star this property answer text <p>The Energy Company Obligation (ECO) is an obligation on energy suppliers, worth £640m per year, under which households in Great Britain are eligible to receive subsidised or free energy efficiency measures including boilers. From April 2017, an element of the scheme has been established under which local authorities can refer households for support. Local authorities can, for example, refer people based on their vulnerability and health conditions.</p><p>The Warm Home Discount (WHD) scheme, worth over £320m per year, provides direct financial assistance to over 2 million low income and vulnerable households each winter. Ofgem is currently consulting on introducing a price cap for WHD recipients on standard variable and default tariffs. In addition, the Government has published draft legislation to cap the prices paid by customers on standard variable and default tariffs, many of whom are vulnerable.</p> more like this

star this property answer text <p>Terminally ill people in receipt of a contribution-based benefit may be able to get a replacement boiler under the Energy Company Obligation (ECO). From April 2017, an element of the scheme has been established under which local authorities can refer households for support. Most local authorities have chosen to use health conditions as part of their eligibility criteria. Local authorities are also using income criteria which do not distinguish between different types of benefits.</p><p>In early 2018 Government will be consulting on the future ECO scheme due to run from October 2018 to March 2022. This will include proposals about eligibility and measures supported.</p><p>In addition to ECO, some energy suppliers have chosen to provide replacement boilers under the Industry Initiatives element of the Warm Home Discount and terminally ill people may be able receive assistance via that route.</p> more like this

Most of the cavity wall insulation installed under Government sponsored schemes has been funded under supplier obligations (such as the current Energy Company Obligation) and not funded directly by Government.</p><p> </p><p>Over the last ten years around 3.5m cavity wall insulation measures have been installed under Government sponsored schemes.</p><p> </p> more like this

star this property answer text <p>The Cavity Insulation Guarantee Agency (CIGA) is one of the main organisations providing consumer guarantees for cavity wall insulation installations and it has a complaints process including an independent dispute mechanism for consumers where cavity wall insulation may be defective.</p><p> </p><p>Each Home Counts was an independent review, led by Dr. Peter Bonfield, which published its report in December 2016. Implementation of Each Home Counts is being led by industry with the support of Government, in line with the recommendations of the review.</p><p> </p><p>One of the main recommendations from the Review was to establish a quality mark for retrofit energy efficiency and renewable energy measures including cavity wall insulation, and for companies operating in this sector. Those who wish to use the quality mark will need to adhere to a consumer charter and code of conduct, which will ensure all consumers have access to a clear redress process and guarantee protection.</p> more like this

star this property answer text <p>The Energy Company Obligation is funded by energy suppliers through regulation, rather than from the public purse. For the installation of cavity wall insulation to be eligible for the scheme, it is required to come with a 25-year guarantee. This would cover cases where sub-standard or faulty insulation may be installed.</p><p>The Government has received a number of representations, and is aware through discussions with industry, of some examples of poor practice and quality in the installation of energy efficiency measures. To help improve quality and consumer confidence, the Government commissioned the independent Each Home Counts review, led by Dr. Peter Bonfield, which published its report in December 2016. Implementation of Each Home Counts is being led by industry with the support of Government, in line with the recommendations of the review.</p><p>One of the main recommendations from the Review was to establish a quality mark for retrofit energy efficiency and renewable energy measures including cavity wall insulation, to help offer a clear and consistent standard for consumers. Those businesses who wish to use the quality mark will need to adhere to a consumer charter and code of conduct, which will ensure all consumers have access to a clear redress process and guarantee protection.</p><p> </p>

star this property answer text <p>Government support for small and medium sized enterprises, including suppliers to Nissan, is provided through a range of measures and funding competitions which make the UK one of the best locations to locate and grow an automotive business. This includes the Advanced Manufacturing Supply Chain Initiative, with projects running through to 2019, and the £1bn Advanced Propulsion Centre, which promotes collaborative R&amp;D between suppliers and vehicle makers to develop products to improve efficiency and reduce emissions.</p><p>Furthermore, and as part of a programme of long term investment in the North East, the North East LEP Growth Deal, announced on 23 January 2017, was awarded £49.7m. Through the North East LEP Growth Deal we are supporting jobs growth and economic development with £379.6m of Local Growth Fund. This includes £42m of funding for the international Advanced Manufacturing Park, which will provide a world class environment for high tech advanced industries and advanced manufacturing businesses, including the automotive sector. Since its launch in 2016, the North East Growth Hub has engaged with over 7300 businesses, delivered 117 intensive assists and helped 728 individuals to start a business.</p><p> </p>
