star this property answer text <p>We published Improving Lives: Helping Workless Families in April 2017 where we announced a spend of up to £30m to launch the new Reducing Parental Conflict Programme. Planned spend in 17/18 is £5.91m. Funding allocations to projects/business areas in future years are decided on an annual basis and are subject to internal prioritisation.</p><p>The funding that was announced as part of the 2017 Autumn Budget, safeguards £15m pa investment on relationship support/parental conflict in 18/19 and 19/20. DWP has no plans to fund other projects than those mentioned in the budget statement, however, strengthening families is a cross-government objective and other government departments will be able to confirm their own plans in this area.</p> more like this

star this property answer text <p>The Healthcare Safety Investigation Branch (HSIB) began work in April 2017 to conduct high-level investigations of serious patient safety incidents in the National Health Service in England with a specific focus on system-wide learning and improvement.</p><p> </p><p>In November 2017, my Rt. hon. Friend the Secretary of State announced that, from April 2018, HSIB would investigate all cases of early neonatal deaths, term intrapartum stillbirths and cases of severe brain injury in babies, as well as all cases of maternal death in England. HSIB did not conduct investigations in these areas in 2017.</p><p> </p><p>The new investigative approach will begin in a single region from April 2018 and rollout to all areas of England will be completed by the end of March 2019. It is estimated that there are approximately 1,000 cases of birth-related deaths or serious brain injuries in babies in England every year. The expectation is that the learning from investigations will spur system improvements leading to fewer deaths and injuries in the future.</p><p> </p><p>The Secretary of State has been clear that the HSIB maternity investigations will involve patients and families in investigations. In carrying out the maternity investigations, the HSIB will consult and seek evidence or information from the patient, family members and staff involved in the care. In addition, the HSIB will share draft reports with family members, inviting comment, and provide family members with the final report.</p>

star this property answer text <p>It is the responsibility of social care provider organisations to ensure their employees are suitably qualified, competent, skilled and experienced. They are also responsible for ensuring their employees receive appropriate support, training and professional development, to enable them to carry out the duties they are employed to perform.</p><p> </p><p>The role of the Care Quality Commission (CQC) is not to assess work place training within the care sector or if the correct training provision is provided. The CQC’s remit is to understand whether or not the regulated provider can demonstrate that they have adequate numbers of appropriately skilled, competent and knowledgeable staff in place to meet the needs of those they provide a service to.</p><p> </p><p>Where the CQC observes or has evidence that staff are not being supported, trained or enabled to do their job safely or effectively, and determines that this has an impact on the quality and safety of care people are experiencing, it may take action.</p>

star this property answer text <p>Commissioning social care is a matter for local authorities who are best placed to understand the needs of local people and communities, and how best to meet them. This includes understanding local needs for residential and nursing care home beds. For this reason, the Care Act 2014 placed duties on local authorities to shape their local markets so that there is an adequate supply of provision which ensures all adult social care service users have a choice of high quality services.</p><p> </p><p>Hemsworth constituency is in Wakefield local authority. Wakefield’s number of care home beds has been stable at around 2,800 over the past five years, whilst its number of domiciliary care agencies has grown by around 25%.</p><p> </p><p>The Government has given councils access to up to £9.4 billion more dedicated funding for social care over three years. The action we have taken means that overall, councils are able to increase spending on adult social care in real terms for each of the three years from 2017/18.</p>

star this property answer text <p>The Department and NHS England expects clinical commissioning groups (CCGs) to take both NHS England and National Institute for Health and Care Excellence guidance into account in formulating local polices, and for prescribers to reflect local policies in their prescribing practice.</p><p> </p><p>In March 2018, CCG guidance was published on conditions for which over the counter items should not be routinely prescribed in primary care. This covers 35 minor conditions, including recommendations on the use of emollients for self-care of mild dry skin. The recommendation in this guidance only applies to those with mild dry skin or mild irritant dermatitis. If CCGs have implemented the guidance as intended, patients with moderate to severe eczema will still be able to receive their emollients on prescription as it is a chronic condition.</p><p> </p><p>NHS England has also recently run a consultation on ‘Items which should not routinely be prescribed in primary care: an update and a consultation on further guidance for clinical commissioning groups (CCGs)’. This included proposals around the proscribing of emollient bath and shower preparations (it did not cover all emollients, which come in a range of other formulations).</p><p> </p><p>Variation of prescribing of emollient bath and shower preparations was reviewed and published as part of the consultation undertaken from 28 November 2018 – 28 February 2019.
