All patients should have a discharge assessment to determine the level of care they will need upon discharge from hospital, including whether a care plan is needed.</p><p> </p><p>The NHS Long Term Plan makes clear the importance of moving care into the community, and this Government is committed to achieving this. It commits an extra £4.5 billion a year by 2023/24 of investment in primary care and community health services.</p><p> </p><p>The National Health Service is currently developing the Implementation Framework for the Long Term Plan. The CQC (Registration) Regulations 2009 include a requirement that providers seeking to register are financially viable.</p><p>In addition, the Care Act 2014 provides for the CQC to monitor the financial health of the largest and most difficult-to-replace adult social care providers, including qualifying domiciliary care providers, through the Market Oversight Scheme. 	answer	answer is ministerial correction date of answer 27/04/2021 answer text <p>The vast majority of care workers are employed by private sector providers who set their pay and conditions, independent of central Government. However, we do expect all employers to meet their legal and contractual obligations. The law requires employers to enrol all eligible workers into a qualifying workplace pension scheme and make at least a minimum contribution to their pension. The Pensions Regulator is responsible for maximising employer compliance.</p><p>There is statutory protection for workers against unlawful deductions from wages, including complete non-payment. Workers who believe that unlawful deductions have been made from their wages may complain to an employment tribunal. 	answer	answer is ministerial correction date of answer 27/01/2022 answer text <p>To provide further support for domiciliary providers, we have extended the Infection Control and Testing Fund by a further £388.3 million until 31 March 2022. Domiciliary care providers are able to access this funding to put in place effective infection prevention and control measures, including supporting testing and increasing vaccine uptake.</p><p>We have made available two rounds of the Workforce Recruitment and Retention fund, totalling £462.5 million to support local authorities and care providers recruit and retain care staff. Home care workers will be eligible for the Health and Care Worker visa for a 12-month period and added to the shortage occupation list, making it quicker, cheaper and easier to recruit eligible workers from overseas to fill vital gaps.</p><p>The Government has committed to providing free Personal Protective Equipment for their COVID-19 needs until the end of March 2023. To support staff, a bespoke testing supply channel has been set up to enable asymptomatic home carers to access weekly polymerase chain reaction tests to administer at home. However, short visits may be appropriate in certain circumstances. For instance, checking medication has been taken.</p><br /><p>Local authorities are responsible for the commissioning of services, not the Government but both Government and the Association of Directors of Adult Social Services (ADASS) agree that inappropriately short home care visits are unacceptable.The Care Act sends a clear message that commissioning services without properly considering the impact on people’s wellbeing is unacceptable.</p><br /><p>In September 2015, the National Institute for Health and Care Excellence (NICE) published guidelines on homecare which state that homecare visits should not normally be less than 30 minutes long. The Department published statutory guidance to the Care Act which directs local authorities when commissioning to consider national standards including NICE guidelines.</p><br /><p>Further, the Department worked with ADASS and the Local Government Association (LGA) to produce a framework of standards, ‘Commissioning for Better Outcomes’ which explicitly states that inappropriate use of short visits is not compatible with best practice.
