The car parking principles provide clear direction and leadership but a central interference in these freedoms would not help NHS trusts and could result in unwarranted interference in how their clinical services are locally managed and delivered.</p><p> </p><p> </p><p> </p><p>The powers available to the Secretary of State for Health under Section 42 of the NHS Act 2006 to provide funding to NHS organisations in distress are not appropriate for car parking. However the NHS patient visitor and staff car parking principles published by the Department on 23 August 2014 provide clear direction and leadership and require NHS organisations to publish details of their car parking arrangements including financial information relating to the charges and income which allows patients and the public to hold the NHS locally to account where unfair parking charges occur.</p><p> </p><p><strong> </strong></p><p> </p><p>Information about the cost and availability of car parking across the NHS is published annually as part of two data collections - the Patient-Led Assessments of the Care Environment and the Estates Return Information Collection. 	answer	answer is ministerial correction date of answer 09/11/2015 answer text <p>Decisions on hospital car parking, including charging, are taken locally by National Health Service foundation trusts and NHS trusts.</p><br /><p>On 23 August, 2014, the Department published the <em>NHS patient, visitor and staff car parking principles</em>, which set out a nationally consistent approach for hospitals to take to car parking and concessionary charges. This was updated in October 2015 to make explicit reference to carers as a group who should receive concessions. Data on car parking is collected annually through two collections.</p><p>The Estates Return Information Collection asks whether organisations charge for the use of designated disabled parking spaces. Of the 1,038 sites that have designated disabled car parking spaces 87% do not charge.</p><p>The Patient Led Assessment of the Care Environment asks about the number of sites that offer car parking charge concessions in accordance with the National Health Service patient, visitor and staff car parking principles.
