However we recognise crowding is an issue and in 2016-17 the average percentage of prisoners in crowded accommodation was 24.5%.</p><p>Our reforms will see us close down and redevelop ageing prisons and deliver high-quality, modern establishments fit for today's demands. This guidance is designed to support primary and secondary schools in addressing homophobic, biphobic and transphobic bullying. The new guidance reflects the latest equalities legislation, enabling schools to be inclusive environments where all pupils are treated with dignity and respect in line with the Church of England’s Vision for Education.</p><p>The guidance has been distributed to every Church of England primary and secondary school along with every Diocesan Director of Education. This guidance has been welcomed by the schools and Directors of Education. 	answer	answer is ministerial correction date of answer 12/12/2017 answer text <p>Under the current Organisation for Economic Co-operation and Development’s (OECD) Development Assistance Committee (DAC) rules the three hurricane affected Overseas Territories, Anguilla, the Turks and Caicos Islands and the British Virgin Islands, are not eligible to receive Official Development Assistance (ODA) due to their Gross National Income (GNI) per capita being above the ODA eligibility cut off point. The United Kingdom (UK) Government has committed £142 million of non-ODA funding to the hurricane relief effort in the Overseas Territories. In addition up to £300 million of loan guarantees will be available to help the affected Overseas Territories access the funds needed to Build Back Better. As the recently published progress report sets out, in most respects the UK already complies with, or goes further than the Convention requires. We have significantly strengthened the legislative framework; introduced new protective tools; and issued a range of guidance and support for frontline professionals.</p><p><strong> </strong></p><p>We have always been clear on our commitment to ratifying the Convention. The Domestic Abuse Bill will be another step towards meeting that commitment by extending extraterritorial jurisdiction over offences required by the Convention which, for England and Wales, is the final legislative step necessary for ratification. We are committed to consulting widely as we develop the proposals for the draft Domestic Abuse Bill. We are keen to hear from experts, including charities, service providers and legal experts, to understand their views and ensure that the voices of domestic abuse victims and survivors are heard. This will take place shortly.</p><p> </p><p>As the criminal law and the majority of the areas covered by the Convention are devolved to Scotland and Northern Ireland, the Devolved Administrations are considering what legislative or other changes are necessary for compliance with the Convention in their territories. The action plan is based on four key strands: ensuring effective support for victims and survivors; effective policing; ensuring that relevant legislation is understood and consistently applied; and working with retailers to restrict access to acids and other harmful corrosive substances.</p><p> </p><p>We are also consulting on new legislative proposals on new offences in respect of selling the most harmful corrosive substances to under 18s and possession of a corrosive substance in a public place.</p><p> </p><p>On moped related crime, the Government is working with motorcycle and insurance industry leaders, the police, the Local Government Association, charities and representatives from the motorcycle riding community to identify a set of actions so that more can be done to prevent these crimes. This work sits alongside the review we have announced into the law, guidance and practice in relation to police pursuits and response driving.</p><p>Officials have had discussions with Uber and UberEats about their concerns about assaults being committed against their drivers and couriers.
