star this property answer text <p>The Government has recently commissioned three pieces of work looking into Network Rail:</p><p> </p><p>- Dame Colette Bowe is looking at what lessons can be learnt from the planning of the Control Period 5 programme in order to improve future rail infrastructure investment. This will report in September.</p><p> </p><p>- Sir Peter Hendy is looking at how we can put the current investment programme back on a sustainable footing. This will also report in the autumn.</p><p> </p><p>- Nicola Shaw will look to the future: advising the government on how it should approach the future shape and financing of Network Rail in the longer term. This will report in time for Budget 2016.</p><p> </p><p>The terms of reference for Bowe are available in the Libraries of the House.<ins class="ministerial"> Those for Shaw will also be placed in the Libraries of the House. Terms of reference for Hendy have not been published.</ins></p><p> </p><p><del class="ministerial">Terms of reference for the other two pieces of work have not been published.</del></p><p> </p><p>Network Rail and the Office of Rail and Road are also conducting their own reviews internally. Any terms of reference are held by the respective organisations.</p><p> </p>

star this property answer text <p>The methods for calculating road wear on the Strategic Road Network take account of the cumulative effects of vehicle loading and speeds. The most important factor is vehicle loading. Road inclines, roundabouts and other road features are not explicitly taken into account, but the overall approach is based on much empirical evidence from national and international sources, which shows how pavements wear in real life conditions.</p><p> </p><p> </p><p> </p><p>The change to the mix of traffic is regularly monitored to adjust the wear factor. It is supplemented by monitoring vehicle axle loads at sample spots on the network, such as roads near port entries, freight distribution centres and weigh-in-motion sites. Current design and maintenance standards have enabled development of long life pavements on most of the network, requiring no substantial structural work so long as the road surface is replaced at appropriate points. Current road condition survey programme and maintenance strategies aim to ensure that there is no structurally unsound road pavement.</p><p> </p>

star this property answer text <p>Under the new East Coast franchise Bradford will benefit from a significant increase in the number of direct services to and from London with an additional 6 trains per day from 2019. In addition upgraded train interiors will be introduced by 2017, and new IEP trains from 2020 - providing faster journeys and improved on-board facilities.</p><p> </p><p>As part of the first steps to delivering the Northern Powerhouse the Government has required bidders for the new Northern and TransPennine Express franchises to replace outdated trains, add a third more capacity and invest in stations. The Government has specified an increase from 2 to 3 trains per hour between Bradford and Manchester via Halifax from 2019 (Monday-Saturday) and an increased Sunday frequency – from two hourly to hourly – from Bradford to Skipton and Ilkley.</p><p> </p><p>Looking further ahead, HS2 will enable significantly improved journey times from Bradford via a connection at Leeds to a wide range of destinations. The Government has also established Transport for the North (TfN) to formalise cooperation with Northern City Regions and Local Enterprise Partnerships on transport issues in the North. The Department is working closely with TfN, Network Rail and HS2 Ltd to take forward the development of rail plans to support the development of the Northern Powerhouse.</p><p> </p>

star this property answer text <p>HM Treasury has published the central government main supply estimates for 2015-16.</p><p> </p><p> </p><p> </p><p>The Department for Transport’s Estimate for 2014-15 included a Capital Departmental Expenditure Limit (DEL) of £9.5 billion, whereas the planned Capital DEL expenditure for 2015-16 is £6.1 billion, a difference of £3.4 billion.</p><p> </p><p> </p><p> </p><p>However, this is largely due to the reclassification of Network Rail to Central Government, not any reduction in capital expenditure.  From 1 April 2015, all elements of Network Rail’s income, capital and resource expenditure are consolidated through the Department as Annually Managed Expenditure. A new UK SAR helicopter service operating from new bases at Cardiff St Athan and Newquay Airport will take the place of SAR helicopter services currently operated out of RMB Chivenor and RNAS Culdrose. The start of these new services will coincide with the end of the military services at Chivenor and Culdrose, leaving no gap in SAR helicopter cover for south west England and south Wales. It is not possible to have a single objective noise-based measure that is applicable to all sources of noise in all situations because effect levels are likely to be different for different noise sources, different people and at different times.</p><p> </p><p> </p><p> </p><p>As such, the Government has no plans to introduce the World Health Organisation’s (WHO) guidelines for community noise. star this property answer text <p>The World Health Organisation’s (WHO) guidelines for community noise relate to noise levels from any of various sources including road, rail and aviation from transport, and non-transport sources such as construction, industry and the neighbourhood.</p><p> </p><p> </p><p> </p><p>The guidelines propose that in residential areas where the general daytime noise exposure is below 55dB LAeq (non-specific time period), few people will be ‘seriously annoyed’ by noise, and that few people will be ‘moderately annoyed’ below a value of 50dB LAeq.</p><p> </p><p> </p><p> </p><p>The Government does not currently monitor how many people are exposed to noise levels in excess of WHO guidelines for community noise, though DEFRA does publish noise exposure figures for selected noise bands for each agglomeration in England in accordance with the Environmental Noise Directive (Directive 2002/49/EC).</p><p> </p><p> </p><p> </p><p>In considering options for airport expansion, the Airports Commission did not assess the proposals against the WHO guidelines but did assess them in various economic scenarios against a noise scorecard with a range of metrics, including a day noise level down to 54dB LAeq and a night noise level down to 48dB LAeq. The Commission found that expansion at Heathrow was compatible with reducing the number of people exposed to noise at these levels in 2030 compared to the baseline situation in 2013.</p><p> </p><p> </p>

star this property answer text <p>The Department for Transport has prepared an assessment of the costs and benefits of fitting side guards and a front mirror above the windscreen to currently exempt vehicles, and this is subject to the clearance process. Side guards are already required on the majority of new vehicles, and a front mirror on vehicles registered from 26 January 2007.</p><p> </p><p> </p><p> </p><p>There are no current plans for mandatory proximity devices to detect cyclists alongside heavy vehicles. A full assessment of their effectiveness will be needed before reaching a decision to require such systems.</p><p> </p><p> </p><p> </p><p> </p><p>We have no proposals to ban systematically heavy goods vehicles from city centres at peak times. Local authorities have powers under Sections 1 &amp; 2 of the Road Traffic Regulation Act 1984, to make Traffic Regulation Orders (TROs). These powers can be used to exclude HGVs either generally or at specified times from roads for which they are considered to be unsuitable.  It is up to each local authority to balance the need for restrictions against their impact on residents, the local economy and environmental factors.</p><p> </p>

star this property answer text <p>This Government is committed to electrification and to delivering its benefits in contrast to the lack of ambition of the previous Labour government which managed to electrify just 10 miles of railway in 13 years.</p><p> </p><p> </p><p> </p><p>In addition, the Department is already delivering on various rail projects that are already underway that will bring benefits to the north west and beyond, including:</p><p> </p><p> </p><p> </p><p><ul><li>The remaining phases of Northwest Electrification (including Manchester-Preston; Preston-Blackpool; Preston-Stalybridge)</li></ul></p><p> </p><p><ul><li>A redeveloped Manchester Victoria station completed by September 2015</li></ul></p><p> </p><p><ul><li>A rebuilt Allerton Depot by September 2015 to provide capacity for even more electric trains in the North.</li></ul></p><p> </p><p><ul><li>And the two new franchises commencing in April 2016 will:</li></ul></p><p> </p><p><ul><li>Get rid of the Pacer trains by the end of 2019</li></ul></p><p> </p><p><ul><li>Increase capacity by 36% overall in the peak to Leeds, Liverpool, Manchester and Sheffield by end 2019 (irrespective of when TransPennine Electrification east of Stalybridge is delivered).</li></ul></p><p> </p><p><ul><li>Provide an extra 200 services each weekday;</li></ul></p><p> </p><p><ul><li>Double the service to 2 trains per hour from Manchester to Macclesfield and Manchester to Chester from Dec 2017 and Bolton to Stockport via Manchester by December 2019.</li></ul></p><p> </p><p> </p><p> </p><p> </p><p /><p> </p>
