star this property answer text <p>On an annual basis Network Rail spends more than £3.5m yearly removing graffiti. Network Rail must prioritise its expenditure on safety critical matters and those affecting the operation of the railway. For those cases that involve offensive graffiti, Network Rail will do all it can to remove this as quickly as possible.</p><p> </p><p>In December 2017 the Department launched the refreshed Secure Stations Scheme. The scheme provides an opportunity for Train Operating Companies to demonstrate how they are working with the British Transport Police to reduce crime including issues such as vandalism and graffiti at stations.</p><p> </p><p>The British Transport Police has formed a National Working Group to tackle graffiti and meet with Train Operating Companies monthly. It’s Crime Reduction Advisors work with railway businesses companies on security for sidings and sheds, stations and trains. Train operating companies and the British Transport Police also work with Community Rail Partnerships and station adoption groups on local measures to remove and deter graffiti.</p><p> </p><p> </p>

star this property answer text <p>The Department regularly works with Network Rail, the British Transport Police and Train Operating Companies to tackle instances of vandalism on the UK rail network. Earlier this year we jointly launched a new campaign - ‘You Vs Train’. The campaign raises awareness about the dangers of trespassing, with the intention reducing instances of future trespassing and acts of vandalism.</p><p> </p><p>At a local level Community Rail Partnerships and station adoption groups work with local communities and the rail industry to improve stations and deal with less safety critical instances of vandalism.</p><p> </p> more like this

star this property answer text <p>HM Treasury, along with other government departments, has access to the Westminster Play Scheme, which is run by a private sector childcare provider called ‘Tinies’. This is available during school holidays (half terms and summer break). The total cost to HM Treasury for the last financial year (01/04/2016 to 31/03/2017) was £2,558.50. As this is an external provider we are unable to confirm total cost per child.</p> more like this

star this property answer text <p>Under the terms of the Franchise Agreement there is a performance regime which deals with poor performance in the areas of cancellations, delays and reduced capacity. Under the Delay Repay scheme, Northern passengers are entitled to compensation if a delay to their train journey means they are delayed in reaching their destination by 15mins or more. Delay Repay for those journeys delayed 15mins or more was announced by the Secretary of State later last year and introduced by Northern on 16 December 2018. As part of this, the Secretary of State has tasked Richard George, an independent industry expert, to assist with railway industry performance improvement in the region covered by TfN. The Secretary of State has no hesitation in enforcing that any of his rights under the Franchise Agreement for operators not fulfilling their contractual obligations.</p><p> </p> more like this

star this property answer text <p>The forthcoming South Eastern franchise agreement includes a Short Formation regime in Schedule 7.1 where there is a financial incentive to ensure the franchisee meets the train formations agreed, which varies depending on the level of failure. Any income from this regime has to be invested in the franchise. In addition, poor performance in this area can be regarded as a breach in terms of the contract.</p> more like this
