That is why tackling domestic violence and abuse has been one of this Government’s top priorities. We are committed to ensuring that victims of this serious crime are considered in all aspects of the criminal justice system, and supported appropriately.</p><p> </p><p>The Victims’ Code was implemented in December 2013. It sets out to criminal justice agencies the enhanced services and support they must provide to victims of the most serious crimes, including victims of domestic violence. This includes providing information on pre-trial therapy and counselling and referral to specialist organisations for support.</p><p>As part of the current pilot of adult out-of-court disposals, the Ministry of Justice has issued guidance to the three participating police forces (Staffordshire, West Yorkshire, and Leicestershire) setting out how the framework should be used for low-level offences involving domestic violence. The guidance imposes a number of restrictions on the forces and requires them to obtain the victim’s consent for the matter to be dealt with out of court.</p><p>In addition, the National Offender Management Service’s framework <em>Supporting Women offenders who have experienced domestic or sexual violence</em>, published in September 2011, is designed to provide guidance to those working with female offenders in custody and the community. The framework intends to ensure that interventions and services take place within an environment in which women who have been victims of domestic violence are able to both disclose abuse and receive support and advice in a safe, female only environment.</p><p> </p><p>In addition to these pieces of guidance, my Right Honourable Friend, the Secretary of State for the Home Department has issued the <em>Violence Against Women and Girls Action Plan</em>, which sets out the Government’s approach to tackling domestic violence and abuse, and is supported by guidance to victims, their friends, families, employers and colleagues.</p> answering member constituency Hemel Hempstead answering member printed Mike Penning question first answered 19/01/2015 17:40:36 answering member 1528 label Biography information for Sir Mike Penning

Tackling it has been one of this Government’s top priorities. We are determined to support victims in rebuilding their lives and reporting these crimes, and to make sure perpetrators are brought to justice. We have piloted and rolled out Clare's Law and domestic violence protection orders; extended the definition of domestic abuse to cover controlling behaviour and teenage relationships; run two successful campaigns to challenge perceptions of abuse; and placed Domestic Homicide Reviews on a statutory footing to make sure lessons are learned from individual tragedies. More recently we have added an amendment to the Serious Crime Bill at Commons Committee stage to create a new offence of domestic abuse.</p><p> </p><p>Information held centrally by the Ministry of Justice on the Court Proceedings Database does not include the circumstances behind each case beyond the description provided in the statute. It is not possible separately to identify from this centrally held information how many people imprisoned for contempt of court have also been victims of a crime. This detailed information may be held on court records but is not reported centrally to the Ministry of Justice. 	answer	answer is ministerial correction date of answer 19/01/2015 answer text <p /> <p>The allocation of judges in Family Court cases involving domestic violence is governed by Part 5 of the Family Court (Composition and Distribution of Business) Rules 2014, which came into force on 22nd April 2014.</p><p><a href="http://www.legislation.gov.uk/uksi/2014/840/part/5/made" target="_blank">http://www.legislation.gov.uk/uksi/2014/840/part/5/made</a></p><p>The allocation process for applications and proceedings in domestic violence cases (set out in Part 5 of the Rules) is governed by whether the application is being brought under Part 4 of the Family Law Act 1996.</p><p>Domestic violence cases brought to the Family Court under Part 4 of the Family Law Act 1996 can therefore be heard by any judge sitting in the Family Court. 	answer	answer is ministerial correction date of answer 03/07/2023 answer text <p>(a)</p><p> </p><p>The Government is supporting a number of initiatives to create wilder landscapes across England, as part of a broader approach to nature recovery through projects such as peatland restoration funding or agri-environment schemes. However, rewilding is not appropriate in all situations, and we must balance priorities including food production.</p><p> </p><p>Landscape Recovery (LR) is an environmental land management (ELM) scheme which seeks to demonstrate the capacity for large-scale nature recovery and sustainable food production to take place in parallel. LR is for landowners and managers who want to take a more large-scale, long-term approach to producing environmental and climate goods on their land. It funds ambitious landscape-scale projects through bespoke, long-term agreements lasting 20 years or more. Initially, projects are awarded a project development grant to gather further information on the outcomes of the projects and financing options. Following this, projects will sign an Implementation Agreement, setting out the details of the project and what will be delivered. The implementation phase will then begin from 2024 onwards, with agreed funding from the Government and the private sector.</p><p> </p><p>(b)</p><p> </p><p>In the Agricultural Transition Plan of November 2020, the Government announced ELM schemes, designed to help England’s farmers enhance their efficiency, productivity and environmental sustainability. This move from the EU’s Common Agricultural Policy is the most significant reform of agricultural policy and spending in England in decades.</p><p> </p><p>Sustainable food production and caring for the environment can and must go hand in hand. Our ELM schemes will ensure our long-term food security by investing in the foundations of food production: healthy soil, water and biodiverse ecosystems. They have been developed so that there is an offer for all farm types, including for tenant farmers.</p><p> </p><p>The Sustainable Farming Incentive (SFI) pays farmers for actions that support food production and can help improve farm productivity and resilience, while protecting and improving the environment. It is being rolled out incrementally, with the full offer available by the end of 2024. It is straightforward for farmers to apply and manage their agreement, and they will receive quarterly payments. We will also pay a new SFI management payment to recognise the administrative costs for farmers entering into and managing an SFI agreement.</p><p> </p><p>Countryside Stewardship (CS) pays farmers and land managers to look after and improve the environment in specific habitats, features and local areas on their land. There will be an extra incentive through CS Plus for land managers to join up across local areas to deliver bigger and better results. We are improving the way CS operates, including expanding and refining the scope of the scheme, simplifying processes and making inspections fairer and more proportionate.
