answer text
The freehold title for the QEII Conference Centre is currently held by the Department for Levelling Up, Housing and Communities (previously the Ministry for Housing, Communities and Local Government). Since 2018 House of Lords officials have been involved in discussions with officials at DLUHC (then MHCLG) regarding potential use of the QEII Conference Centre by the House of Lords as part of the Restoration and Renewal (R&R) programme. This has included exploring the terms of any possible acquisition of the building for the purposes of housing the House of Lords during the R&R programme and seeking to understand the associated costs, risks and liabilities.

This follows the QEII Conference Centre having been identified as the preferred decant location for the House of Lords, in line with the recommendation by the Joint Committee on the Palace of Westminster in 2016; a recommendation which was agreed by the House of Lords Commission in September 2018, subject to further feasibility work being undertaken.

answer text
The HIV Oversight Group has been formed with key HIV stakeholders, including civil society organizations who represent women, black, Asian and minority ethnic communities, trans, non-binary and gender diverse individuals, and in addition, networks of community advocates and people living with HIV to support the development of the HIV Action Plan. Specific discussions have not yet been held with those representing traveller communities.

Through these member organisations, the HIV Oversight Group aims to ensure that the intersectional voices of people living with HIV, especially those from vulnerable and disadvantaged groups, are fairly represented during the development process and in the final Action Plan. The recommendations of the HIV commission will be actively considered during the development of the HIV Action Plan.
more like this

question text Her Majesty's Government what assessment they have made of the extent to which the prevention of multiple voting in the same election by the same person using different addresses may require a change to the electoral registration process such that an individual may only be included on a particular register for a general election, regional assembly or referendum from somewhere other than their sole address, if that individual has been resident at that alternative address on most days in the preceding year more like this

answer text
Voting more than once at a General Election is a crime which carries an unlimited financial penalty. Any evidence of an individual who is suspected to have voted twice at the General Election should be reported to the Police for investigation. In addition, the presiding officer at a polling station may ask any elector if they have already voted, and may withhold a ballot paper from an elector if they do not answer the question satisfactorily. The electoral register is marked to record the issuing of ballot papers to individuals at polling stations; there are electronic records of the issuing of postal votes representing an equivalent to the marked register for some electors. These records can already assist with an investigation should any voting irregularities be suspected.

There are a number of significant technical and practical barriers, as well as security and privacy concerns, relating to implementing a national electoral registration database. The Government has no plans to create such a database.
