star this property answer text <p>Published Official Statistics showing number of starts to Work Choice by benefit claimed at referral can be accessed via the following link: <a href="https://www.gov.uk/government/collections/work-choice-statistics-number-of-starts-and-referrals--2" target="_blank">https://www.gov.uk/government/collections/work-choice-statistics-number-of-starts-and-referrals--2</a></p><p>These statistics show that in the 12 months to September 2016 there were 11,450 starts to Work Choice of which 6,100 were on jobseeker’s allowance and 2,100 were on incapacity related benefits (employment and support allowance, incapacity benefit or severe disablement allowance). The additional breakdown by ESA phase is not readily available and to provide it would incur disproportionate costs.</p> more like this

star this property answer text <p>The Department for Work and Pensions and the Department of Health have published ‘Improving Lives – the Work, Health and Disability Green Paper’. The Green Paper sets out the Government’s proposals for improving work and health outcomes for disabled people and people with long-term health conditions.</p><p> </p><p>Many employers are already creating healthy, inclusive workplaces, but more needs to be done so that employers provide the support needed for employees with disabilities and long-term health conditions, including mental health conditions, to help them get into and stay in work</p><p><strong> </strong></p><p>Through the Green Paper we are asking about the barriers preventing employers from recruiting and retaining disabled people and people with health conditions, and what measures would help them in doing so. Specifically:</p><p> </p><ul><li>We are consulting on reform to Statutory Sick Pay to support phased returns to work. A phased return to work can be beneficial to both employer and employee, as it may help prevent further periods of absence or the employee falling out of work entirely;</li><li>How we can transform occupational health provision to ensure it more closely meets the spectrum of need, including the needs of employers.</li><li>The Green Paper also announced a review of the current operation of the fit note. This review will look at the current system and whether it meets the needs of its users – including employers. We are seeking views to inform this review through the consultation.</li></ul><p> </p><p>Further, the Government has asked Paul Farmer and Lord Stevenson to conduct a review into how best to ensure employees with mental health conditions are supported to thrive in the workplace and perform at their best. We will also be reviewing internally the evidence around discrimination in the workplace for people with mental health.</p><p>This review will build on our Green Paper consultation to help build the evidence base around mental health and employment.</p>

star this property answer text <p>The ‘Improving Lives – the Work, Health and Disability Green Paper’ sets out the Government’s proposals for improving work and health outcomes for disabled people and people with long-term health conditions. It seeks views on these proposals across a range of health, employer, welfare and societal issues; asking key questions like ‘what will it take to transform the employment prospects of disabled people and people with long-term health conditions?’. This consultation is still on-going and we are gathering stakeholder’s views on these proposals.</p><p> </p><p>As set out during the passage of the Welfare Reform and Work Act 2016, in addition to existing support we are investing in additional practical support for claimants with limited capability for work from April 2017, rising from £60m in 2017/18 to £100m in 2020/21. As set out in the Green Paper, employment support for claimants receiving Employment and Support Allowance includes provision in Jobcentre Plus, contracted employment programmes, and other spending such as Access to Work.</p>

star this property answer text <p>Making progress on the government’s manifesto commitment to halve the disability employment gap is central to our social reform agenda. We want to build a country and economy that works for everyone, whether or not they have a long-term health condition or disability.</p><p> </p><p>We have seen nearly 600,000 more working age disabled people in employment over the past three years. Over the same time we have seen the employment rate for disabled people increase by over 5 percentage points, where it now stands at 50 per cent. But we know that there is much more that needs to be done, so that everyone who can work is given the right support and opportunities to do so. We know that halving the disability employment gap is ambitious, and will take time to achieve.</p><p> </p><p>Improving Lives, the Work, Health and Disability Green Paper published on 31<sup>st</sup> October 2016 sets out the short-term action we intend to take to bring about change. It also asked questions on ideas for longer-term reform over this Parliament and beyond through a formal national consultation, so that our systems, sectors and social attitudes all work together to help achieve the ambition of halving the disability employment gap. The consultation closed on 17<sup>th</sup> February 2017. We are grateful to the many individuals and organizations who have submitted responses. We will now consider these carefully as we plan next steps on this important agenda.</p><p> </p>
