A UK sub-contractor is erecting the modular system, which is made from high tensile galvanised steel supplied from Germany, through a UK-based company.</p><p>The modular scaffolding system is supported by a steelwork gantry. The steelwork for the gantry has been procured through a UK manufacturer (Sir Robert McAlpine’s sub-contractor). Costs are incurred for labour, both directly employed and specialist contractors, as well as transportation for items held in storage off site and the works required to the security barriers around St Stephens entrance.</p><p>Costs are split between the House of Commons, who pay 60%, and the House of Lords, who pay 40%. This is well below the national average for the catering industry of 5%. The Sustainable Restaurant Association has rated the House of Commons as a good practice organisation in respect of food waste. We take various measures to monitor and reduce the amount of food waste from catering outlets. There are a number of ways that we are able to help minimise our food wastage:</p><ul><li>We have menu plans and cycles which enable orders to be thought out in advance.</li><li>We make the vast majority of dishes fresh in-house. This enables us to improvise if products need to be used up and we can use short life products in smoothies, soups and salads for example.</li><li>Stock is regularly counted and order volumes are considerate of stock-in-hand.</li><li>Dates are checked regularly on ambient food products and any short life products are issued to the kitchens and used up.</li><li>For many of the high-volume protein items, these are ordered by unit rather than weight which makes portion control more accurate and less prone to over ordering.</li><li>Venue orders are checked by a purchasing team for accuracy to ensure that orders and volumes are accurate and in line with historic figures.</li><li>Our kitchens make salad items in-house meaning they are able to cook-off and utilise any surplus protein products effectively.</li><li>Stock is always rotated using first in first out principles.</li><li>We utilise various smart storage methods and materials to help prevent premature spoilage.</li><li>Some products are frozen if not used on the day.</li><li>Products which show high levels of wastage are changed, so for example some high frequency/low volume lines are now frozen which enables portion control.</li><li>Any hot food that we have which is reusable is both transferred immediately where it can be used or blast chilled within food safety requirements and used the following day.</li></ul><p><br>In the case of sandwiches, any unsold products are returned to the supplier and they in turn assist with adjusting future order quantities. 	answer	answer is ministerial correction date of answer 01/02/2018 answer text <p>In response to a Post Office Counters Ltd (POCL) request under its Memorandum of Understanding with both Houses of Parliament, the House of Commons Administration Committee agreed a change to the opening hours of the Post Office counter located in Members Lobby. This change altered the closing time of the counter on Sitting Days from 2200 to 1900.</p><p>Because of the timing of the 2017 General Election and the delay in setting up Domestic Committees, the Administration Committee was notified of the change some considerable time after POCL gave notice that it would need to reduce the opening hours for staffing reasons.</p><p>The decision was made at the Committee’s meeting on 11 December 2017, and implemented from 8 January 2018. Whilst there was no House-wide consultation with hon. In general, this shows that the Pass Office is receiving an increased volume of calls. This reflects a 17% increase in the number of pass applications, from 10,849 in 2017 to 12,940 in 2018. In particular, the Pass Office experienced a large increase in calls following the Christmas break. This coincided with a period when the Pass Office was suffering from staff shortages. While this is now being addressed, it has meant that the office currently has fewer people dedicated to responding to calls, as the back-office team also perform duties such as processing security clearance applications.</p><p>The Pass Office is keen to ensure good customer service. As calls to the Pass Office are often to check on the status of applications, callers are being advised to email the Pass Office with the relevant information. This is so that Pass Office staff can then respond more effectively and swiftly to these enquiries. Whilst the issue of supplementary heating has not been raised by any of the Doorkeepers through the usual management channels, I can confirm that the situation has already been assessed and a simple solution, involving the closing of a fire door, has been identified, which will be implemented immediately, subject to consultation with the fire safety team. In addition, the high level windows in library corridor, which had been contributing to a cold draught in the corridor, have now all been closed.<br></p><p>The Doorkeepers are on post for a maximum of 30 minutes at a time, and the post is rotated daily between a team of 11 Doorkeepers, so the team should find that the proposed solution will deliver immediate benefits to their working environment.<br></p><p>The Library Corridor is not presently heated. 	answer	answer is ministerial correction date of answer 21/04/2020 answer text <p>Enabling remote working for Members’ staff, Commons staff and shared services staff is a key priority in the Parliamentary Digital Service response to Covid-19.</p><p>One aspect of this focus is the provision of emergency laptops to those who are normally equipped with desktop computers. There is a reasonable laptop stock available, but it should be noted that market supply has been severely disrupted.</p><p>A digital coaching service for Members and their staff has been mobilised to provide help and best practice guidance on working remotely. Parliamentary Digital Service has distributed advice and guidance to all Members and their staff explaining how to access parliamentary services remotely, including from their own personal computers, how to connect to local printers from Parliamentary laptops and optimising the use of Skype for Business. This guidance is being updated daily and extended based on need.</p><p>All services managed by the Digital Service can be accessed remotely from a Parliamentary laptop. There are a few procedural services which require specific additional remote access tools to use. These can be enabled upon request if required. It is not expected that any of the parliamentary services used by most Members and their staff would fall into this category.</p><p>The Digital Service has a three-phase strategy in its response: respond, embed and enhance. The first two are focused on helping users make best use of the parliamentary services.
