star this property answer text <p>The Government does not collect data on the number of workers earning less than the personal allowance who are also members of pension schemes that operate a net pay system. The Government does not hold employee level data on employees enrolled in net pay pension schemes, as such schemes are not obliged to report pension contributions to HM Revenue and Customs. The Government does not, therefore, hold information on the value of tax reliefs paid out to employees in net pay schemes.</p><p> </p><p>The latest official analysis of the eligibility of workers for automatic enrolment was published on 13 October 2016 in ‘Workplace Pensions: Update of analysis on Automatic Enrolment’. Information on age and earnings breakdowns for all workers can be found in table 3a on page 6.</p><p> </p><p>The Pensions Regulator provides guidance to employers on choosing a pension scheme for their staff in order to discharge their statutory obligations under automatic enrolment. This guidance covers the choice between net pay and relief at source schemes, and the implications of net pay schemes for employees who do not pay tax. Provided an employer has selected a qualifying pension scheme for automatic enrolment, they have complied with their automatic enrolment duties with respect to scheme choice.</p>

star this property answer text <p>Data on the number of children being educated at home are not collected centrally.</p><p>Parents have a legal duty under Section 7 of the Education Act 1996 to ensure that a child of compulsory school age receives an efficient and full-time education suitable to its age, ability and aptitude, and any special education needs - either by regular attendance at school or otherwise. ‘Otherwise’ includes education at home. There are no other specific requirements relating to the content of such education, unless a child has a statement of special educational needs or an Education and Health Care Plan, which can specify that the child is being educated at home. If it does, the local authority is under a duty to ensure the provision specified is made.</p><p>Parents choosing to educate at home take on the responsibilities involved, including financial responsibility. There is no entitlement to support. Some local authorities offer guidance, and there are other organisations which offer guidance or provide part-time education in specific subjects to supplement home education.</p>

star this property answer text <p>Maintaining nuclear safety within Defence is paramount and continuously assessed. It is independently regulated in accordance with legislative requirements by the Office for Nuclear Regulation (ONR) and, where exempt, by the Ministry of Defence's (MOD) independent nuclear regulator, the Defence Nuclear Safety Regulator (DNSR). All events, incidents and near misses are recorded across the full spectrum of International Atomic Energy Agency Nuclear Event Scale ratings. Each nuclear licensed and authorised site is required to maintain records and demonstrate learning as part of the routine regulatory engagement process.</p><p> </p><p>The MOD also has Ministerial Reporting Criteria for nuclear events which align with those used by the civil sector. As well as Defence Ministers, the reporting criteria requires the MOD to inform, as appropriate, the ONR, the Environment Agency and the Scottish Environment Protection Agency. In addition, any events are routinely discussed with established Local Liaison Committees. I can reassure the noble Baroness that MOD nuclear programme activities are demonstrably well within accepted civil nuclear safety standards. I can confirm that since 2000 events and incidents have not challenged these standards and that the health of the public, the environment, and our workers remain safe. The MOD is not complacent and all incidents assessed as having safety significance are fully analysed to establish the root cause and measures put in place to prevent recurrence.</p><p> </p><p>Further information can be found in the annual DNSR Reports publications, and copies can be found at:</p><p> </p><p><a href="https://www.gov.uk/government/publications/defence-nuclear-environment-and-safety-board-assurance-reports" target="_blank">https://www.gov.uk/government/publications/defence-nuclear-environment-and-safety-board-assurance-reports</a></p><p> </p><p>The information regarding all incidents over the last 30 years is not held centrally and can be provided only at disproportionate cost.</p><p> </p>
