These complexity levels were determined by each Commissioning Body.</p><p> </p><p>I can confirm that the contract sets out the minimum level of qualification and experience a language professional is required to have in order to work on each complexity level of booking. 	answer	answer is ministerial correction date of answer 26/01/2017 answer text <p>To ensure a high and consistent level of fulfilment across all geographical areas and in rare languages, thebigword have partnered with a number of subcontractors, namely: Global Language Services Limited, Cintra Translations Limited, Debonair Languages Ltd, Supreme Linguistic Services Ltd, Mango Spice Language Solutions, J-anne Interpreting and Translation Service Limited, Global Translation Services and Language River.</p><p> </p><p>Thebigword must ensure that its subcontracts contain obligations no less onerous on the sub-contractor than those imposed on them by the Ministry, including those relating to quality and performance standards. Thebigword are also responsible for carrying out audits to ensure subcontractor adherence to the contract service specification.</p><p> </p><p>All language professionals provided by thebigword, whether directly or via subcontractor, will be subject to ongoing quality assurance provided by The Language Shop. This is evident for all young offenders, including those who identify as Gypsy, Roma and Traveller (GRT).</p><p> </p><p>It is noteworthy, however, that in the 2015/16 ‘Children in Custody’ report that describes the number of GRT children in young offender institutions (YOI), that participation in education, work or vocational or skills training in custody is higher for those identifying as GRT in YOIs when compared to the rest of the cohort.</p><p> </p><p>In December we set out our response to Charlie Taylor’s review of the youth justice system and how we will improve outcomes for young people across the youth custodial estate. 	answer	answer is ministerial correction date of answer 06/03/2017 answer text <p>The Youth Justice Board (YJB) is planning to stipulate the future collection of ethnicity data based on the ‘18+1’ ethnicity categories used in the 2011 Census (which includes ‘Gypsy or Irish Traveller’ as a separate category) as part of its Annual Data Recording Guidance. This guidance will be issued to Local Authority Youth Offending Teams (YOTs) by the start of the new reporting year in April 2017. Once this guidance is issued, YOTs, the YJB and the secure estate will need to make changes to their various IT systems. This requires updating over 150 systems and the technical standards between them.</p><p> </p><p>The YJB estimate that the changes will be implemented by spring 2018. We recognise that problem-solving approaches can provide alternatives to a traditional court process, and may lead to improved outcomes for children and their families. 	answer	answer is ministerial correction date of answer 16/05/2019 answer text <p>Carrying on the youth justice reforms from 2017, we are providing funding for every Prison Officer in the Youth Custody Service to undertake a youth justice qualification and, on completion, transition into a new youth justice specialist role on promotion and at a higher pay-grade. Over 400 frontline staff are currently enrolled on this qualification.</p><p> </p><p>To better support young people in custody, we are rolling out the Custody Support Plan (CuSP) and implementing the use of Promoting Risk Intervention by Situational Management (PRISM). CuSP will provide each young person with a personal officer to work with in order to build trust and consistency. PRISM is an evidence-based process specifically designed and tested for use within custodial institutions. It provides a comprehensive framework for reviewing features of an environment that are known to contribute to the likelihood and emergence of violence.</p><p> </p><p>As well as this we are working closely with the NHS on ‘Secure Stairs’, which is a new integrated approach to strengthen the provision of health care to address the needs of young people holistically and co-ordinates services through a coherent, joined up approach. That is why we set out our plans to reform the Youth Justice System in response to Charlie Taylor’s review last December, so that it is better equipped to help young people turn their lives around and play a constructive role in their communities.</p><p> </p><p>The safety and welfare of every young person in custody is our absolute priority and we are clear that more needs to be done to achieve this. We want custody to improve the life chances of children and young people in our care and to deliver improvements to education and health services within youth custody. We acknowledge that levels of violence within the youth estate are too high and outcomes for children and young people in custody are not good enough. Following the Government’s response to Charlie Taylor’s review of the youth justice system, a new Youth Custody Service (YCS) has been created to focus on performance in the Youth Secure Estate and a Youth Justice Reform Programme has been established.</p><p>The aims of the programme are to improve standards by making youth custody a place of safety, both for young people and those who work there; and to improve the life chances of young people in custody. We are investing £64 million to entrench the reform of youth custody. We will boost the number of frontline staff in youth offender institutions by 20% – 120 additional recruits, including newly trained specialist youth justice workers, equipped to tackle the needs of young offenders.
