star this property answer text <p>Time spent in temporary accommodation means that no family with a child ever has to be without a roof over their heads. The number of households in temporary accommodation is well below the peak over a decade ago, in 2005.</p><p>But temporary accommodation is an intermediate measure. This government changed the law to allow councils to place families in decent and affordable private rented homes. This means homeless households do not have to wait as long for settled accommodation, spending less time in temporary accommodation.</p><p>We have also replaced DWP’s Temporary Accommodation Management Fee with a Flexible Homelessness Support Grant which local authorities can use more strategically to prevent and tackle homelessness. This amounts to £402m over the two years from 2017/18.</p><p>This government is implementing the most ambitious legislative reform in decades, the Homelessness Reduction Act, which significantly reforms England’s homelessness legislation, ensuring that more people get the help they need earlier to prevent them from becoming homeless in the first place.</p><p>The Act places duties on local authorities to intervene at earlier stages to prevent homelessness in their areas. It also requires local authorities to provide new homelessness services to all those affected, not just those who are protected under existing legislation.</p><p>I will place detailed figures in the Library of the House.</p><p> </p>

star this property answer text <p>The review of absent voting procedures, including the timescale for completion, is an operational matter for the Chief Electoral Officer for Northern Ireland.</p><p> </p><p>Once the review process is complete the Chief Electoral Officer will write to Northern Ireland Office Ministers to inform them of her findings. Any recommendations will be considered carefully and a copy of the letter will be placed in the libraries of the House.</p> more like this

star this property answer text <p>The administration of proxy votes, including any related engagement with the PSNI, is an operational matter for the Chief Electoral Officer.</p><p> </p><p>The Chief Electoral Officer has regular discussions with Government Ministers and officials on a range of issues relating to elections and electoral registration, including absent voting procedures.</p><p> </p><p>The Chief Electoral Officer is currently carrying out an administrative review of all operational procedures in respect of absent voting in Northern Ireland and the Government will consider carefully any recommendations that result from this review.</p><p><br></p> more like this

star this property answer text <p>In the draft National Planning Policy Framework we have consulted on a revised definition of affordable housing for planning purposes. The proposed definition does not remove social rent as a type of affordable housing. The Government’s rent policy sets out guidelines for rent setting for social rent properties and is specifically referenced in the proposed definition. We are considering whether any further amendments to the definition are needed in the light of the comments received, and intend to publish a final version this summer.</p> more like this

star this property answer text <p>We have listened to local authorities who asked for additional borrowing to deliver more housing. We recently announced that we will raise the Housing Revenue Account borrowing cap by a total of up to £1 billion in areas of high affordability pressure, for local authorities who are ready to start building new homes. Local authorities will be able to bid for increases in their caps from 2019-20 to 2021-22.</p><p>We have also announced that we are providing an additional £2 billion, taking the affordable homes programme 2016-21 to £9 billion overall. This is to deliver more affordable housing for social rent in areas of acute affordability pressure, for which local authorities will be able to bid.</p><p>Additionally, we are supporting local authorities to build more homes through a longer term rent deal that provides a stable investment environment.</p><p>Together these measures will help to deliver the new generation of council house building that the Prime Minister announced recently.</p>

star this property answer text <p>The National Planning Policy Framework (NPPF) sets out the government’s planning policies for England and how these are expected to be applied. This is supported by planning practice guidance.</p><p>The NPPF recommends that local planning authorities plan for a diverse range of housing however it is their responsibility to determine affordable housing policies, and to assess planning applications accordingly. It is up to local authorities to determine their policies for affordable housing, and to determine their planning applications accordingly.</p><p>Where local policies indicate that affordable housing provision is necessary, Section 106 of the Town and Country Planning Act 1990 requires developers to enter into obligations to provide affordable homes. These obligations must be fully justified and evidenced.</p> more like this
