We have raised these cases at a senior level in the Government of Saudi Arabia. The UK opposes the death penalty in all circumstances and in every country, especially in cases which do not meet the minimum standards defined by the International Covenant on Civil and Political Rights. This includes the execution of a minor and the use of the death penalty for a crime which is not deemed “the most serious”. While ISKP has influence in the eastern province of Nangahar, it has not yet demonstrated any national presence. The Taleban see ISKP as a threat and there have been repeated clashes between the two groups in Nangahar. The UK, through our support to the North Atlantic Treaty Organisation (NATO), provides Train, Advise and Assist support to the Afghan National Defence and Security Forces to help them tackle the extremist threat in Afghanistan. There is little reliable data on the number of girls suffering this form of abuse, but we strongly condemn violence against women and girls in all its forms.</p><p>The Government places gender equality at the heart of our bilateral development programming and works through diplomatic and development channels to tackle the causes and drivers of violence against women and girls as a matter of priority. The manifestations of violence may change but it is critical to address the structural causes of violence, including harmful beliefs and attitudes.</p><p>In Cameroon, Kenya and Nigeria we are continuing to engage with governments and local communities to support the rights of women and girls, including ending harmful practices which constitute violence against women and girls. The 2012 White Paper set out the principle that all UK Government departments have responsibility for supporting the Territories in their areas of expertise and competence. The Foreign and Commonwealth Office takes a coordinating role, led by the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Rochford and Southend East (James Duddridge) and the Minister of State at the Department for International Development, my right hon. Friend the Member for New Forest West (Desmond Swayne).</p><p>Anguilla has its own Constitution (1982) under which it has a democratically elected government which is responsible for most domestic matters. The Government’s Preventing Sexual Violence in Conflict initiative (PSVI), launched in 2012, has raised awareness, rallied global action and increased the political will and capacity of states to do more to: (i) address the culture of impunity that exists for these crimes, (ii) increase the number of perpetrators held to account, and (iii) ensure better support for survivors. The Supreme Court suspended the death sentence to allow for appeal in July 2015, but she does not yet have a hearing date.</p><p>The Government regularly makes known to the Pakistani government at a senior level our concerns about the misuse of blasphemy laws against both Muslims and religious minorities in Pakistan. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Bournemouth East (Mr Ellwood), personally raised the abuse of these laws with the Pakistani High Commissioner to the UK in October 2015. Both the Prime Minister, my Rt Hon. Friend the Member for Witney (Mr Cameron), and the Secretary of State for Foreign and Commonwealth Affairs, my Rt Hon.
