	answer	answer is ministerial correction date of answer 07/05/2019 answer text <p>‘Our Commitment to you for end of life care’, published in July 2016, set out what everyone should expect from their care at the end of life and the actions we are taking to make high quality care a reality for all. Since its publication, NHS England has been working to deliver the Choice Commitment, as set out in the Government’s Mandate to the National Health Service. Through its National Programme Board for End of life Care, a range of activity has been coordinated and undertaken with all key system partners care and stakeholders to improve equity of access to, and experience of, palliative and end of life care. A progress report was published the following year on 21 September 2017.</p><p> </p><p>Key to reducing variation and delivering personalised care is ensuring that patients are identified as likely to be in their last year of life. This means their end of life care can be improved by personalising it according to their needs and preferences at an earlier stage. However, it is also vital that services are available to provide the care to people in the community and in their homes in a timely way. Adult and pediatric continence challenges are already being considered as part of the National Bowel and Bladder Health Project to support the delivery of the ambitions of the Excellence in Continence Care Programme within the NHS. This is led by NHS England and NHS Improvement and is aimed at improving the experience of care for patients and their carers.</p><p>This programme will work towards a model of care which takes into account the expertise and resources of the people with long-term conditions and their communities, which the National Bowel and Bladder project aims to support via the clinical pathway workstreams. This will raise the image and profile of the sector and encourage people with the right values to apply for current vacancies. The Government also continues to work with its delivery partner Skills for Care to provide a range of resources and practical toolkits for providers to help attract, train and retain staff.</p><p> </p><p>The upcoming Adult Social Care Green Paper will set out the Department’s proposals for reform of the sector to put it on a more sustainable future footing. The Prime Minister has made it clear that we not only want them to stay, but feel welcomed and encouraged to do so. The EU Settlement Scheme has now fully opened, is free and will allow EU nationals employed in the social care sector to secure their long-term status in the United Kingdom.</p><p> </p><p>The Government is working alongside stakeholders in the adult social care sector to ensure there is the right number of people, with the right skills, knowledge and values to meet increasing demand, and deliver high quality, person-centred care and support. We know we need to redouble our efforts to promote jobs and careers in social care to the domestic workforce which is why my Rt hon. Friend, the Secretary of State, has made improving the working lives of the millions of people who work in health and social care one of his top priorities, and why on 12 February we launched a national recruitment campaign for social care.</p><p> </p><p>The campaign, ‘Every Day is Different’ showcases how rewarding and varied social care careers can be, with opportunities for progression and professional development. The campaign ran from February to early April and its objective was to raise the image and profile of the sector and encourage people with the right values to apply for current vacancies.</p><p> </p><p>The upcoming Social Care Green Paper will set out the Department’s proposals for reform of the sector to put it on a more sustainable future footing. This includes a £240 million adult social care winter fund to help local authorities alleviate winter pressures on the National Health Service, getting patients home quicker and freeing up hospital beds across England.</p><p>As a result of these measures, funding available for adult social care is increasing by 9% in real terms from 2015-16 to 2019-20. 	answer	answer is ministerial correction date of answer 11/01/2021 answer text <p>The Government announced in October 2019 that it will not commence the age verification provisions of Part 3 of the Digital Economy Act 2017 and instead deliver these protections through our wider online harms regulatory proposals.</p><p><strong> </strong></p><p>Under our online harms proposals, we expect companies to use age assurance or age verification technologies to prevent children from accessing services which pose the highest risk of harm to children, such as online pornography. The online harms regime will capture both the most visited pornography sites and pornography on social media, therefore covering the vast majority of sites where children are most likely to be exposed to pornography. Taken together we expect this to bring into scope more online pornography currently accessible to children than would have been covered by the narrower scope of the Digital Economy Act.</p><p><strong> </strong></p><p>We would encourage companies to take steps ahead of the legislation to protect children from harmful and age inappropriate content online, including online pornography. We are working closely with stakeholders across industry to establish the right conditions for the market to deliver age assurance and age verification technical solutions ahead of the legislative requirements coming into force.</p><p><strong> </strong></p><p>In addition, Regulations transposing the revised Audiovisual Media Services Directive came into force on 1 November 2020 which require UK-established video sharing platforms to take appropriate measures to protect minors from harmful content. The Regulations require that the most harmful content is subject to the strongest protections, such as age assurance or more technical measures. A trial to compare mixed multi/single-use catheter management with single-use catheter management for people with intermittent catheter use was funded by the Programme Grants for Applied Research programme in 2013 with a funding level of £2,374,857.</p><p>The project consists of several work packages, leading up to the clinical trial, including: identifying and describing how and why different catheters are selected/prescribed from different viewpoints; developing, testing and comparing methods of reusing, storing and lubricating catheters to identify the most effective, safe and practical technique; developing a questionnaire to measure quality of life of people using indwelling catheters (IC); identifying which symptoms relate to urine infection in IC users; and finally carrying out a clinical trial to determine the acceptability of different catheter designs and the effect on quality of life and infection.</p><p>The clinical trial was approved by the South Central, Hampshire A Research Ethics Committee on 12 July 2019 and by the Health Research Authority on 9 August 2019.</p><p>As ethical approval has only recently been granted, no participants have been recruited to the trial to date.</p><p> </p><p> </p><p> </p> answering member constituency Gosport answering member printed Caroline Dinenage grouped question UIN 291566 291567 question first answered 07/10/2019 14:54:32 answering member 4008 label Biography information for Dame Caroline Dinenage
