Network Rail must prioritise its expenditure on safety critical matters and those affecting the operation of the railway. For those cases that involve offensive graffiti, Network Rail will do all it can to remove this as quickly as possible.</p><p> </p><p>In December 2017 the Department launched the refreshed Secure Stations Scheme. The scheme provides an opportunity for Train Operating Companies to demonstrate how they are working with the British Transport Police to reduce crime including issues such as vandalism and graffiti at stations.</p><p> </p><p>The British Transport Police has formed a National Working Group to tackle graffiti and meet with Train Operating Companies monthly. It’s Crime Reduction Advisors work with railway businesses companies on security for sidings and sheds, stations and trains. Under the Delay Repay scheme, Northern passengers are entitled to compensation if a delay to their train journey means they are delayed in reaching their destination by 15mins or more. Delay Repay for those journeys delayed 15mins or more was announced by the Secretary of State later last year and introduced by Northern on 16 December 2018. As part of this, the Secretary of State has tasked Richard George, an independent industry expert, to assist with railway industry performance improvement in the region covered by TfN. GTR has confirmed that it has put in place some operational changes during the last week which we expect to improve the situation, and officials will continue to monitor performance to ensure that there is an improvement.</p><p> </p><p>Brand new trains with more capacity are replacing old 1970s rolling stock on the Great Northern Line which will transform the passenger experience on this line. They are currently being introduced into service and will provide additional passenger benefits such as WiFi, air conditioning and a plug socket at every seat. Drivers are currently training on the new rolling stock which has reduced GTR’s staffing resilience, and has contributed to the level of cancellations. The Government is not aware of any plans by franchised operators to reduce the number of guards rostered on train services, and it welcomes the commitments made by Northern and South Western that a guard will continue to be rostered on every train after the introduction of Driver Controlled Operation (DCO).</p><p> </p><p>The ORR, the independent rail regulator, and the Rail Safety and Standards Board (RSSB) have found that DCO is safe. This was based on analysis of the National Travel Survey. The Department continues to review its forecasts, including analysing the impact of flexible working. The Departments’ guidance feeds into business cases for rail investments and franchise analysis. The guidance is called ‘WebTAG’ and is published on the Department’s website</p></li><li><p>The ‘Latest Evidence on Factors Impacting Road Traffic Growth’ review published by the Department in May 2018 included reviews of tele-commuting and the impact of e-commerce and social media on travel.
