star this property answer text The Government wants to deliver nationwide coverage of gigabit capable broadband as soon as possible.<p><br>We are introducing a range of measures to deliver this ambition. The Leasehold Property Bill will make it easier for operators to deploy broadband in blocks of flats. We announced that we would be legislating to mandate gigabit connectivity in new build homes, and that we will be investing £5 billion in bringing gigabit broadband to the hardest to reach areas of the UK. To improve mobile coverage, we are investing £200 million into the 5G testbeds and trials programme. We have also announced the £1 billion Shared Rural Network deal with the mobile network operators to increase 4G coverage throughout the UK to 95% by the end of 2025.</p> more like this

star this property answer text <p><em></em>As set out in the oral statement of 28 January by the Secretary of State for the Foreign and Commonwealth Office, a high risk vendor is a vendor that poses greater security and resilience risks to UK telecoms. That statement also provided details of the non-exhaustive set of objective factors that were taken account of to assess a vendor as high risk. This set of factors has been further elaborated on in the National Cyber Security Centre’s advice on the use of equipment from high risk vendors in UK telecoms networks that was also published on 28 January and can be found on their website.</p><p> </p><p>The NCSC also published a summary of the security analysis for the UK telecoms sector that informed the conclusions of the Government’s Telecoms Supply Chain Review. The summary notes that sensitive networks either route or have access to sensitive information, and include those directly relating to the operation of government or any safety-related systems and in wider critical national infrastructure. star this property answer text <p>As the Secretary of State said in his oral statement on Tuesday, the National Cyber Security Centre has advised operators to stop buying affected Huawei 5G equipment. It is for the operators to make the commercial decisions to comply with this advice.</p><p><br>The Secretary of State also made clear in his statement that the Government will be requiring operators to remove Huawei equipment from their 5G networks by the end of 2027. There is little commercial incentive for the operators to buy more, new, Huawei kit only to have to remove it by 2027.</p><p><strong> </strong></p><p>The purpose of the timeframe, between now and December 2020, is to provide industry with time to prepare for removal and, if necessary, purchase non-affected kit where this is crucial to ensure repairs and maintenance can continue so services are not impacted.</p><p> </p> more like this

star this property answer text <p>Between now and 2025, the way landlines work in the UK is changing. Providers are moving from the old Public Switched Telephone Network (PSTN) to new Voice over Internet Protocol (VoIP) technology. The PSTN is a privately-owned telecoms network and the decision to upgrade it has been taken by the telecoms industry.</p><p>As this is an industry-led migration, communications providers will contact their customers with information ahead of their line being upgraded. The exact migration process will depend on the provider and the type of equipment the customer has at their premises.</p><p>We are working together with Ofcom to ensure customers receive appropriate levels of communication and vulnerable consumers are protected. Ofcom requires that providers must engage in effective communications to ensure all vulnerable customers understand the risk in the migration to VoIP. We are also ensuring the telecoms industry is engaging with priority sectors such as Critical National Infrastructure and Telecare providers ahead of time.</p><p>Ofcom has set out initial proposals for the process for retiring the fixed copper broadband network. This is a separate process to the PSTN migration and we do not expect to see copper retirement in the next three years.</p><p> </p>

star this property answer text <p>Government is clear that market consolidation is also a prominent issue affecting the supply chain for fixed access networks. As we announced in July, we are conducting a technical consultation which will inform our approach to accelerating diversification within fixed networks. We will set out our plans to diversify the fixed access supply market after the consultation has concluded.</p><p>We continue to work closely with network operators to support the introduction of alternative suppliers as soon as possible. We have said from the start that we will seek to incentivise existing scale players to enter the market and we remain committed to that. We welcome the progress of operators who are already taking steps to bring in new scale vendors.</p><p> </p> more like this

star this property answer text <p>In January, Government issued advice to place stringent restrictions on high risk vendors in the UK 5G and full fibre networks was issued following a robust, evidence-based decision-making process, involving security analysis by the UK’s world leading technical experts in the National Cyber Security Centre, taking into consideration all threats and risks, including sanctions.</p><p>There were a number of sanctions already placed upon Huawei, imposed by the US Department of Commerce, at the time the January advice was issued. The UK Government and National Cyber Security Centre were aware of these sanctions, they were considered when advice was issued.</p> more like this

star this property answer text <p>In the event of a deal there should be no changes during the implementation period. Telecoms is one of the most liberalised services internationally. The UK benefits from the World Trade Organisation's General Agreement on Trade in Services which makes clear that governments and regulators should not discriminate against telecoms companies of other countries and should ensure fair and equal access to public telecoms networks and services. The UK and the EU are committed to these rules and the government therefore does not anticipate any major changes for UK companies operating in the EU.</p><p> </p><p>In the unlikely event of no deal, the government has published two technical notices on telecoms. star this property answer text <p>Ofcom set out last year its Wholesale Fixed Telecoms Market Review (‘WFTMR’) which establishes the frameworks it considers necessary to meet its duties under the Communications Act 2003, including the Statement of Strategic Priorities, to promote competition and investment in gigabit-capable networks.</p><p>The measures established under this WFTMR are now monitored through Ofcom’s Openreach Monitoring Unit.</p><p>Under the Communications Act 2003, Ofcom - rather than the government - is responsible for publishing a report of what it has done in consequence of the Statement every twelve months. The most recent report from Ofcom is on Ofcom’s <a href="https://www.ofcom.org.uk/about-ofcom/annual-reports-and-plans/2020-21-annual-report" target="_blank">website.</a></p><p>However, the fixed telecoms network market is as competitive as it has ever been and there are currently more than 80 providers building gigabit-capable networks across all parts of the UK.</p> more like this

It was clear that these were a very significant extension of the existing sanctions against Huawei.</p><p>In response, the National Cyber Security Centre launched an immediate review of the potential consequences of those sanctions on the security and resilience of the UK’s telecommunications infrastructure.</p><p>The position set out in the oral statement of 14 July 2020 takes full account of the consequences of the US sanctions against Huawei.</p><p> </p> more like this
