It is compounding the impact of humanitarian disasters, conflicts and the COVID-19 pandemic, putting millions of people at risk of food insecurity.</p><p>To date the UK has provided £7 million to FAO’s regional appeal for surveillance, control and coordination activities, and the Department for International Development (DFID) has significant humanitarian and development programmes in the affected regions that are adapting to support vulnerable communities in response to the outbreak. The Desert Locust Control Organisation for Eastern Africa, based in Nairobi, has also been using a DFID-funded super computer to predict movements of locusts and geographically target the response.</p><p>Our support is having an immediate impact. COVID-19 and the desert locust outbreak are compounding high humanitarian need already caused by residual effects of war and climate change induced disasters. Limited health infrastructure, limited diagnostic capacity, low levels of sanitation coverage and high pre-existing levels of malnutrition and morbidity raise the Eritrean population’s vulnerability. The locust outbreak is destroying crops, livelihoods and essential food supplies. The impact of COVID-19 on domestic market supply chains and household food and income sources could also be significant.</p><p>Existing humanitarian and development programmes in Eritrea are being adapted to address current food security challenges. The UK has funded life-saving activity in Eritrea for several years, including providing £4 million to UNICEF in 2019-20 to help treat malnutrition in under-fives and provide access to safe hygiene and sanitation services. The UK has provided £7 million to the UN Food and Agriculture Organisation (FAO) Regional Emergency Appeal for the locust outbreak, which includes Eritrea. DFID supports a range of interventions, including working with governments, businesses and community groups to strengthen governance of the forest sector and address the illegal timber trade, as well as public-private partnerships that promote sustainable investment in agriculture, by integrating measures to protect and restore forests.</p><p>This support does not directly target the replanting of native trees, and so data is not collected on the number of trees planted. Improved management and protection however creates the conditions needed for regeneration of native trees to take place naturally. It is affecting the regions’ ability to respond to these crises by destroying livelihoods and essential food supplies, putting millions of people at risk of further insecurity during the pandemic.</p><p>The UK is supporting the UN Food and Agriculture Organisation’s (FAO) Regional Emergency Appeal for the locust outbreak and has contributed £5 million for the spraying of pesticides on the ground and by air. Additionally, DFID Sudan has provided £2 million bi-laterally and DFID Pakistan £1 million to FAO’s response in-country.</p><p>We are also playing a leading role in the global response to COVID-19, working with international partners to slow its spread and pledging £764 million of UK aid globally to end the pandemic. Additionally, the UK is providing up to £150 million to the International Monetary Fund’s Catastrophe Containment Relief Trust to help developing countries, including many in Africa and South Asia, meet their debt repayments so they can focus available resources on tackling COVID-19. The UK has worked closely with G20 creditors and the Paris Club on a temporary suspension of debt repayments from countries that request relief, further boosting response capacities.</p><p>Finally, the UK is urgently redirecting existing programmes in Africa and South Asia to respond to the locust outbreak and the COVID-19 pandemic. Our support is having an immediate impact. Ethiopia faces the triple threat of drought and floods, the worst desert locust outbreak in generations, and Covid-19. The UN and GoE estimate that 15 million people will be in need of humanitarian food assistance in the coming months and over 4 million children and mothers will face acute malnutrition as the full impacts of the triple-threat crisis materialise. The UK is a committed partner to the Government of Ethiopia and is supporting food and nutrition responses for the most vulnerable people.
