	answer	answer is ministerial correction date of answer 25/07/2018 answer text The Fundraising Regulator, the independent non-statutory regulator of charitable fundraising, launched the Fundraising Preference Service (FPS) on 7 July 2017. The FPS enables people to more easily opt out of charity fundraising requests. For the first full year that the FPS has been in operation, it has had 6,619 unique users of the service with 19,583 requests to stop communication from specified charities. Over 25% of the requests were for a person other than the person making the request, indicating that the FPS is providing an important service to vulnerable and elderly people who may need other people to make requests on their behalf. The Fundraising Regulator has said that it intends to let the FPS to operate for another year before it reviews its effectiveness. 	answer	answer is ministerial correction date of answer 30/10/2015 answer text <br /><p>Our policy is to support the growth of high quality apprenticeship places available in Croydon and across the country as a whole. Apprenticeships are the best form of adult vocational education because they bring together in one coherent experience formal learning and personal development in the workplace. The number and nature of the apprenticeship opportunities available depends on what employers offer, but we are supporting this by doubling public funding for apprenticeships since 2010, supporting employers in developing clear new apprenticeship standards, and introducing a levy on employers to fund further growth. Our aim is that there should be three million new apprenticeship starts by 2020.</p><br /><p>Across adult education as a whole, it is important that there is the right supply of places to meet future demand. Determining what this supply should be is not something central government can take the lead on. In September the government announced a programme of area reviews, which will be locally led and will involve key stakeholders. They will be based on the best available evidence of skills requirements and establish a local post-16 education and training offer which is high quality and responsive to employer need. The reviews will support local involvement in the ongoing commissioning of provision, putting responsibility in the hands of people who are best placed to tailor provision to local economic needs. Croydon will be included in the area review process, which is due to be completed by March 2017, and an announcement on the date for the review will be announced in due course.</p><br /><p>There is also a role for Local Enterprise Partnerships (LEPs) in ensuring that adult education reflects future economic development. LEPs are working in collaboration with local authorities, colleges and providers in the area to jointly agree key local skill needs and develop a local skills offer that responsive to local labour market conditions and contributes to improving our productivity. The Electoral Commission announced on 19 April 2017 that it had imposed a civil monetary penalty on Greenpeace Ltd, as the organisation did not register with the Electoral Commission at the 2015 General Election. Greenpeace Ltd was fined a total of £30,000.</del></p><p><ins class="ministerial">The rules on third party campaigning at elections are set out in the Political Parties Elections and Referendums Act 2000. These rules were amended by the Transparency of Lobbying, Non-party Campaigning and Trade Union Administration Act 2014.</ins></p><p><ins class="ministerial">Since the amendments made by the 2014 Act came into force, three organisations have been fined by the Electoral Commission. On 19 April 2016, the Electoral Commission announced that it had fined Steve Hart from the Centre for Labour and Social Studies £1100 for failing to deliver two donations reports on time. On 19 April 2017, the Commission announced that it had fined Greenpeace Limited a total of £30,000 and Friends of the Earth Limited £1000. 	answer	answer is ministerial correction date of answer 23/11/2015 answer text <p><strong></strong></p><p>I am satisfied that existing guidance for manufacturers of children’s fancy dress costumes on compliance with the appropriate product safety legislation is adequate.</p><br /><p>I am also satisfied that the Toys (Safety) Regulations 2011 include robust requirements that provide for a high level of protection of children. However, Trading Standards are currently undertaking a major assessment of the state of the UK market and the compliance of fancy dress costumes with the relevant European Standard (BS EN71-2). In addition, the British Standards Institution is considering whether the Standard still reflects best practice or should be improved.
