant is grown in a greenhouse, is treated after flowering, or doesn’t flower until the year after treatment.</p> more like this

star this property answer text <p>The Government is very clear that bullying is unwanted and offensive behaviour and should not be tolerated in any sector of our society. There is no doubt that bullying can be detrimental to the health and well-being of any person who experiences it.</p><p><br>Although the very nature of bullying means that it is often a very subjective term, which makes it hard to legislate for, the harassment provisions of the Equality Act 2010 make it clear that any ‘unwanted or prohibited conduct’ related to a protected characteristic (including disability), which violates an individual’s dignity or creates an intimidating, hostile, degrading, humiliating or offensive environment for them, is unlawful. Bullying behaviours may also, in some circumstances, be proscribed by the victimisation provisions of the Act.</p><p><br>The Equality Advisory and Support Service (EASS) record the number of calls they receive about harassment and victimisation of disabled people and have reported that, between 1 October 2016, when the current EASS contract started, and 31 October 2017 there were 590 contacts from disabled people about harassment or victimisation, out of a total of 11,817 disability-related calls.</p><p>In 2016/17 5,558 disability hate crimes were recorded by the police. Not all incidents of bullying will be classed as hate crimes or even reported to the police; however, there may be some instances that escalate to become disability hate crimes.</p>

star this property answer text <p>The EFRA Committee looked at the issue of third party sales in some detail as part of its review on animal welfare and domestic pets. The transcript of the Committee’s evidence and the final report note there were mixed views on the consequences of a ban on third party sales of puppies. The Committee divided on this recommendation. During the EFRA Committee’s review, my department received briefing material from two stakeholders, Blue Cross and the Dogs Trust in which they outlined their concerns about a ban on third-party sales of puppies, including the risk of sales going underground.</p><p> </p><p>To address the concerns about breeding and sale of puppies, we are planning to bring forward regulations that would ensure that anyone in the business of selling pets, whether online or in a pet shop, will need a licence, and they would have to abide by a statutory animal welfare code for dogs. The regulations will tighten up the controls on dog breeding, pet sales and other licensable activities involving animals, applying up to date statutory animal welfare standards and give local authorities new powers on enforcement which will deal with the issue.</p>
