	answer	answer is ministerial correction date of answer 17/10/2016 answer text <p>The UK Government will guarantee EU funding for structural and investment fund projects in Wales, including agri-environment schemes, signed before we leave the EU. It will be for the Welsh Government to make an assessment of which projects should be pursued in areas of its competence, and this guarantee will apply to any such projects. The agricultural sector in Wales will receive the same level of funding that it would have received under Pillar 1 of CAP until the end of the Multi-Annual Financial Framework in 2020.</p><p> </p><p>As a result of these steps taken by the UK Government, individuals and organisations in receipt of EU funds now have a greater degree of certainty about funding over the coming years. 	answer	answer is ministerial correction date of answer 15/02/2016 answer text <p>Of the 28 projects reviewed in the four Member States by the European Court of Auditors (ECA), the only ones viewed as cost effective overall were in England. The ECA found that payment rates in England took account of the wider economic benefits to the farmer which might result from making these investments. They also commented favourably about the high level of integration between these capital payments and multiannual land management activities which leads to better outcomes.</p><p>However, some projects reviewed in England were found not to be cost effective. We accept that in some cases the standard payment rates to farmers to help improve environmental sustainability may have been too high. We have reviewed our payment rates for the new Countryside Stewardship scheme. These have been independently verified. At the end of January 2016 we had paid 66,800 some £1 billion, leaving just under 20,300 not paid. We had paid 600 farmers affected by the floods by the end of January and are prioritising the remainder for payment as promptly as possible.</p><p>Farmers affected by flooding from Storm Desmond and Eva can apply for up to £20,000 grant funding from the Farming Recovery Fund (until 1 April) to help restore damaged agricultural land. The Government's view is that the UK will be stronger, safer and better off in a reformed EU.</p><p> </p><p>Separately, the UK continues to make the case for improvement to the Common Agriculture Policy (CAP) so that it is simpler and more effective.
