star this property answer text The UK has been clear that any solution to the conflict in the Donbas must be political not military and that the Minsk II Agreement provides a framework to resolve the conflict. Both sides need to be meeting their commitments under the Minsk agreements, but Russia remains fundamentally responsible for creating this conflict and continuing to maintain it through its political and material support for separatist forces. With respect to the recent law passed in Ukraine on Reintegration of the Temporarily Occupied Territories it is important to remember that Russia's territorial aggression in the Donbas and Crimea, and its broader efforts to undermine and destabilise Ukraine, represent a fundamental challenge to the rules-based international order and a threat to regional security. It is for the Ukrainian government to determine how it organises its response to this aggression. more like this

We also thank the departing representative, Mr Todd Howland, for his leadership of the UN Office for Human Rights in Colombia since 2012. The office has played a vital role in supporting those working to improve human rights in Colombia. In December 2017, I was pleased to announce a package of support for Colombia’s peace process that included £400k in financial support for the UN Office for Human Rights.</p> more like this

star this property answer text <p>​We regularly discuss the need for a political settlement in Syria with the Government of Turkey. These discussions cover the needs of all Syrians. The Foreign Secretary most recently spoke to Turkish Foreign Minister Cavusoglu about Syria on 24 January. Within Turkey we have consistently called for the PKK to lay down its arms and for the government and the PKK to return to peace talks. We stand ready to help achieve this goal in any way we can.</p> more like this

star this property answer text <p>​We have not seen any verifiable evidence of breaches of international humanitarian law. Any such allegations should be thoroughly investigated by the appropriate bodies. The Turkish Government has assured the Foreign and Commonwealth Office that it is working to minimise civilian casualties. Turkish forces are trained in the Law of Armed Conflict and International Humanitarian Law, and we have discussed with Turkey the importance of pressing all actors in the Syrian conflict to comply fully with international conventions and norms. Alistair Burt, Minister for the Middle East reinforced these messages during his visit to Turkey on 21-23 March.</p> more like this

The Prime Minister did so most recently when she met her Turkish counterpart on 27 November 2017. The Foreign Secretary and I have also raised the issue. We continue to urge Turkey to ensure that all citizens receive appropriate and fair treatment under Turkish law and that their human rights are fully respected.</p> more like this

star this property answer text <p>​We are closely following the latest developments in Afrin. Arms exports to Turkey, like all other countries, are subject to export controls. Applications are considered on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria, known as the Consolidated Criteria. Decisions are based on the most up-to-date information and analysis available, including reports from our overseas network and military contacts. The Consolidated Criteria provide a thorough risk assessment framework and require us to consider the impact of providing equipment and its capabilities. We do not issue export licences where, for example, we assess there is a clear risk that the goods might be used for internal repression or used aggressively against another country. We keep our approach to all countries under continual review.</p> more like this
