star this property answer text <p>The Government is committed to making the aspiration of homeownership a reality for as many households as possible and consequently operates a range of schemes that aim to increase the supply of low-deposit mortgages for credit-worthy households, including first-time buyers, increase the availability of new housing, and stimulate economic growth. These include the Mortgage Guarantee Scheme, which is open until the end of June 2025. We also help first-time buyers to save for a deposit through the Lifetime ISA and Help to Buy: ISA.</p><p>Over 876,000 households have been helped to purchase a home since spring 2010 through government-backed schemes.</p> more like this

star this property answer text <p>If a buyer or seller pulls out of a transaction once contracts have been exchanged, they are often already legally obliged to pay compensation to the other party. The amount of compensation will depend upon the individual contract, but it is intended to go towards costs accrued in the transaction, such as legal costs and search fees. Home buyers and sellers are also able to voluntarily enter into reservation agreements in advance of exchange, which can provide protection when property transactions fall through.</p> more like this

star this property answer text <p>HMRC publishes monthly data on UK Residential Property transactions and their latest seasonally adjusted data is available up to August 2021.</p><p>This data shows that in the 19 months since the UK left the EU there have been 1,996,090 transactions and this compares with 1,871,840 transactions in the 19 month period prior to leaving the EU. <br> <br>The volume of property transactions is influenced by a large range of factors and differences should not be attributed to any single factor. For example, the figures for the period after leaving the EU will include the impact of Covid restrictions and temporary changes to Stamp Duty rates.</p> more like this

star this property answer text <p>We recognise that the process for buying and selling homes in England and Wales can be frustrating. In our response to the Call for Evidence for improving the home buying and selling process, we set out actions we will take to make the process more efficient and less costly.</p><p>One part of this work is encouraging the adoption of voluntary reservation agreements. These would see buyers and sellers committing to the sale once an offer has been accepted and may include both sides making a financial commitment which would be surrendered to the other side if the party withdraws without good reason. These agreements will provide more certainty for both sides as the sale moves forward to completion; reducing the risk of parties withdrawing from transactions. In the event a party does withdraw the other side may get some financial compensation to cover their costs.</p><p>In order to be widely taken up, reservation agreements need to be attractive to buyers and sellers, and promoted by estate agents and legal representatives. Following behavioural insight research, work is now continuing to develop the agreements to make them an effective tool in improving the efficiency of home buying and selling and we hope to be able to evaluate their effectiveness next year.</p><p> </p>

star this property answer text <p>We recognise the adverse effect that large numbers of second homes can have on some areas, and that is why we have introduced a series of measures to help mitigate those effects, including introducing higher rates of stamp duty for purchases of additional properties, such as second homes.</p><p>We are committed to supporting first time buyers, and ensuring that enough homes are built in the places where people and communities need them. Our new First Homes scheme will provide new homes at a discount of at least 30 percent, prioritised for local first-time buyers. <br> <br>Over 734,000 households have been helped to purchase a home since Spring 2010 through Government-backed schemes such as Help to Buy: Equity Loan and Right to Buy. This included making mortgage holidays available to all mortgage holders for up to 6 months support for consumers struggling with mortgage payments; consumers have until 31 March 2021 to apply and all holidays must be completed by 31 July. We also brought in a temporary Stamp Duty Land Tax cut in order to encourage and maintain confidence in the property market.</p><p> </p><p>The Government does not seek to intervene in individual home purchases, but, we have worked with industry on a range of measures to make the process of buying and selling homes quicker, cheaper and less stressful. For example, we published &quot;how to &quot; guides to lead consumers through the process, ensured estate agent referral fees are transparent, set an 10 day turnaround for searches and started work to test reservation agreements which will increase commitment between buyers and sellers.</p> more like this

That is why we are considering all levers at our disposal, including reforms to the planning system, to increase the supply of discounted homes for local people to buy, as well as increasing the supply of homes overall.</p><p>We have also taken steps to reduce the numbers of long-term empty homes in England by bolstering local authorities powers and incentives to tackle empty homes. Local authorities have the discretion to increase the maximum level of premium charged on properties that have been empty for more than two years from 50 per cent to 100 per cent extra council tax. star this property answer text <p>It is vital that as housing supply increases, the quality of new build homes continues to improve. In our Housing White paper, published earlier this year, we set out our ambition for a housing market that works for everyone. We expect all housing developers to deliver good quality housing, to deliver it on time, and to treat house buyers fairly.</p><p>Where something goes wrong, house builders and warranty providers should fulfil their obligations to put this right. The industry-led Consumer Code for Homebuilders, where applicable, also provides protection to purchasers of new homes.</p><p>Last year the All Party Parliamentary Group for Excellence in the Built Environment produced a report called <em>More Homes, Fewer Complaints</em>, which made a series of recommendations to improve quality and redress. One of their recommendations was to establish a New Homes Ombudsman. We are considering this as part of our wider ambition to improve redress arrangements in all parts of the housing market.</p><p>We also want to make the homebuying process cheaper, faster and less stressful. In October we launched a call for evidence on the home buying and selling process in order to gather views from industry about areas for improvement, and from the public about parts of the process they find most difficult to navigate.</p>

star this property answer text <p>The Government identified that tackling onerous ground rents and leasehold houses were priorities in the Housing White Paper.</p><p>We are also working closely with the Law Commission on leasehold reform, building on their 13<sup>th</sup> programme of law reform consultation which had a significant response – over 1,000 submissions – on residential leasehold.</p><p>We are reviewing issues relating to leasehold and will provide further information shortly.</p> more like this
